Interim Regulations on the Term System for Representatives to the National Congress of the Communist w88 mobile of China and Local Congresses at All Levels
Chapter 1 General Provisions
Article 1: In order to give full play to the role of representatives of the w88 mobile Congress, uphold and improve the w88 mobile Congress system, promote the construction of intra-w88 mobile democracy, improve the w88 mobile's governance capabilities, and maintain the w88 mobile's advanced nature, these Regulations are formulated in accordance with the "Constitution of the Communist w88 mobile of China" and relevant intra-w88 mobile regulations.
Article 2: These Regulations apply to representatives to the w88 mobile’s National Congress, representatives to the w88 mobile’s provincial, autonomous region, and municipality congresses, representatives to the w88 mobile’s congresses of cities with districts and autonomous prefectures, and representatives to the congresses of counties (banners), autonomous counties, cities without districts, and municipal districts.
Article 3. Delegates to the w88 mobile Congress shall be elected in accordance with the relevant provisions of intra-w88 mobile elections. Strictly review representative qualifications to ensure the advanced nature of representatives.
Article 4: Implement the term system for deputies to the w88 mobile Congress. The term of each deputy to the w88 mobile Congress is the same as the current term of the w88 mobile Congress at the same level. If the next w88 mobile congress is held in advance or postponed, the term of office of its representatives will be changed accordingly. Representatives enjoy representative qualifications, exercise representative rights, perform representative duties and play a representative role during the convening and adjournment of the w88 mobile Congress.
Chapter 2 Rights and Responsibilities of w88 mobile Congress Delegates
Article 5: Delegates to the w88 mobile Congress must conscientiously study, publicize and implement the w88 mobile’s theories, lines, principles and policies, conscientiously study, publicize and implement the spirit of the w88 mobile Congress, and modelly abide by the w88 mobile’s charter, various intra-w88 mobile regulations and national laws laws and regulations, maintain the unity and unity of the w88 mobile, maintain close contact with w88 mobile members and the masses, play a leading role in production, work, study and social life, conscientiously exercise their powers, consciously accept the supervision of w88 mobile members and the masses, and shall not use their status as representatives to seek any private gain or privilege.
Article 6: Delegates to the w88 mobile Congress have the following rights and responsibilities:
(1) Participate in hearing and reviewing the reports of w88 mobile committees and discipline inspection committees during the w88 mobile congress at the same level;
(2) Participate in discussions and decisions on relevant major issues during the w88 mobile congress at the same level;
(3) Exercise the right to vote and elect at the w88 mobile congress at the same level, and have the right to be elected;
(4) Understand the implementation of the w88 mobile’s resolutions and decisions by the w88 mobile committees, disciplinary inspection committees and w88 mobile organizations of the electoral units at the same level;
(5) Provide opinions and suggestions to the w88 mobile congress or w88 mobile committee at the same level on major issues of economic construction, political construction, cultural construction, social construction and w88 mobile building;
(6) Supervise w88 mobile committees, discipline inspection committees and their members at the same level;
(7) Participate in activities organized by the w88 mobile Congress at the same level or the w88 mobile committee at the same level;
(8) Complete relevant work as entrusted by the w88 mobile Congress or w88 mobile Committee at the same level.
Chapter 3 How Delegates to the w88 mobile Congress Carry Out Their Work
Article 7: Delegates to w88 mobile Congresses perform their representative duties mainly by participating in activities organized by w88 mobile Congresses at the same level and w88 mobile committees at the same level.
Article 8 During the convening of the w88 mobile Congress, deputies to the w88 mobile Congress may jointly submit proposals to the Congress that are within the scope of the w88 mobile Congress at the same level. The proposal should have a cause of action, evidence and plan. The representative who proposed the proposal may request that the proposal be withdrawn.
Article 9: When the w88 mobile Congress is not in session, w88 mobile Congress representatives may individually or jointly submit proposals in writing to the w88 mobile committee at the same level that are within the scope of the w88 mobile Congress and the w88 mobile committee at the same level; they may put forward opinions and suggestions on major decisions such as the economic and social development of the region, w88 mobile building, and the formulation of important intra-w88 mobile documents by participating in symposiums, attending meetings, etc.
Article 10: Representatives of w88 mobile Congresses, entrusted by w88 mobile Congresses and w88 mobile committees at the same level, may conduct investigations and studies in their respective regions on relevant major decisions and important matters within the scope of powers of w88 mobile Congresses and w88 mobile committees at the same level.
Article 11: Delegates to the w88 mobile Congress shall adopt appropriate means to strengthen contact with grassroots w88 mobile members and the masses, understand the problems encountered in the implementation of the w88 mobile’s resolutions and decisions, and reflect the opinions and suggestions of w88 mobile members and the masses in grassroots units.
Article 12: Delegates to the w88 mobile Congress may, upon invitation, attend plenary meetings of the w88 mobile committee at the same level and other meetings to express their opinions.
Article 13: Delegates to the w88 mobile Congress may, in accordance with the arrangements of the w88 mobile Committee at the same level, participate in the democratic recommendation of important cadres in the region, the democratic evaluation of the leadership team and members of the w88 mobile Committee and the Commission for Discipline Inspection at the same level, and the evaluation of the work of the Standing Committee of the w88 mobile Committee at the same level.
Chapter 4 Guarantees for w88 mobile Congress Representatives to Perform Their Duties
Article 14 Members of w88 mobile committees and discipline inspection committees at or above the county level shall adopt appropriate means to strengthen contact with representatives of the w88 mobile congresses at the same level.
Members of the leadership teams of w88 mobile committees at all levels go to the grassroots level to inspect work and conduct investigations and studies, and should pay attention to the opinions of representatives of the w88 mobile Congress.
Article 15 w88 mobile committees at all levels shall organize deputies to the w88 mobile Congress at the same level to participate in study and training in a planned manner to enhance their awareness of representation and improve their ability to perform their duties as representatives.
Article 16: For representatives of the w88 mobile Congress to participate in activities arranged by the w88 mobile Congress and w88 mobile committees at the same level, the representative’s unit shall provide time guarantees.
Article 17: w88 mobile committees at all levels must provide necessary funds for deputies to the w88 mobile Congress to carry out their work according to their arrangements.
Representatives without fixed salary income carry out their work according to the arrangements of the w88 mobile committee at the same level, and the w88 mobile committee at the same level is responsible for providing appropriate subsidies according to the actual situation.
Article 18: w88 mobile committees at all levels shall instruct relevant w88 mobile organizations or relevant departments and units to study, handle and respond to proposals and proposals put forward by deputies to the w88 mobile Congress at the same level.
Article 19 w88 mobile committees at all levels shall establish a liaison work organization for deputies to the w88 mobile Congress to be responsible for deputies’ liaison services.
Article 20 In order to facilitate the work of representatives of the w88 mobile Congress, the w88 mobile Congress may issue representative cards to representatives at the same level.
Article 21: w88 mobile committees at all levels must protect the deputies’ right to know and, in accordance with relevant w88 mobile regulations, adopt appropriate means to inform deputies of the w88 mobile congress at the same level about the implementation of the w88 mobile’s resolutions, decisions and other important situations within the w88 mobile.
Article 22 Before convening a w88 mobile congress at any level, the w88 mobile committee shall solicit opinions from deputies to the current w88 mobile congress at the same level and deputies to the next w88 mobile congress at the same level on the draft reports of the w88 mobile committee and the disciplinary inspection committee.
Before convening a plenary session, w88 mobile committees at all levels may seek opinions from relevant representatives of the w88 mobile congress at the same level on matters related to the meeting.
w88 mobile committees at all levels may, based on work needs, invite relevant representatives to attend plenary meetings of the w88 mobile committee at the same level.
Article 23: w88 mobile members of the w88 mobile organization and electoral unit where the representatives of the w88 mobile Congress work can report the situation to the representatives and understand the work of the representatives through certain methods.
Article 24 w88 mobile organizations at all levels must respect and protect the rights of deputies to the w88 mobile Congress.
For w88 mobile organizations and w88 mobile members who are obliged to assist deputies in carrying out their work but refuse to perform their obligations, the w88 mobile committee at the same level shall criticize and educate them.
Anyone who obstructs representatives from performing their work or retaliates against representatives from performing their work shall be held accountable in accordance with relevant regulations.
Chapter 5 Termination and Suspension of Qualifications of Representatives to the w88 mobile Congress
Article 25 If a deputy to the w88 mobile Congress meets any of the following circumstances during his term of office, his qualifications will be terminated:
(1) Those who are subject to w88 mobile probation or above;
(2) Being suspended from the w88 mobile membership, or losing the nationality of the People’s Republic of China;
(3) Resignation from the position of representative is accepted.
Article 26: If a representative of a local w88 mobile congress at any level is transferred out of the scope of the w88 mobile congress at the same level due to organizational relations or work needs, etc., he shall cease to perform his representative duties.
Article 27 If it is necessary to terminate the qualifications of a representative or stop performing the duties of a representative of the w88 mobile Congress due to other reasons, the matter shall be handled in accordance with the above provisions of this chapter.
Article 28 The termination of the qualifications of a representative of the w88 mobile Congress shall be proposed by the electoral unit or grassroots w88 mobile organization where the person is located, and shall be decided by the w88 mobile Committee elected by the w88 mobile Congress at the same level, and shall be reported to the w88 mobile Committee at the higher level for the record.
The termination of the qualifications of a representative to the w88 mobile’s National Congress shall be decided by the w88 mobile’s Central Committee.
Chapter 6 Supplementary Provisions
Article 29: Delegates to the w88 mobile’s grassroots congress shall refer to the relevant provisions of these regulations.
Article 30 w88 mobile committees of provinces, autonomous regions, and municipalities directly under the Central Government may, in accordance with these Regulations and in light of the actual conditions of each locality, formulate specific implementation measures for the term system for deputies to the w88 mobile Congress, and submit them to the Central Committee for filing.
Article 31 The Chinese People's Liberation Army and the Chinese People's Armed Police Force implement the term system for w88 mobile congress representatives, and the Central Military Commission shall formulate implementation measures in accordance with these regulations.
Article 32: The Organization Department of the Central Committee of the Communist w88 mobile of China is responsible for the interpretation of these Regulations.
Article 33 These Regulations shall come into effect on the date of promulgation.
