Regulations on the work of grassroots organizations in ordinary colleges and universities of the Communist Party of China
Chapter 1 General Provisions
Article 1 In order to strengthen and improve the Party’s leadership over ordinary colleges and universities (hereinafter referred to as colleges and universities), strengthen party building in colleges and universities, and successfully run socialist universities with Chinese characteristics, these regulations are formulated in accordance with the Constitution of the Communist Party of China and the actual situation of colleges and universities.
Article 2 Party organizations in colleges and universities must be guided by Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory on Building Socialism with Chinese Characteristics, fully implement the Party’s basic line and educational policies, insist that education must serve socialist modernization, must be integrated with productive labor, and cultivate builders and successors of the socialist cause with comprehensive moral, intellectual, and physical development.
Article 3 Colleges and colleges implement a principal responsibility system under the leadership of the party committee. Chapter 2 The setting up of the party organization

Article 6 Colleges and colleges establish the Party’s grassroots discipline inspection committee (hereinafter referred to as the Party’s Discipline Inspection Committee). The Party's Discipline Inspection Commission is elected by the Party Members' Congress or the Party Members' Congress.
Article 7 The party committee should, based on the principles of being lean, efficient and conducive to strengthening party building, establish offices, organization departments, propaganda departments and other working institutions, and be equipped with necessary staff, including a certain number of organizers.

Article 10 Teacher Party branches are generally set up according to teaching and research offices or research offices; student Party branches are set up according to grades or departments, and those with a larger number of party members can succeed; Party branches in agencies, logistics and other departments are generally set up according to departments. Chapter 3 Responsibilities of Party Organizations
Article 11 The main responsibilities of the party committee of colleges and universities are:

Article 12 The main responsibilities of the Party Discipline Inspection Committee of colleges and universities are:

3, Assist the party committee to strengthen the party's work style.
4, inspect and handle cases in which party organizations and party members violate the party's charter and other intra-party regulations, and decide or cancel the punishment of party members in these cases in accordance with relevant regulations.
5, accept complaints and complaints from party members, and ensure that the rights of party members stipulated in the party's charter are not infringed.
Article 13 The main responsibilities of the general branch (directly affiliated party branch) committee of the department-level unit are:
1, ensure and supervise the implementation of the party and the country's principles, policies and w88 casino decisions in the unit.
2, participate in discussions and decisions on important matters in the teaching, scientific research, and administrative management of the unit. Support the administrative leaders of the unit to carry out their work independently and responsibly within the scope of their duties.

4, Lead the ideological and political work of the unit.
5, Do a good job in educating and managing the cadres of the unit.

Article 14 The main responsibilities of the party branch committee are:
l, publicize and implement the party's principles, policies and resolutions of superior party organizations, unite teachers and students, and ensure the completion of teaching, scientific research and other tasks.
2, strengthen the education, management and supervision of party members, hold regular organizational life meetings, carry out criticism and self-criticism; assign tasks for mass work and other work to party members, and inspect the implementation.
3, cultivate and educate party activists, and do a good job in developing party members.
4, often listen to the opinions and suggestions of party members and the public, understand and analyze the ideological situation of student employees, and carry out targeted ideological and political work.
Article 15 The party branch committee of the teaching and research office should support the work of the director of the teaching and research office, communicate with the director of the teaching and research office frequently, and put forward opinions and suggestions on the work of the teaching and research office. The Party branch secretary of the teaching and research section participates in discussions and decisions on important issues of the teaching and research section.
Chapter 4 Education, management and development of party members
Article 16 Party organizations in colleges and universities should educate party members on Marxism-Leninism and Mao Zedong Thought, especially Deng Xiaoping’s theory of building socialism with Chinese characteristics, the party’s basic line and the party’s basic knowledge, and educate party members to strive to master scientific and cultural knowledge and professional skills, and continuously improve their political and professional qualities.
Article 17 Improve the intra-party life system, strictly enforce the party's organizational life, do a good job in democratic evaluation of party members, vigorously commend advanced members, properly deal with unqualified party members, and strictly enforce party discipline.
Article 18 In accordance with the guidelines and relevant regulations of adhering to standards, ensuring quality, improving structure, and prudent development, we will strengthen the education, training and inspection of party activists, and develop party members in a planned and focused manner.
Article 19 The party committees of colleges and universities should establish party schools. The main task of the party w88 casino is to train party members, cadres and party activists.
Chapter 5 cadre work
Article 20 The party committees of colleges and universities must adhere to the principle of party management of cadres, select and appoint cadres in accordance with the policy of making the cadre team revolutionary, younger, knowledgeable, and professional and the principle of having both ability and political integrity, and implement unified management of party and government cadres in the w88 casino.
The appointment and removal of middle-level administrative cadres will be inspected by the Party Committee’s Organization Department, and will be handled in accordance with prescribed procedures after collective discussion and decision by the w88 casino Party Committee (Standing Committee). Chapter 6 Ideological and political work
Article 23 The party committees of colleges and universities provide unified leadership for ideological and political work. Article 24 The party organizations of colleges and universities must educate teachers and students on Marxism-Leninism and Mao Zedong Thought, especially on Deng Xiaoping’s theory of building socialism with Chinese characteristics, education on the party’s basic line, patriotism, collectivism and socialist ideology. Education on the modern and contemporary history of the country, the history of the Communist Party of China and national conditions, education on socialist democracy and legal education, education on situational policies and education on the excellent cultural traditions of the Chinese nation, strengthen and improve moral education, and help them firmly believe in taking the path of socialism with Chinese characteristics and establish a correct world outlook and outlook on life.
Article 25 Ideological and political work must adhere to the principle of integrating theory with practice, closely focus on the reform and development of the w88 casino, closely integrate teaching, scientific research, administrative management and other work with the ideological reality of teachers and students, and conduct it at different levels and in a variety of ways.

Chapter 7 The leadership of party organizations over mass organizations
Article 27 The party committees of colleges and universities must study major issues in the work of mass organizations such as w88 unions, Communist Youth Leagues, and student unions, and support them in carrying out their work independently in accordance with national laws and their respective charters.
Article 28 The party committee of the university leads the faculty and staff congress, supports the faculty and staff congress in correctly exercising its powers, and plays a role in participating in the democratic management and democratic supervision of the w88 casino and safeguarding the legitimate rights and interests of faculty and staff.
Chapter 8 Supplementary Provisions
Article 29 The party committees of provinces, autonomous regions, and municipalities directly under the Central Government may formulate implementation measures based on the spirit of these regulations and the actual situation. The work of party organizations in military colleges and universities shall be stipulated by the General Political Department of the Chinese People's Liberation Army with reference to these regulations.
Article 30 The Organization Department of the Central Committee of the Communist Party of China is responsible for the interpretation of these regulations.
Article 31 This regulation shall come into effect from the date of issuance.
