At the beginning of the meeting, Zhou Nianli expressed his gratitude to the experts and scholars who attended, and focused on the research progress of the capital's high-end think tank decision-making consulting project "Foreign Artificial Intelligence (AI) Regulatory Innovation Practices and Enlightenment to Beijing". Zhou Nianli said that in the context of global artificial intelligence governance showing "slow development of international rules and parallel dual-track domestic regulations", the domestic regulations of representative economies have become an important window for observing AI governance. The research team focused on economies such as the United States, the European Union, and Singapore, and sorted out 116 innovative measures from the dimensions of data governance, intellectual property rights, standards construction, competition policy, and inclusive growth, striving to provide reference for Beijing to achieve the dual goals of "promoting the development of AI innovation" and "guiding for good." Subsequently, doctoral candidates Li Jinzhe and Luo Yu of the research group gave detailed reports on foreign innovation initiatives in the fields of data and intellectual property and their implications for Beijing.

In the expert discussion and exchange session, the participating experts fully affirmed the solid work carried out by the research team in the early stage, and put forward forward-looking and targeted guidance focusing on global AI governance trends and Beijing’s practical path. Combining the needs of Beijing's policy practice, Zhao Wenjie suggested that the research team focus on cutting-edge directions such as data and algorithm entry and exit standards, regulatory sandbox mechanisms in specific fields, and AI intellectual property judicial precedents, and propose feasible policy recommendations for the national trial system through solid research. Li Jun pointed out that in the face of fierce international technology competition, China needs to give full play to its adaptability to national conditions and the cost-effective advantages of open source. He suggested that the project focus on researching the strategic path of AI large models and the collaborative "going overseas" of the entire intelligent industry chain. Long Haiquan pointed out that the overseas expansion of large artificial intelligence models and international cooperation face core risks such as cross-border data flow and compliance supervision. He suggested that the topic should coordinate development and security, and promote the field of artificial intelligence to achieve a stable and high-level opening up to the outside world by exploring overseas data security classification, innovation overseas filing, etc. Cai Hongbo emphasized that the global governance of artificial intelligence needs to closely adhere to the three core elements of data, computing power and algorithms. He suggested that the research team give full play to its expertise in international economic and w88 research and conduct in-depth analysis of issues such as standard internationalization and export compliance. Zou Debao suggested that the subject could draw lessons from the European Union's risk classification governance framework based on application scenarios and the United States' strategic thinking of seeking to export global standards, focus on exploring the risk classification mechanism based on application scenarios, and explore the construction of a multi-level governance organizational structure from local to international.
