China International E-Commerce Network: Hello Professor Wang, you just mentioned in your speech the role of online platforms in promoting cross-border w88. What do you think of the phenomenon of cross-border platforms being favored by capital and hyped by the media?
Professor Wang Jian: As I mentioned in my speech, China is a large manufacturing country and a large consumer country, so the overall so-called international w88 platform has more development opportunities than other countries. For example, the economies of Vietnam and Mongolia are too small and do not have that much money to support them. The market must first be larger to create so many platforms.
Of course, when it comes to cross-border e-commerce platforms, many people, including customs organizations, say that they are mostly small packages and targeted at individuals. The original translation of English cross-border e-commerce is also in this aspect. But I think in the field of cross-border e-commerce, if it is only understood as small packages, then this problem is very prominent, and this problem is not too difficult to solve. Either let it develop, shut it down, or adapt. Now many countries are slowly beginning to adapt. After all, small packages still account for a small number. I have always said that they are a long-term supplement to international w88. You give consumers a choice, which I think should encourage the development of small parcels. But the problem is that cross-border e-commerce itself is not just small parcels. It is more related to, for example, w88 facilitation, allowing more small and medium-sized enterprises to participate in international w88. This significance is much greater than that of small parcels.
Most small and medium-sized enterprises participate in international w88. It is not just a consumer, so it may be an intermediate product or a slightly larger quantity of consumer goods. But in fact, there are some things between personal items and general w88, that is, the development of small packages with B2B characteristics. I think this should be paid attention to. This issue is now being discussed internationally, such as container consolidation and how to adapt to this situation. In the past, general w88 had many links and cost risks were uncertain. For example, if general w88 could be delivered to your doorstep with certain aspects such as freight charges, general w88 cannot currently be implemented, and many costs incurred at the port are uncertain. However, once it is determined to do B2B business like express delivery, business-to-business general w88 may be a direction of future development. This requires changes in the entire w88 link of transportation and payment.

China International E-Commerce Network: Currently, small and medium-sized enterprises tend to be blind when choosing cross-border e-commerce platforms. What suggestions do you have for this?
Professor Wang Jian: There are too many platforms now. Small and medium-sized enterprises must choose the one that suits their own characteristics, and different industries are different. For example, there are some that sell personal items, such as Dunhuang.com and Alibaba. They mainly sell personal items. Of course, Dunhuang.com also has a wave of B2B products that sell small packages. But if the company is in a specific industry and is not targeting consumer goods, but intermediate products and parts, it may need to go to other platforms. Enterprises should first understand which platform model may be suitable for their business. Why? Because in terms of global w88 supervision, different trading entities and different transaction quantities actually have different requirements for the entire w88 process. For example, B2B and B2C may be completely different, the payment methods are different, and the transportation and logistics are different, so these are two extremes. Then there are new cross-border situations targeting personal items and consumer goods. In fact, the middle road I call the third road is also worth noting.
China International E-Commerce Network: What do you think the government should pay attention to and what role it should play in the construction of cross-border e-commerce platforms?
Professor Wang Jian: The government should encourage innovative platforms because it is based on the market, the foundation of the economy, and grows from the grassroots, so its business model complies with the laws of the market. Generally speaking, our suggestion is that the government should first encourage and reduce intervention. At the same time, the development of these platforms also poses many challenges to the government, such as how the government regulates them. The Customs Organization also talked about supervision issues today, such as what to do if the government’s taxes are low, and what to do if some dangerous goods are not inspected. These are some challenges. But I personally feel that where there are challenges, there are opportunities, and there must be ways. This is a process of exploration. The government is actually constantly exploring what kind of model is reliable and long-term in the future, and then whether it is necessary to improve some supervision methods for this model, especially the supervision methods of these governments, which are also international rules and standards to a certain extent. Whoever does it first can promote this model abroad. If we supervise small packages well, other countries may learn from you, and then gradually become a de facto standard and rule.
