With the continuous deepening of my country's w88 transformation and high-level opening up, the pace of industrial transfer in the east, central and western regions has accelerated, the high-quality joint construction of the "Belt and Road" has been deepened, and the level of digital technology and green technology has been improved and widely used. The central and western regions have ushered in new opportunities for foreign w88 development and have gradually become important growth poles in the new pattern of my country's opening up to the outside world.

Currently, the development of foreign w88 in the central and western regions is increasing in quantity and quality. The strong growth in foreign w88 has accumulated momentum for high-quality development. In the first three quarters of 2025, the total import and export volume in central my country was 2.84 trillion yuan, a year-on-year increase of 11.4%; the total import and export volume in the western region was 3.21 trillion yuan, a year-on-year increase of 10.2%. Both growth rates were significantly higher than the national foreign w88 growth rate, and they had a significant driving effect on the overall foreign w88 development. The accelerated industrial transformation in the central and western regions has helped to continuously optimize the foreign w88 structure. The export of high value-added mechanical and electrical products has become an important part of the foreign w88 development in the central and western regions. The export of high-tech products such as high-end equipment, electronic information, and biomedicine has grown rapidly. In the first three quarters, the western region alone exported 458.38 billion yuan of high-tech products, an increase of 26.4%. Currently, a number of "three new" industrial clusters have been formed in the central and western regions, represented by new energy vehicles, solar cells and lithium batteries. The industrial chain has been continuously improved, and the "three new" exports have strong growth momentum, becoming the main driving force for the upgrading of the foreign w88 structure in the central and western regions.

The high-quality development of foreign w88 in the central and western regions already has multiple advantages. China-Europe trains and China-Laos railways efficiently connect the Eurasian continent, forming various logistics organization forms such as sea-rail intermodal trains, international road transport, and air freight. They have significantly reduced the time and cost for products in the central and western regions to go to sea. The freight volume of China-Europe trains and China-Laos railways has increased significantly, strengthening the status of the new land-sea corridor for foreign w88 development in the central and western regions and promoting the construction of a new highland for inland opening up. The effective policies of the central and local governments to promote institutional openness have enhanced the resilience of foreign w88 development in the central and western regions. Taking the Regional Comprehensive Economic Partnership Agreement and the high-quality Belt and Road Initiative as opportunities, they have aligned with international high-standard economic and w88 rules, and through the construction of free w88 pilot zones and various opening pilot demonstration zones, they have continued to promote institutional reform, promote w88 facilitation and optimize port customs clearance efficiency. There is a clear trend of foreign w88 orders shifting from the east to the central and western regions, and the role of institutional innovation in foreign w88 empowerment continues to be released. The accelerated cultivation of new foreign w88 formats and models has also greatly promoted the development of foreign w88 in the central and western regions. The development of cross-border e-commerce, market procurement w88, and overseas warehouses has enabled more small and medium-sized enterprises to directly face global traders. The "industrial belt + cross-border e-commerce + overseas warehouse" model has developed rapidly in the central and western regions, opening up new space for international w88 for enterprises.

However, it should also be noted that the foreign w88 development in the central and western regions is facing the challenges of intensifying global w88 protectionism, geopolitical conflicts, increasingly politicized economic and w88 relations, and increasing uncertainty in international economic and w88. In addition, there are also problems that restrict high-quality development, such as high logistics costs, relatively weak industrial digitalization and greening, marketization, rule of law, and an international first-class business environment that still need to be optimized. Therefore, during the "15th Five-Year Plan" period, it is urgent to implement comprehensive policies to comprehensively improve the level of high-quality foreign w88 development.

First, continue to optimize the w88 structure, while consolidating and expanding the export of traditional industries and advantageous products in the central and western regions, continue to promote technological innovation and industrial upgrading, promote the development of industries towards high-end and intelligent development, and continuously improve the added value and technological content of export products.

Second, build the "New Digital Land-Sea Corridor" to promote the deployment of the national logistics big data platform in the central and western regions, build a general hub for logistics data integration and sharing, accurately connect supply and demand, realize a closed loop of full-chain digital services from ordering to delivery, and strengthen the effect of digital technology empowering the high-quality development of foreign w88.

Third, actively develop green w88, guide enterprises in the central and western regions to build a full-chain low-carbon w88 product system, support carbon footprint certification and achieve international mutual recognition, and restrict the export of "two high-energy and one capital" products to cope with the impact of the EU's carbon border adjustment mechanism.

Fourth, comprehensively optimize the business environment, give full play to the role of open platforms such as free w88 pilot zones, comprehensive bonded zones and cross-border e-commerce comprehensive pilot zones, deepen the "delegation, regulation and service" reform, further simplify administrative approval procedures, improve the efficiency of government services, strengthen institutional innovation in the fields of w88 and investment facilitation and liberalization, regulatory procedures, financial innovation and other fields, create a market environment for fair competition for the development of foreign-funded enterprises and private enterprises, and continue to release institutional dividends that promote the high-quality development of foreign w88.

Fifth, fully seize the opportunity of high-quality joint construction of the "Belt and Road", rely on the New Land-Sea Corridor to deepen close cooperation, deepen regional coordination and international cooperation in the central and western regions, jointly build China-Europe freight trains and China-Laos railway operation systems, optimize route layout and cargo allocation, explore mixed transportation organization models for domestic and foreign w88, improve service standards, avoid vicious competition, promote the leap from "logistics corridors" to "economic corridors" in the central and western regions, and lay a solid foundation for high-quality w88 development.
