Article 1 In order to further develop intra-party democracy, improve the party's democratic centralism, strengthen intra-party supervision, improve the party's governance capabilities, promote the democratization, scientificity and institutionalization of intra-party decision-making, maintain the party's advanced nature, and uphold and improve the party congress system, To give full play to the role of party representatives, in accordance with the "Constitution of the Communist Party of China", the "Interim Regulations on the Term System for Representatives to the National Congress and Local Congresses of the Communist Party of China", and the "Implementation Rules for the Term System for Representatives to the Party Congress of Beijing Universities" ([2010]9) and other documents and relevant regulations within the party, these measures are formulated in combination with the actual situation of w88 casino.
Article 2 Delegates to the Party Congress of w88 casino are elected in accordance with the relevant regulations on intra-party elections. The qualifications of the representatives are strictly reviewed to ensure the advanced nature of the representatives.
Article 3 The term system for deputies to the Party Congress shall be implemented. The term of each party representative is the same as the term of the current party congress. If the next Party Congress is held in advance or postponed, the term of office of its representatives will be changed accordingly. Representatives shall enjoy representative qualifications, exercise representative rights, perform representative duties and play a representative role during the convening and closing of the Party Congress.
Article 4 To implement the term system for Party Congress representatives, we must adhere to the guidance of Deng Xiaoping Theory and the important thought of "Three Represents", thoroughly implement the Scientific Outlook on Development, insist on proceeding from reality, emancipate the mind, reform and innovate, boldly explore, actively promote the construction of intra-Party democracy, respect the dominant position of the Party Congress, ensure the full exercise of democratic rights by Party Congress representatives, further enhance the creativity, cohesion and combat effectiveness of the party organization, and provide a strong guarantee for the new development of w88 casino education.
Chapter 2 Rights and Responsibilities of Party Representatives
Article 5 Party representatives must conscientiously study, publicize and implement the party's theory, line, principles, policies and the spirit of the Party Congress, modelly abide by the party's charter, various intra-party regulations and national laws and regulations, maintain the party's unity and unity, keep close contact with party members and the masses, play a leading role in teaching, scientific research, management services and social life, conscientiously exercise their powers, consciously accept the supervision of party members and the masses, and must not use their status as representatives to seek any private gains or privileges.
Article 6 Party representatives have the following rights and responsibilities:

(4) Supervise the w88 casino party committee, disciplinary committee and their members;
(5) Participate in the w88 casino party congress or activities organized by the w88 casino party committee;
(6) Complete relevant work as entrusted by the w88 casino party congress or the w88 casino party committee.
Chapter 3 The main system for party representatives to carry out their work
Article 7 Party representatives perform their representative duties mainly by participating in party congresses and activities organized by the w88 casino party committee.
Article 8 Proposal system for representatives of the Party Congress. During the Party Congress, party representatives may jointly (one person proposes, five or more people second) submit proposals in writing to the conference that fall within the scope of the w88 casino’s Party Congress’ powers.
Article 9 Delegates to the Party Congress proposed the system. During the adjournment of the Party Congress, party representatives may, individually or jointly, submit proposals in writing to the w88 casino Party Committee that fall within the scope of the w88 casino Party Congress and the w88 casino Party Committee's powers.
Article 10 System for reporting information to party representatives. In accordance with relevant regulations within the party, the w88 casino party committee reports to party representatives once a year on the implementation of party resolutions, decisions and other important situations within the party.
Article 11 System for soliciting opinions from party representatives.
(1) The w88 casino party committee and discipline inspection committee shall adopt appropriate methods to strengthen contact with party representatives;
(2) Members of the w88 casino party committee leadership team should pay attention to the opinions of party representatives when they go to the grassroots level to inspect work and investigate;
(3) Before the w88 casino party congress, the opinions of the current and next party representatives should be solicited on the draft reports of the w88 casino party committee and disciplinary inspection committee. The w88 casino leadership team should seek the opinions of party representatives before convening a democratic life meeting or making decisions on relevant major issues;
(4) Party representatives can be invited to attend plenary meetings of the w88 casino party committee and other meetings, and provide opinions and suggestions on major decisions on the development of the w88 casino’s party’s cause and the formulation of important intra-party documents;
(5) Party representatives, according to the arrangements of the w88 casino party committee, can participate in the democratic recommendation and assessment of important cadres, the democratic evaluation of the w88 casino party committee, the leadership team and their members of the disciplinary inspection committee, and participate in the evaluation of the work of the w88 casino party committee (standing committee).
Article 12 The system of party representatives connecting party members and the masses. Party representatives should adopt appropriate methods to strengthen contact with the party organization, party members and the masses of their unit, understand the problems encountered in the implementation of the party's resolutions and decisions, and reflect the opinions and suggestions of party members and the masses of their unit.
Article 13 Party representative investigation and research system. Party representatives are entrusted by the w88 casino Party Congress and the w88 casino Party Committee to conduct investigations and studies in their units on relevant major decisions and important matters within the scope of the w88 casino Party Congress and the w88 casino Party Committee.
Chapter 4 Guarantee for party representatives to perform their duties
Article 14 The "Party Representative Liaison Office" was established as a working organization for party representative liaison. The office is located in the Organization Department of the Party Committee and arranges dedicated personnel to be responsible for representative liaison services. The main responsibilities of the office include: participating in the preparation and organization of the Party Congress; responsible for the collection and supervision of party representatives' proposals, suggestions; responsible for organizing party representatives to conduct research, soliciting opinions and reporting information from party representatives; formulating work systems related to the party representative term system; organizing party representative training; responsible for daily liaison with party representatives, etc.; guiding various branch party committees (party general branches)/Direct Party Branch) Do a good job in the work related to the term system of party representatives; do a good job in other matters assigned by the w88 casino party committee.
Article 15 Carry out training for party representatives. The w88 casino party committee adopts various forms to organize party representatives to participate in study and training in a planned manner to enhance the awareness of representatives and improve the political theory level and ability of party representatives to perform their duties. Annual study and training should be no less than16Class hours.
Article 16 Provide financial support and time guarantee. The w88 casino party committee provides necessary financial support for party representatives to carry out their work. The annual working funds per representative shall be no less than200Yuan equipped, managed and used by the Party Representative Liaison Office.
For party representatives to participate in w88 casino party congresses and activities arranged by the w88 casino party committee, their units should provide time guarantees.
Article 17 Party organizations at all levels of the w88 casino must respect and protect the rights of party representatives. In order to facilitate party representatives to carry out their work, representative certificates can be issued to party representatives. For party organizations and party members who are obligated to assist party representatives in carrying out their work but refuse to perform their obligations, the w88 casino party committee shall criticize and educate them and order them to make corrections. Those who obstruct party representatives from carrying out their work or retaliate against party representatives from carrying out their work shall be held accountable in accordance with relevant regulations.
Chapter 5 Termination, suspension and by-election of party representative qualifications
Article 18 If a party representative meets any of the following circumstances during his term of office, his representative qualifications will be terminated:
(1) Those who are punished inside and outside the party;
(2) Those who have been suspended from the Party membership or have lost the nationality of the People’s Republic of China;
(3) Resigning from the position of representative and being accepted.
Article 19 If a party representative moves out of the scope of the w88 casino party congress due to organizational relations, job transfer, graduation or other reasons, he shall cease to perform his representative duties.
Article 20 If it is necessary to terminate the qualification of a representative or stop performing the duties of a party representative due to other reasons, it shall be handled in accordance with the above provisions of this chapter.
Article 21 The termination of party representative qualifications shall be proposed by the election unit or grass-roots party organization where the party is located, decided by the w88 casino party committee, and reported to the Municipal Education Working Committee for filing.
Article 22 Procedure for by-election of party representatives:
(1) If a w88 casino party representative is required for by-election due to work needs, the w88 casino party representative candidate to be elected shall be reported to the w88 casino party representative liaison office in accordance with the prescribed procedures. With the approval of the w88 casino party committee, the election unit shall convene a party member meeting, party representative meeting or party representative conference for election. The selected party representatives shall be reported to the w88 casino party committee for approval and confirmed at the w88 casino party congress annual meeting. After the by-election of representatives, the total number of party representatives cannot exceed the total number of representatives determined for this term.
The newly appointed standing committee members of the w88 casino party committee in the second term shall be directly nominated by the w88 casino party committee as official candidates for the w88 casino party representatives to the relevant election units, and shall be by-elected as w88 casino party representatives according to relevant procedures.

Article 23 The w88 casino party committee can formulate specific implementation measures based on these implementation measures and combined with actual conditions, and report them to the Municipal Party Committee Education Working Committee for filing.
Article 24 The w88 casino party committee is responsible for the interpretation of these implementation measures.
Article 25 These implementation measures shall come into effect from the date of promulgation.
