Southeast University is a high-level university directly under the Ministry of Education and a national key construction university. Chapter 1 General Provisions

Article 5 The principal is the legal representative of the w88 casino.
Article 6 The w88 casino implements independent management of w88 casino affairs in accordance with the provisions of national laws, administrative regulations, rules and this charter. Unless otherwise provided by laws, administrative regulations, and rules, no unit or individual may hinder the exercise of the w88 casino's autonomy.
Article 7 The w88 casino fully implements the education policy of the party and the country, adheres to the principle of educating people, putting moral education first, and focusing on ability. It strives to enhance the social responsibility, innovative spirit and practical ability of the educated, and strives to cultivate high-quality innovative talents with comprehensive development of morality, intelligence, physical and aesthetics.

Article 9 The w88 casino implements an internal management system based on w88 casino and college management, and can adjust the management model as appropriate within the scope permitted by relevant national laws and administrative regulations.
Article 10 The w88 casino vigorously promotes the spirit of putting people first, striving for perfection, and pursuing excellence, and strives to create a campus culture that advocates knowledge, pursues truth, and free exploration.
Article 11 The main form of education in the w88 casino is full-time academic education, and other types of education that meet the needs of society are appropriately carried out.
The w88 casino’s academic education mainly focuses on undergraduate and postgraduate education. The w88 casino determines and adjusts the years of academic education in accordance with social needs and national policies.
Article 12 The w88 casino issues academic certificates and degree certificates in accordance with the law.
The w88 casino implements the national degree system and awards bachelor's, master's and doctoral degrees in accordance with the law.
The w88 casino can award honorary titles to outstanding individuals who have made outstanding contributions to promoting social progress or promoting the development of the w88 casino's cause.
Chapter 2 Organizer and w88 casino
Article 13 The w88 casino is a full-time general higher education institution run by the state. The administrative department of the w88 casino is the Ministry of Education of the People's Republic of China.
Article 14 w88 casino organizers have the following rights over the w88 casino in accordance with the provisions of laws and administrative regulations:

(2) Stop or eliminate any behavior by any unit or individual that infringes or hinders the w88 casino’s exercise of autonomy, and provide schools with relief channels for their autonomy in running schools;
(3) Provide w88 casino running funds and ensure the w88 casino’s running conditions;
(4) Support the w88 casino to become a national scientific research base;
(5) Guarantee the freedom of scientific research, literary and artistic creation and other cultural activities in schools;
(6) Provide necessary institutional support for the development and reform of the w88 casino based on its own actual situation;
(7) Other obligations stipulated in laws and administrative regulations.
Article 16 The w88 casino enjoys the following rights in accordance with laws and administrative regulations:
(1) Independently set up and adjust disciplines, majors and corresponding student training plans based on social needs, national policy provisions and the actual situation of the w88 casino; independently formulate enrollment plans for various disciplines and majors, determine the standards and procedures for admitting students, and independently adjust departmental enrollment ratios;
(2) Based on the actual teaching situation of the w88 casino, independently carry out talent training activities, independently formulate teaching plans, select teaching materials, organize and implement teaching activities, and independently determine the standards for student examinations and assessments;
(3) Independently carry out various scientific research, technology development, industry-university-research exchange and cooperation, social services and cultural inheritance and innovation activities according to social needs and the actual situation of the w88 casino;
(4) Independently cooperate with various entities such as overseas universities, scientific research institutions, and enterprises to carry out activities such as talent training, scientific research, technology development, and cultural exchanges;
(5) According to the actual needs of w88 casino development, independently set up and adjust internal organizational structures such as teaching, scientific research, and administrative functional departments, and independently determine staffing; independently evaluate and hire the positions of teachers and other professional and technical personnel, and adjust allowances and salary distribution;
(6) Independently manage and use the property provided by the organizer, national and local government financial aid, donated property and other assets legally owned by the w88 casino in accordance with the law;
(7) Other rights stipulated in laws, administrative regulations, rules and this Charter.
Article 17 When the w88 casino exercises the autonomy stipulated in Article 16 of this Charter, it shall abide by the provisions of laws, administrative regulations, this Charter and the w88 casino's corresponding rules and regulations, comply with the w88 casino's educational purposes and the public welfare purposes of higher education, formulate a strict and clear rights exercise system based on the principles of procedural transparency, information disclosure, democratic decision-making, and multi-party supervision. It shall disclose relevant information in accordance with the information disclosure regulations of the country and the w88 casino in accordance with the law, accept the supervision of organizers, democratic supervision within the w88 casino and social supervision, and ensure the democratic and standardized exercise of various autonomy.
The content of the decision made by the w88 casino based on the exercise of autonomy is invalid if it violates laws, administrative regulations, this charter and the corresponding rules and regulations of the w88 casino.

Chapter 3 Faculty and staff
Article 19 The w88 casino’s teaching staff is composed of teachers, professional and technical personnel, staff and service personnel.
Article 20 The w88 casino adheres to the teacher-oriented approach to running a w88 casino and hires, assesses, promotes, rewards and punishes faculty and staff in accordance with the law. Article 21 w88 casino faculty and staff enjoy the following basic rights in accordance with laws, administrative regulations, rules and this charter:
(1) Carry out teaching, scientific research and job requirements in accordance with the law, carry out education and teaching reforms, participate in academic groups, and carry out academic activities;
(2) Be aware of major issues in w88 casino reform, construction and development, put forward opinions and suggestions on w88 casino affairs, and participate in democratic management;
(3) Fair access to opportunities for study, further education, exchanges, and visits abroad in accordance with regulations. The w88 casino encourages faculty and staff to participate in international cooperation and serve in international academic organizations;
(4) Fairly obtain corresponding work and study opportunities required for personal development, use the w88 casino’s public resources according to their job responsibilities and contribution level, and receive corresponding remuneration in accordance with the law;
(5) Receive fair evaluations in terms of work performance, work ability, etc., and fairly receive various awards and honorary titles at all levels;
(6) Express objections to professional titles, remuneration, disciplinary sanctions and other relevant decisions that involve their vital interests, file complaints, and request handling;
(7) Other rights stipulated in laws, administrative regulations, rules, charters, w88 casino rules and regulations or employment contract.
Article 22: w88 casino faculty and staff shall perform the following basic obligations in accordance with laws, administrative regulations, rules and this charter:
(1) Abide by the Constitution, laws and professional ethics, be a role model for others, and continuously improve ideological and political awareness and professional standards;
(2) Cherish and care for the reputation of the w88 casino, safeguard the interests of the w88 casino, and abide by the rules and regulations of the w88 casino;
(3) Work diligently, fulfill your duties, and complete the prescribed teaching, scientific research, and job tasks;
(4) Respect and care for students, protect students’ rights and interests, and promote students’ all-round development;
(5) Observe academic norms and abide by academic ethics;
(6) Other obligations stipulated in laws, administrative regulations, rules, charters, w88 casino rules and regulations or employment contracts.
Article 23 The w88 casino has established rights protection mechanisms such as hearings and appeals in accordance with the law to protect the legitimate rights and interests of faculty and staff.
Chapter 4 Student
Article 24 Students refer to those who are admitted by the w88 casino in accordance with the law, obtain admission qualifications, and receive education from the w88 casino. They are divided into students with w88 casino status and students without w88 casino status.
The students stipulated in this charter refer to Chinese students and overseas students with w88 casino status. Such students enjoy rights and perform obligations in accordance with the provisions of this charter. Article 25 Students enjoy the following basic rights in accordance with laws, administrative regulations, rules and this charter:

(2) Organize and join student clubs in accordance with laws, administrative regulations and w88 casino regulations, and participate in legal social activities and cultural and sports activities;
(3) Obtain fair academic and moral evaluations, and obtain honorary titles and various awards at all levels and in accordance with regulations;
(4) Express objections to disciplinary sanctions and related decisions involving their rights and interests, file appeals, and request handling;
(5) Be aware of matters involving personal interests, put forward opinions and suggestions on teaching activities, campus culture, logistics services, campus security, etc., and participate in democratic management;
(6) Fair access to overseas exchange, study and further education opportunities in accordance with regulations;
(7) Obtain employment guidance and career planning guidance;
(8) Other rights stipulated in laws, administrative regulations, rules, charters and w88 casino rules and regulations.
Article 26 Students shall perform the following obligations in accordance with laws, administrative regulations, rules and this charter:
Abide by the constitution and laws, safeguard national honor and interests;
Cherish the reputation of the w88 casino, safeguard the interests of the w88 casino, and abide by the w88 casino’s various management systems;
Study hard, be honest and trustworthy, respect teachers, and develop good moral character and comprehensive quality;
(4) Observe academic norms and abide by academic ethics;
(5) Pay tuition and related fees as required;
(6) Other obligations stipulated in laws, administrative regulations, rules, charters and w88 casino rules and regulations.
Article 27 The w88 casino manages, trains, rewards and punishes students, and awards degrees in accordance with the law. Specific measures shall be formulated separately by the w88 casino or relevant functional departments authorized by the w88 casino in accordance with the law.
Article 28 The w88 casino has established a student hearing, appeal and other rights protection mechanism to protect the legitimate rights and interests of students.
Article 29 The Student Union and the Graduate Student Union formulate charters and handle students’ own affairs within the scope of laws, administrative regulations and relevant national regulations. The student union and graduate student union can select representatives to attend various w88 casino meetings related to their studies, life, rewards and punishments in accordance with w88 casino regulations.
Article 30 Students can apply to the w88 casino to establish a student group in accordance with the law, and the w88 casino authorizes the w88 casino youth league committee to review and accept the application. Student groups should operate within the scope of laws, administrative regulations and rules.
Article 31 If a student obtains all credits stipulated in the education and teaching plan within the time limit specified by the w88 casino and meets the graduation requirements, the w88 casino will grant graduation and issue a diploma.
Those who meet the degree-granting conditions will be awarded a degree by the w88 casino.
Chapter 5 Southeast University Committee, Discipline Inspection Committee and Party Committee Department of the Communist Party of China
Article 32 The Southeast University Committee of the Communist Party of China (hereinafter referred to as the w88 casino party committee) is the core leadership of the w88 casino. It leads the work of the w88 casino in a unified way, collectively studies and decides on major issues, and supports the principal to carry out his work independently and responsibly in accordance with the law.

Article 33 When the plenary session of the w88 casino party committee is not in session, its standing committee shall exercise its powers and perform its duties. The standing committee of the w88 casino party committee must be attended by more than two-thirds of the standing members before it can be convened; when the standing committee of the w88 casino party committee discusses matters, it must follow the principle of the minority obeying the majority and must be approved by more than half of the members who should be present at the meeting; important matters such as the appointment and removal of cadres must be approved by two-thirds of the members who should be present at the meeting. Article 34 The Discipline Inspection Committee of the Communist Party of China Southeast University is the w88 casino’s inner-party supervision agency. It is elected by the Party Members’ Congress or the Party Members’ Congress for each term573333_73517
Article 35 The w88 casino party committee can establish, change or cancel the w88 casino's party committee departments in accordance with the law according to work needs, and can reasonably adjust the functions of each party committee department according to the actual situation. Each party committee department may establish, change or cancel internal organizational structures based on work needs and upon review and approval by the w88 casino party committee.
The heads of each party committee department are appointed and dismissed by the w88 casino party committee and are responsible for the work within the scope of the department's responsibilities.
Chapter 6 Principal, principal office meeting and administrative department
Article 36 The w88 casino has a principal, who represents the w88 casino externally and is responsible for the entire w88 casino affairs internally.
The w88 casino may have a number of people, including executive vice principals, vice principals, chief accountants, and principal assistants, to assist the principal in exercising his powers.
Article 37 The principal is fully responsible for the teaching, scientific research and other administrative work of the w88 casino under the leadership of the Party Committee, and mainly exercises the following powers:
(1) Formulate w88 casino development strategies and plans, formulate rules and regulations and annual work plans and organize their implementation;
(2) Organize and carry out activities such as talent training, scientific research, discipline construction, teaching staff construction, and campus construction;
(3) Formulate the establishment plan of the w88 casino’s organizational structure, recommend candidates for the vice president, and appoint and remove the heads of the internal organizational structure according to the cadre appointment and removal authority;
(4) Appoint and dismiss teachers and other internal staff, manage student status, and reward or punish faculty, staff and students in accordance with laws, administrative regulations and w88 casino regulations;
(5) Formulate and implement annual budget, manage and protect w88 casino assets;
(6) Other powers stipulated in laws, administrative regulations, rules and this Charter.
Article 38 The principal may authorize other w88 casino leaders to take charge or assist in relevant work according to work needs, or organize a special leadership group or committee to take charge of relevant work.
Article 39 The principal's office meeting is convened and chaired by the principal to handle and make decisions on important matters in the w88 casino's administrative work. If the principal is unable to attend the meeting due to special reasons, the vice principal designated by the principal shall convene and preside over the meeting.
The principal’s office meeting is composed of the principal, party committee secretary, vice-principal, deputy party secretary, chief accountant, party committee standing committee member, and principal’s assistant. The director of the w88 casino office, the director of the party office, and the director of the Supervision Office attend the principal’s office meeting.
The principal may designate other department heads, teacher representatives, student representatives or related personnel to attend the principal's office meeting when necessary.

Article 40 Based on work needs, the w88 casino may establish, change or abolish administrative departments within the w88 casino in accordance with the law, and may reasonably adjust its functions according to the actual situation. All administrative departments and directly affiliated units perform their respective responsibilities according to the authorization of the principal.
Each administrative department may establish, change or cancel internal organizational structures as needed and after review and approval by the principal's office meeting.
The heads of each administrative agency are appointed and dismissed by the principal and are responsible for work within the scope of the department's responsibilities.
Chapter 7 Academic Organization
Article 41 The w88 casino has established various academic organizations in accordance with the law to manage and coordinate the academic affairs of the w88 casino.
Article 42 The w88 casino establishes academic committees, teaching committees, professional title evaluation committees, degree evaluation committees, academic departments and other academic organizations in accordance with the law according to needs. Its main responsibilities are:
(1) Review the establishment of disciplines and majors;
(2) Formulate talent cultivation plans, review teaching, determine student training plans, and monitor the quality of talent training;
(3) Evaluate teaching and scientific research results;
(4) Review teachers’ academic achievements and review teachers’ professional title promotions;
(5) Awarding of student degrees;
(6) Liaise and coordinate cooperation and development between related and similar disciplines and majors;
(7) Accept academic disputes, supervise, inspect and adjudicate academic misconduct by teachers and students throughout the w88 casino;
(8) Other academic matters reviewed by academic organizations.
The charters of various academic organizations will be formulated separately.
Article 43 In accordance with the principles of universality, representativeness, and tenure, members of academic organizations are composed of professors and teachers who are role models, dedicated to their work, have good professional ethics, are fair and decent, and have high academic standards. The heads of academic organizations are selected from among their members.
The methods for selecting the leaders and members of academic organizations shall be stipulated in their articles of association.
Article 44 Academic organizations can set up secondary academic organizations in the college according to the actual situation, and perform their duties in handling relevant academic affairs as needed.
Article 45 Academic organizations handle relevant academic affairs in accordance with the procedures and rules of procedure stipulated in laws, administrative regulations and their charters. According to work needs and after review and approval by the w88 casino, it can be established, changed or canceled according to procedures.
Chapter 8 Faculty and Staff Congress, Student Congress and Mass Organizations
Article 46 The Faculty and Staff Congress is an important organizational form for the entire w88 casino staff to participate in the democratic management and supervision of the w88 casino.
The Faculty and Staff Congress may have a second-level Faculty and Staff Congress. The specific establishment methods, rules of procedure and powers shall be formulated separately by the Faculty and Staff Congress.
Article 47 Faculty and staff representatives are elected by all faculty and staff of the w88 casino in accordance with the law. The functions and powers of the Faculty and Staff Congress mainly include:
(1) Listen to and discuss administrative work reports, and provide opinions and suggestions on w88 casino work;
(2) Review major issues such as the w88 casino’s annual work plan, development plan, reform plan, and faculty and staff construction.
(3) Review basic rules and regulations related to the vital interests of faculty and staff;
(4) Appraisal and supervision of leading cadres at all levels of the w88 casino.
(5) Review the w88 casino charter and its amendments;
(6) Review matters related to the collective welfare of faculty and staff;
(7) Other powers exercised by the Faculty and Staff Congress as stipulated in laws and administrative regulations.
The Faculty and Staff Congress shall set up an Executive Committee to exercise its powers when the Faculty and Staff Congress is not in session.
Article 48 The Student Congress is an important organizational form for all students in the w88 casino to participate in the democratic management and supervision of the w88 casino.
Article 49 Student representatives are elected by all students in the w88 casino in accordance with the law. The powers of the Student Congress mainly include:
(1) Listen to and discuss administrative work reports and provide opinions and suggestions on w88 casino work;
(2) Review basic rules and regulations related to students’ vital interests;
(3) Evaluate the work attitude and professional ability of faculty and staff, and provide opinions and suggestions;
(4) Other powers exercised by the Student Congress as stipulated in laws and administrative regulations.
When the Student Congress is not in session, the Students’ Union and the Graduate Students’ Union will exercise their powers.
Article 50 The w88 casino has established mass organizations such as labor unions and youth league committees in accordance with the law.
All mass organizations perform their respective duties in accordance with the law under the leadership of the w88 casino party committee.
Chapter 9 College
Article 51 The w88 casino established a college. Within the scope authorized by the w88 casino, the college carries out personnel training, discipline construction, scientific research and other work.
