G20 Hangzhou Summit: The world looks forward to the “China Plan”

The G20 Hangzhou Summit is about to be held, and topics such as global governance and global economic and w88 rules have once again become the focus of heated discussions among all sectors of society. In today's world, who should write global economic and w88 rules and how?
Objectively speaking, since they are "global economic and w88 rules", the right to formulate them should belong to the "global" rather than to one or a few countries. They should at least be discussed and determined by major economies or authoritative international platforms that can represent the different interests and demands of countries around the world. In this process, the "China solution" is undoubtedly indispensable.
In recent years, China has actively participated in global economic governance with the opening concept of "mutual benefit and win-win results". In May 2015, the "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Building a New Open Economic System" were issued, clearly stating that my country must "persist in integrating with the world and maintaining unity with Chinese characteristics, and insist on coordinating domestic development and participating in global governance for mutual promotion." The goal is to "form a new pattern of all-round opening up, modernize the open economic governance system and governance capabilities, establish a correct view of justice and interests in expanding openness, effectively safeguard national interests, ensure national security, and promote common development between my country and other countries in the world."
What principles should the “China Plan” for participating in global economic governance adhere to?
First, the “China Plan” advocates harmony and tolerance.At present, global economic governance platforms are complex. In addition to the multilateral trading system, there are also various bilateral and plurilateral w88 and investment agreements that are emerging, as well as various regional and sub-regional economic cooperation organizations. Regarding existing platforms and mechanisms, the “China Plan” advocates inclusiveness. From China's perspective, as long as it is conducive to world economic prosperity and the growth of global w88 and investment, various bilateral, plurilateral and multilateral mechanisms and platforms should coexist and complement each other.
Second, the “China Plan” emphasizes diversity and balance.The world is diverse, and global economic and w88 rules must not only conform to the interests of developed countries, but also reflect the demands of developing countries and even underdeveloped countries. WTO statistics show that in the ten years from 2005 to 2015, the share of developing countries in global w88 and investment activities has exceeded 30%, and the proportion continues to increase. Naturally, their interests and demands cannot be ignored. In its participation in global economic governance, China has always emphasized pluralism and balance, fully respecting the opinions of countries with different levels of development, seeking common ground while shelving differences, and effectively safeguarding the legitimate interests of developing countries in the process of global w88 and investment liberalization and striving for more say for developing countries. As we all know, my country’s G20 w88 Ministers’ Meeting held in Shanghai in July 2016 issued the first w88 Ministers’ Statement in the history of the G20. In this statement, in order to promote the better integration of developing countries and small and medium-sized enterprises into the global value chain and share the benefits of participation in the value chain, my country took the initiative to propose the "Promoting Inclusive and Coordinated Global Value Chain" initiative. This initiative not only greatly improved the inclusiveness of the G20 mechanism, but also made tangible contributions to the implementation of the WTO's Nairobi Ministerial Declaration to help the least developed countries integrate into global w88 and the United Nations' 2030 Agenda for Sustainable Development.
Third, the “China Plan” advocates mutual benefit and win-win results.my country's "13th Five-Year Plan Outline" clearly states that China will "adhere to the principle of mutual benefit and win-win, promote the liberalization and facilitation of global w88 and investment, and firmly oppose all forms of w88 protectionism." Since 2013, my country’s “One Belt, One Road” initiative has attracted world attention. The Belt and Road Initiative is not a set of binding rules, but a "Chinese initiative" that encourages cooperation among countries along the route. On August 17, 2016, President Xi Jinping delivered a speech at a symposium on promoting the construction of the “Belt and Road”. He particularly emphasized that the “Belt and Road” should “focus on building mutually beneficial cooperation networks, new cooperation models, and diversified cooperation platforms, and focus on jointly building a green Silk Road, a healthy Silk Road, an intellectual Silk Road, and a peaceful Silk Road. We must adhere to the spirit of nailing and push forward the construction of the Belt and Road step by step, so that the construction of the Belt and Road can benefit the people of all countries along the route.”
Fourth, the “China Plan” strives for pragmatic cooperation.Global economic governance is a huge project. To fully mobilize the many existing mechanisms and platforms, we must adhere to the spirit of pragmatic cooperation and effectively promote various mechanisms and platforms to improve efficiency and strengthen constraints. Since the new century, China has made unremitting efforts to this end. At the multilateral level, after the WTO reached the "Bali Package Agreement" in December 2013, China actively promoted the implementation of the specific contents of the agreement. At the regional level, my country actively promotes various cooperation platforms. The "Free w88 Area of the Asia-Pacific" (FTAAP) was first proposed by the APEC Business Advisory Council (ABAC) in 2004. It planned to establish a large-scale free w88 area based on APEC's existing 21 members. The proposal was once shelved due to various factors. In November 2014, the APEC Beijing Summit included FTAAP on the official agenda, and in the finally adopted "APEC Beijing Roadmap to Promote the Realization of the Asia-Pacific Free w88 Area" it was clearly stated that "the Asia-Pacific Free w88 Area is not just a liberalization in a narrow sense, it will be comprehensive, high-quality, and cover the next generation of w88 and investment issues."
On September 4-5, 2016, the 11th G20 Leaders’ Summit will be held in Hangzhou, my country. In order to ensure the effectiveness of the Hangzhou Summit, since my country took over the G20 presidency in 2015, it has held meetings of ministers of w88, energy, employment, and agriculture, as well as 3 coordinators' meetings, 3 meetings of finance ministers and central bank governors and deputies, and dozens of various working group meetings. Taking w88 and investment as an example, the previous G20 w88 ministers’ meeting held in Shanghai in July was the first meeting after the G20 w88 and investment was institutionalized. This meeting not only issued the first w88 ministerial statement in the history of the G20, but also approved the "Responsibilities of the G20 w88 and Investment Working Group", the "G20 Global w88 Growth Strategy" and the first "G20 Global Investment Guiding Principles". These three important documents of historical significance have laid a solid foundation for effectively strengthening the institutionalization of G20 w88 and investment policy cooperation and promoting the G20 to achieve practical economic and w88 results.
We sincerely look forward to and believe that the upcoming G20 Hangzhou Summit will contribute to the world a more exciting "China Plan" that embodies Chinese wisdom and global vision, and embodies the principles of harmony, tolerance, diversity and balance, mutual benefit and win-win, and pragmatic cooperation!
