Through anonymous review, the conference accepted 260 papers. This paper analyzed the empirical data of different types of enterprises in China in attracting foreign investment in 2001 and found that Hong Kong, Macao and Taiwan capital had obvious technology spillover effects on domestic labor-intensive enterprises, and Western enterprises had obvious technology spillover effects on domestic technology-intensive enterprises, while Chinese state-owned enterprises received both types of technology spillovers. The paper provides theoretical support for adopting a series of incentive policies to attract foreign investment in high-tech fields.
