Chapter 1 General Provisions

Article 9 The w88 casino implements the principal responsibility system under the leadership of the Shanghai International Studies University Committee of the Communist Party of China (hereinafter referred to as the “w88 casino Party Committee”). The principal is the legal representative of the w88 casino.
The w88 casino implements an internal governance model of party committee leadership, principal responsibility, professor scholarship, and democratic management.

Chapter 2 Organization
Section 1 w88 casino organization
Article 11 The w88 casino party committee is the core leadership of the w88 casino. It leads the work of the w88 casino in a unified way, supports the principal to carry out his work proactively, independently and responsibly in accordance with the provisions of the Higher Education Law of the People's Republic of China, and ensures the completion of various tasks such as teaching, scientific research, and administrative management.
According to the "Regulations on the Work of Grassroots Organizations of General Universities of the Communist Party of China", the main responsibilities of the w88 casino party committee are:

Article 12 The Shanghai International Studies University Discipline Inspection Committee of the Communist Party of China is the w88 casino’s intra-party supervision agency. According to the Higher Education Act, the principal exercises the following powers:

(2) Organize teaching activities, scientific research, international exchanges and ideological and moral education;
(3) Formulate the establishment plan of the internal organizational structure, recommend candidates for vice president, and appoint and remove the heads of the internal organizational structure according to the resolution of the w88 casino party committee;
(4) Appointment and dismissal of teachers and other internal staff, management of student status and implementation of rewards or sanctions;

Article 14 The principal’s office meeting is the basic form for the principal to exercise his powers. The main responsibilities of the w88 casino academic committee are:
(1) Review the w88 casino’s academic-related development plans for education and teaching, scientific research, discipline construction, teaching staff, etc.;
(2) Review the establishment, reform and adjustment of w88 casino disciplines and majors, as well as major systems and measures related to academic development;
(3) Propose the nomination and composition of the w88 casino’s degree evaluation committee, teaching steering committee, professional and technical position appointment committee and other committees related to academic development, and review academic matters submitted to the w88 casino’s academic committee for review by the above committees;
(4) Evaluate the application and recommendation for major academic awards and appointments in important academic organizations; evaluate the level of teaching and scientific research results, teachers’ academic level and teachers’ personal academic honors (titles), etc.;
(5) Evaluate the project approval and acceptance of major projects in education and teaching, scientific research, discipline construction, teaching staff, etc.;

(7) Consider important issues related to academic development jointly proposed by more than one-third of the academic committee members;

The academic committee of the w88 casino is composed of professors or other senior professional and technical personnel who have a correct academic style, high academic attainments, adhere to principles, love education, care about the construction and development of the w88 casino, and have the ability to perform their duties. The number of committee members is about 25, which must include a certain number of teachers who do not hold party or government positions. The candidates for the academic committee of the w88 casino are recommended by each subject or nominated by the principal. They are approved by the principal's office meeting and appointed by the principal.
The term of each member of the Academic Committee of the w88 casino is four years. Members can be re-elected, and the number of re-elected members shall not exceed two-thirds of the number of members in the previous term. The academic committee of the w88 casino has a director and several deputy directors, who are elected by all members, approved by the principal's office meeting, and appointed by the principal.
The academic committee of the w88 casino convenes regular meetings by the director. Matters discussed at the meeting can only be adopted with the consent of more than two-thirds (inclusive) of all members.
Each discipline shall establish a subject academic committee according to needs. The subject academic committee is responsible for the academic affairs of the subject under the guidance of the w88 casino academic committee and with reference to the responsibilities of the w88 casino academic committee.
The academic committee of the w88 casino has established a academic style construction committee. The Academic Style Construction Committee is entrusted by the w88 casino's Academic Committee to manage the w88 casino's academic style construction work.
Article 16 The w88 casino has established a degree evaluation committee.
The w88 casino Degree Evaluation Committee is the institution responsible for w88 casino degree management according to law.
According to the "Degree Regulations of the People's Republic of China", the main responsibilities of the w88 casino degree evaluation committee are:
(1) Formulate standards and details for awarding degrees (including honorary doctorates);
(2) Independently evaluate and award degrees (including honorary doctorates), and report to the superior authority for filing;
(3) Selection of graduate student advisors;
(4) Ruling on degree disputes.
The w88 casino Degree Evaluation Committee consists of nine to 25 people, with each term serving a term of three years. Committee members should include the principal responsible persons of the w88 casino and teaching and research personnel. (1) Conduct research and demonstration on major issues such as talent training planning, talent training quality monitoring, education and teaching reform, and related policies and measures, and provide guiding opinions;
(2) Research and demonstrate the establishment and adjustment of majors, review the principle opinions on the formulation (revision) of talent training programs and teaching syllabuses for each major, and supervise the implementation;
(3) Guide the establishment and improvement of w88 casino teaching quality standards and monitoring systems; conduct special discussions on issues affecting teaching quality and propose solutions;
(4) Review and determine the rules and regulations related to teaching construction and teaching management, and supervise their implementation;
(5) Review the w88 casino laboratory and on-campus and off-campus learning and training base construction plans and supervise the implementation;
(6) Discuss the recommendation and selection of various teaching achievement awards, teaching rewards, teaching competitions, and educational research topics;
(7) Review and determine the w88 casino’s annual teaching work summary and next year’s teaching work plan;
(8) Ruling on disputes regarding teaching liability accidents, teaching work assessment and teaching evaluation;
(9) Review the use of teaching construction funds invested by the w88 casino;
(10) Consider important issues on teaching development jointly proposed by more than one-third of the members of the Colonel’s Teaching Steering Committee;
(11) Discuss other teaching matters entrusted by the principal and provide consultation and suggestions.
The w88 casino teaching steering committee is composed of senior professional and technical personnel with a correct academic style, high teaching standards, love and care for students, and the ability to perform their duties. The committee members are recommended by each secondary teaching unit or nominated by the principal. They are approved by the principal's office meeting and appointed by the principal. The number of members shall not exceed thirty-five, and each term shall be four years. Members may be re-elected, and the number of re-elected members shall not exceed two-thirds of the number in the previous term. Each secondary teaching unit shall establish a secondary unit teaching steering committee. The teaching steering committee of the secondary unit guides the teaching work of the unit under the guidance of the w88 casino teaching steering committee and with reference to the responsibilities of the w88 casino teaching steering committee.
Article 18 The w88 casino establishes a w88 casino board.
The w88 casino board is an important advisory body of the w88 casino and plays an important role in realizing democratic management and scientific decision-making in the w88 casino.
The main responsibilities of the w88 casino board are:
(1) Consult on the w88 casino’s overall development plan, major development strategies, major development projects, major reform plans and initiatives, etc.;

The w88 casino board is composed of some w88 casino leaders, representatives of current and retired faculty and staff, student representatives, alumni representatives, as well as managers of mass organizations and related units. The w88 casino board shall have a director and several deputy directors.
The term of each term of the w88 casino Board is four years, and members may be re-elected. The number of re-elected members shall not be more than two-thirds of the number in the previous term.
Article 19 The w88 casino sets up special committees for admissions, student affairs, international exchanges, and university culture construction as needed. Each committee performs its duties in accordance with the authorization of the w88 casino or its respective charters.
Article 20 The Faculty and Staff Congress is an important organizational form for all faculty and staff to participate in the democratic management and supervision of the w88 casino in accordance with the law, under the leadership of the w88 casino party committee. The w88 casino respects and supports the participation of the Faculty and Staff Congress in the democratic management and supervision of the w88 casino, and urges relevant units to implement relevant resolutions and proposals of the Faculty and Staff Congress.
According to the "Regulations of the w88 casino Faculty and Staff Congress", the powers of the w88 casino faculty and staff Congress are:
(1) Listen to the report on the formulation and revision of the draft w88 casino charter and put forward revision opinions and suggestions;
(2) Listen to reports on w88 casino development plans, faculty and staff building, education and teaching reform, campus construction, and other major reforms and solutions to major problems, and provide opinions and suggestions;
(3) Listen to the w88 casino’s annual work, financial work, w88 union work reports and other special work reports, and provide opinions and suggestions;
(4) Discuss the welfare and w88 casino allocation implementation plans proposed by the w88 casino that are directly related to the interests of faculty and staff, as well as the corresponding faculty appointment, assessment, reward and punishment methods;
(5) Review of the report on the handling of proposals from the w88 casino’s previous Faculty and Staff Congress;
(6) Appraisal of w88 casino leaders in accordance with relevant work regulations and arrangements;
(7) Provide opinions and suggestions on w88 casino work through various methods, supervise the implementation of w88 casino charters, rules and regulations, and decision-making, and propose rectification opinions and suggestions;
(8) Discuss other matters stipulated in laws, regulations and rules and agreed between the w88 casino and the w88 casino union.
Delegates to the Faculty and Staff Congress are directly elected by faculty and staff based on grassroots organizations such as colleges (departments and departments), among which the number of faculty representatives shall not be less than the total number of representatives60%, and should ensure a certain proportion of young teachers and female teacher representatives based on the actual situation of the w88 casino.
The term of the Faculty and Staff Congress is five years and can be re-elected. A general election must be held upon expiration.

The election and voting of the Faculty and Staff Congress must be approved by more than half of the total number of representatives of the Faculty and Staff Congress to be valid. The w88 casino implements a two-level faculty representative conference system. The secondary faculty and staff congress, under the guidance of the w88 casino faculty and staff congress and with reference to the powers of the w88 casino faculty and staff congress, participates in the democratic management and supervision of the unit.
Article 21 The Student Congress is an important organizational form for students to realize self-education, self-management and self-service under the leadership of the w88 casino party committee and the guidance of the w88 casino league committee, and to participate in the democratic management and supervision of the w88 casino. The w88 casino provides necessary working conditions and funding guarantees for the Student Congress, encourages and supports its participation in the democratic management and supervision of the w88 casino, listens carefully to its suggestions, and responds positively to its proposals.
The main responsibilities of the Student Congress are:
(1) Listen to the work report of the w88 casino student committee;
(2) Form proposals on w88 casino management and development matters and submit them to relevant departments for disposal;
(3) Review of the report on the handling of proposals for the w88 casino’s previous student representative conference;
(4) Elect a new student committee;
(5) Discuss other matters that should be decided by the w88 casino student congress.
Delegates to the Student Congress are directly elected by students in each teaching unit.
The term of the Student Congress is two years, and a general election must be held upon expiration.
The Student Congress of the w88 casino can convene a plenary meeting every academic year. In special circumstances, upon the proposal of two-thirds (inclusive) of the representatives of the Student Congress and approval of the w88 casino party committee, the convening can be held in advance or postponed. During the inter-session period, the student union of the w88 casino will be responsible for its daily work.
The w88 casino implements a student representative conference system at the w88 casino and college (department) levels.
Article 22 The w88 casino supports all democratic parties to carry out activities in accordance with their charters. The w88 casino supports mass organizations such as w88 unions, Communist Youth League, and Women’s Working Committee to carry out activities in accordance with their charters.
Article 23 The w88 casino rationally sets up party and government functional departments based on the principles of streamlining, unification and efficiency; each department performs its duties in accordance with relevant regulations.
Library and information, information technology, teaching assistant, logistics and other support service agencies and other agencies provide services to faculty, staff and students, and ensure teaching, scientific research and other work.
The establishment and dissolution of the above-mentioned departments and institutions shall be proposed by the w88 casino's personnel management department based on extensive listening to opinions, reviewed by the principal's office meeting, and approved by the standing committee of the w88 casino party committee.
Article 24 The w88 casino sets up various non-permanent institutions according to needs. The establishment and cancellation of non-permanent institutions at the w88 casino level must be discussed and decided by the standing committee of the w88 casino party committee or the principal's office meeting according to their different natures.
Article 25 Units and other organizations with independent legal personality organized by the w88 casino operate and manage in accordance with laws, regulations and their charters, and bear legal responsibilities independently.
The institution is established by signing an agreement between the w88 casino and external units or organizations, and carries out activities in accordance with the agreement.
Section 2 Teaching and Research Institution
Article 26 The w88 casino implements a two-level management system of w88 casino and college (department, department).
The college (department, department) is the organizational and implementation unit for talent training, scientific research, discipline construction, international exchanges and social services. It implements independent management within the scope of authorization of the w88 casino.

Article 29 The dean (director) is the administrative head of the college (department, department).
The dean (director) is elected through competition, election or appointment, and each term is four years.
The dean (director) reports his work regularly to all faculty and staff of the college (department, department) or to the faculty representative conference.
