This is a major measure taken by the Party Central Committee to comprehensively strengthen and improve party building under the new situation, further promote anti-corruption and uphold integrity, and institutionally ensure that party members and leading cadres at all levels perform politics with integrity. The promulgation and implementation of the "Integrity Code" is a concrete manifestation of strengthening the party's system construction and constantly improving the standards of honest political behavior of party members and leading cadres; it is an important measure to comprehensively adhere to the policy of "treating both symptoms and root causes, comprehensive management, both punishment and prevention, and focusing on prevention", and to strengthen the anti-corruption construction with a focus on improving the punishment and prevention system of corruption. The promulgation and implementation of the "Integrity Code" has made the standardization of the honest political behavior of party members and leading cadres and the implementation of the supervision system more comprehensive and systematic. It has an important role in ensuring that party members and leading cadres are honest in politics and truly forming an effective mechanism that uses systems to standardize political behavior, act according to the system, and rely on the system to manage people. It is of great significance for strengthening the integrity and self-discipline of leading cadres and the construction of the cadre team, further improving the level of party management and in-depth advancement of anti-corruption and anti-corruption construction.
1. The background and brief process of the promulgation of the "Integrity Code"
Resolutely opposing corruption is a major political task that the party must always grasp. Insisting that the party should manage the party, govern the party strictly, and improve the level of party management and governance are one of the basic experiences of our party in strengthening its own construction. Party members and leading cadres at all levels play a very important role in socialist economic construction, political construction, cultural construction, social construction and ecological civilization construction. Whether they can be honest and honest is directly related to the overall reform, development and stability, the interests of the people, the construction of the cadre team and the image of the party and the government. Therefore, it is necessary to continuously strengthen the integrity and self-discipline of party members and leading cadres to ensure that party members and leading cadres are honest in politics. These requirements are highly targeted and play an important role in promoting the in-depth development of the integrity and self-discipline work of party members and leading cadres. In order to bring the integrity and self-discipline work of party members and leading cadres into a standardized track at a higher level, and based on summarizing the implementation of these "not allowed", the central government formulated the "Integrity Code (Trial)". The "Integrity Code (Trial)" was promulgated and implemented13Over the past few years, it has played an important role in promoting the integrity of party members and leading cadres in politics and comprehensively strengthening and improving party building. With the development of the situation and tasks, especially the deepening of the construction of party style and clean government and the fight against corruption, it is necessary to further revise and improve the "Integrity Code (Trial)".
First, the need to fully absorb the new requirements of the Central Committee and the Central Commission for Discipline Inspection on the integrity of party members and leading cadres in politics. After the promulgation and implementation of the "Integrity Code (Trial)" and with the in-depth development of anti-corruption work, the Central Commission for Discipline Inspection and the Central Commission for Discipline Inspection have reiterated and proposed to party and government leading cadres in response to new situations and new problems that have emerged in practice99requirements, reiterated and put forward to the leaders of state-owned enterprises23request. After comparative analysis one by one, among these requirements are65This item is a new requirement for party and government leading cadres. The "Integrity Code", as the basic regulations for leading cadres to conduct politics with integrity, should incorporate these new requirements. At the same time, integrating the new requirements currently scattered in different documents into the "Integrity Code" will also help party members and leading cadres to learn, master and implement them. The second is the need to absorb and learn from practical experience. Since the promulgation and implementation of the "Integrity Code (Trial)", various regions and departments have actively explored ways to strengthen the integrity and self-discipline of party members and leading cadres, and have issued a number of systems and regulations. These regulations contain some effective practices with universal applicability, which need to be absorbed through revision work and upgraded to integrity requirements for the entire party to follow. To this end, during the revision work, we collected and compiled205This normative document extracts some experiences that can be used for reference. The third is the need for better integration with other intra-party regulations.13In the past few years, significant progress has been made in the construction of anti-corruption laws and regulations. A number of important regulations such as the "Regulations on Inner-Party Supervision of the Communist Party of China (Trial)" (hereinafter referred to as the "Regulations on Inner-Party Supervision (Trial)"), the "Regulations on Disciplinary Punishments of the Communist Party of China" (hereinafter referred to as the "Regulations on Party Disciplinary Punishments"), and the "Regulations on Inspection Work of the Communist Party of China (Trial)" have been promulgated one after another. Through revision, the "Integrity Code" can be better connected with other intra-party regulations. Fourth, local governments and departments generally report that the implementation and supervision part of the "Integrity Code (Trial)" is relatively weak and needs to be enriched and improved to enhance its execution and operability.
Therefore, the work report of the Central Commission for Discipline Inspection to the Seventeenth National Congress of the Communist Party of China approved by the Central Committee, and the "Establishing and Improving a System for Punishing and Preventing Corruption" issued by the Central Committee2008—201216135_161622007At the beginning of the year, the Central Commission for Discipline Inspection started the revision work. Based on extensive research and demonstration, a revised draft for review was formed,2009Year1month1617698_178272010Year1month1818950_18982
The main content of the revision is to combine the original provisions of the "Integrity Guidelines (Trial)" with those proposed by the Central Committee and the Central Commission for Discipline Inspection after the promulgation and implementation of the "Integrity Guidelines (Trial)"65The new requirements are organically integrated. At the same time, we should learn from the good experiences and practices of local governments and departments. First, for those in the "Integrity Code (Trial)" that are still relevant and operable and do not overlap with the new requirements5"Not allowed" will be retained. Second, the standards with similar or overlapping contents have been summarized and merged, and some have also learned from local and departmental practices to form19"Not allowed". The third is to absorb the content that does not overlap with the provisions of the "Integrity Code (Trial)" and form a new one28"Not allowed". Fourth, considering that some requirements were highly targeted when they were proposed, but with the development of society and the improvement of relevant management systems, it is of little significance to write them into the "Integrity Code", and such content will no longer be included in the "Integrity Code". For example, the provision prohibiting “the unauthorized use of public funds to equip and use communication tools” has been deleted. After integration, we have combined the original provisions of the "Integrity Code (Trial)" and the regulations put forward by the Central Committee and the Central Commission for Discipline Inspection after the promulgation and implementation of the "Integrity Code (Trial)"65These new requirements and some effective local and departmental practices have been summarized into the "Integrity Code"8aspects52"Not allowed". During the revision process, the following basic ideas were mainly adhered to: guided by Deng Xiaoping Theory and the important thought of "Three Represents", we thoroughly implemented the Scientific Outlook on Development, adhered to the principle that the party should manage the party and govern the party strictly, combined with the actual practice of party style and clean government construction and anti-corruption work in the new era, while the basic framework remained unchanged, enriched and improved the relevant content, and strived to make the revised "Integrity Guidelines" more comprehensive and systematic. On the basis of enriching and improving the code of conduct for honest government, further strengthen implementation and supervision, and implement the "Establishing and improving a system for punishing and preventing corruption"2008—2012Year Work Plan" and the requirements of the Fourth Plenary Session of the Seventeenth Central Committee of the Communist Party of China on strengthening the integrity and self-discipline of party members and leading cadres. After properly handling the "Integrity Code" and the "Regulations on Inner-Party Supervision (Trial)" and other intra-party regulations and national regulations On the basis of the relationship between laws and regulations, attention should be paid to absorbing the supervision systems and measures that can be applied to the integrity and self-discipline work of party members and leading cadres, so that the integrity and self-discipline work of party members and leading cadres can be better integrated with intra-party supervision, administrative supervision, legal supervision and other work. In terms of clause design and textual expression, attention should be paid to grasping the relationship between inheritance and innovation, correctly handling the relationship between strict requirements and practical feasibility, and striving to make specific provisions clear, concise and effective.
2. The main content and innovative development of the "Integrity Code"
(1) About the structure of the "Integrity Code"
Considering that the format and structure of the "Integrity Code (Trial)" was determined through repeated deliberation, practice has proven to be more scientific and reasonable. At the same time, the "Integrity Code (Trial)" was promulgated and implemented13Over the past few years, the majority of party members and leading cadres have become familiar with its system and structure. From the perspective of maintaining continuity and stability, it is not appropriate to make major adjustments. Therefore, the "Integrity Code" basically follows the structure of the "Integrity Code (Trial)" and is still divided into three chapters: "Code of Conduct for Integrity in Government", "Implementation and Supervision", and "Supplementary Provisions". In the chapter "Code of Conduct for Integrity in Government", the prohibitive requirements are first put forward and then listed in detail.8Standardize the political behavior of party members and leading cadres in all aspects. In addition, the "Integrity Code" changed the preface of the trial draft to general principles, and made corresponding adjustments in accordance with the new requirements put forward by the Central Committee since the 17th National Congress of the Communist Party of China, so as to be more in line with the new era's requirements for party members and leading cadres to be honest in politics.
(2) Main contents of the "Integrity Code"

On the other hand, only when party organizations at all levels fully understand the importance of party members leading cadres to be honest in politics and work hard in accordance with the basic principles of promoting party members to lead cadres to be honest in politics can all provisions of the "Integrity Code" be implemented. Chapter One, "Code of Conduct for Integrity in Government", contains eight articles. Article 1 prohibits the use of authority and positional influence to seek improper benefits6A "no" clarifies the policy boundaries for party members and leading cadres to accept property and property interests provided by various units or individuals. Article 2 stipulates the prohibition of privately engaging in profit-making activities6A "no" policy clarifies the policy boundaries for party members and leading cadres in doing business and running enterprises, owning shares or securities in unlisted companies (enterprises), securities investments, part-time or part-time work for remuneration, resignation or employment after retirement. Chapter 2, "Implementation and Supervision," contains six articles, which clarifies that party committees (Party groups) at all levels and the main responsible comrades are responsible for the implementation of the "Integrity Code". Therefore, the "Integrity Code" stipulates that party members among the leaders of state-owned enterprises shall refer to and implement this code. This can not only take into account the universal applicability of the "Integrity Code", but also take into account the particularities of the leaders of state-owned enterprises. The second is to stipulate that the party committees of various provinces, autonomous regions, and municipalities directly under the Central Government and the party organizations of relevant departments and units can formulate specific regulations based on these guidelines and in combination with the actual conditions of their respective work. This is mainly because the "Integrity Code" is stipulated based on the general situation of the whole party and the country. Giving local and relevant departments and units the power to formulate specific regulations can improve the pertinence and operability of relevant regulations. The third is to stipulate that the Central Commission for Discipline Inspection is responsible for interpreting the "Integrity Code". Generally speaking, the "Integrity Code" implements the requirements of the Party Central Committee and the Central Commission for Discipline Inspection for party members and leading cadres to be honest in politics in recent years, embodies the new progress in anti-corruption and anti-corruption construction and the integrity and self-discipline of party members and leading cadres. It reflects the development changes of the economy and society and the actual needs of party members and leading cadres to be honest in politics. It is a relatively comprehensive and systematic basic regulation that regulates the honest political behavior of party members and leading cadres.
(3) The main innovations and developments of the "Integrity Code"
1. It embodies the important strategic thinking of comprehensively implementing the Scientific Outlook on Development and building a harmonious socialist society. In addition to clearly stipulating in the General Principles that "the integrity of Party members and leading cadres in politics is an important guarantee for adhering to the guidance of Deng Xiaoping Theory and the important thought of 'Three Represents', thoroughly implementing the Scientific Outlook on Development, and comprehensively implementing the Party's lines, principles and policies," the "Code of Integrity" also stipulates that the implementation of the Scientific Outlook on Development is an important guarantee for the "Integrity" In addition to being one of the important legislative purposes of the Political Code, we also always pay attention to the implementation of the scientific outlook on development and the requirements of building a socialist harmonious society in the setting of behavioral norms and the establishment of implementation and supervision systems, and highlight and reflect the characteristics of party members and leading cadres who are honest in politics.
2. The spirit of preventing conflicts of interest is highlighted. The Fourth Plenary Session of the 17th Central Committee of the Communist Party of China called for “establishing and improving a system to prevent conflicts of interest.” The concept of "conflict of interest" in anti-corruption and integrity laws specifically refers to the contradictions and conflicts that may occur between the personal interests of public officials and the public interests represented or maintained by their official status. Judging from the legal provisions of relevant countries and regions, the system for preventing conflicts of interest mainly includes the following contents: First, public officials are prohibited from taking any action on matters related to their own interests or those of interested parties. Interested parties include spouses, minor children, partners or people who will have an impact on their economic interests in the future. Taking any action includes both actions and inactions when performing duties, as well as using one's authority and status to lobby, provide conveniences, and exert various forms of influence. The second is to prohibit transactions between public officials or their interested parties and the units where the public officials work or the units under their supervision. The third is to require public officials to explain whether the matters involved are related to personal interests before taking up their duties or performing official duties, and actively apply for recusal. These matters include the individual's part-time employment in the company or society, the political parties and associations he has joined, personal assets and company stocks held, the employment status of his spouse and children, etc. The fourth is to require public officials to promptly handle assets owned by themselves or interested parties that may constitute conflicts of interest. The forms of processing generally include sale, entrustment, etc. Fifth, public officials are required to declare their property. Sixth, restricting post-employment behavior. The "Integrity Code" also highlights and reflects the requirements to prevent conflicts of interest. For example, the General Principles section adds the principle requirement that "you must modelly abide by Party discipline and state laws, be honest and honest, be loyal to your duties, exercise power correctly, and always maintain the integrity of your official behavior"; Article 2 adds content such as the prohibition of "violating regulations to own shares or securities of unlisted companies (enterprises)", making the provisions to prevent leading cadres' personal economic activities from potentially conflicting with public interests more comprehensive; Fifth The article adds content such as prohibiting taking advantage of one's position to seek benefits for others, or accepting property from other parties, making the provisions on preventing conflicts between the behavior of specific related parties of leading cadres and public interests more comprehensive; the newly added Article 7 stipulates that leading cadres are not allowed to violate regulations to intervene in and intervene in market economic activities, which is conducive to preventing abnormal connections between public power and micro-market economic activities.
3. It was emphasized that party members and leading cadres are not allowed to interfere in market economic activities in violation of regulations. The "Integrity Code (Trial)" does not involve the issue of party members and leading cadres intervening in market economic activities.2003The Second Plenary Session of the Central Commission for Discipline Inspection required that leading cadres are not allowed to use their powers to violate regulations and intervene in market economic activities such as construction project bidding, transfer of commercial land use rights, real estate development and management, etc., to seek private gain for individuals, relatives and friends. Party members and leading cadres who violate regulations and intervene in market economic activities will not only disrupt the market economic order, undermine the principle of fair competition, and affect economic and social development, but also breed a lot of corruption. The "Integrity Code" has added a special article, that is, in Article 7, prohibitive provisions are made for five typical behaviors that violate regulations and intervene in market economic activities, that is, they are not allowed to interfere in or interfere with the contracting of construction projects, the transfer of land use rights, government procurement, real estate development and economics. It is not allowed to interfere with or interfere with state-owned enterprise restructuring, mergers, bankruptcy, property rights transactions, liquidation and capital verification, asset evaluation, asset transfer, major project investment and other major business activities; it is not allowed to interfere with or interfere with matters such as the approval of various administrative licenses and capital loans; it is not allowed to interfere with or interfere with economic disputes; it is not allowed to interfere with or interfere with the use, distribution, contracting, leasing and other matters of rural collective funds, assets and resources. For party members and leading cadres, a good style of work is an important support and guarantee for being proactive and enterprising, while a bad style of work is often an inducement and precursor to extravagant enjoyment and corruption. In response to the outstanding problems existing in the work style of current party members and leading cadres, Articles 6 and 8 of the "Integrity Code" put forward clear requirements on prohibiting ostentation, ostentation, squandering public funds, extravagance and waste, being divorced from reality, committing fraud, and damaging the interests of the masses and the relationship between the party and the masses, cadres and the masses. Incorporating the relevant requirements of the central government on strengthening work style construction in recent years into the "Integrity Code" will help further improve the scientific level of party building.
5. The implementation and supervision system has been enriched and improved. The "Integrity Code" implements and embodies the "Establishing and improving a system for punishing and preventing corruption"2008—2012Work Plan" and the requirements of the Fourth Plenary Session of the 17th Central Committee of the Communist Party of China on strengthening the integrity and self-discipline of leading cadres. In handling the "Integrity Code" and the "Regulations on Inner-Party Supervision (Trial)" and other intra-party regulations and state-related On the basis of the relationship between laws and regulations, attention should be paid to absorbing the supervision systems and measures that can be applied to the integrity and self-discipline work of party members and leading cadres, so that the integrity and self-discipline work of party members and leading cadres can be better integrated with inner-party supervision, administrative supervision, legal supervision and other work. It is required to conscientiously implement various systems of intra-party supervision, and strengthen supervision and inspection of the implementation of the "Integrity Code" through the implementation of democratic life meetings, reporting of personal-related matters and other supervision systems; it also requires that the organization and implementation of the "Integrity Code" by party members and leading cadres should be included as an important part of the responsibility system for party style and clean government construction and cadre assessment.
3. Seriously study and thoroughly implement the "Code of Integrity"
For party members and leading cadres to engage in politics with integrity, the key is to pay close attention to implementation, and the most important thing is to practice it personally. Only when party organizations at all levels pay close attention to the implementation and the majority of party members and cadres practice it, can the various requirements and provisions of the "Integrity Code" be put into practice and truly become a code of conduct for the majority of party members and cadres to govern for the people and act with integrity, and become practical results in fighting corruption and promoting integrity and winning the hearts and minds of the party and the people.
Party committees (party groups) at all levels must fully understand the importance and urgency of implementing the "Integrity Code", effectively unify their thoughts with the requirements of the central government, regard the implementation of the "Integrity Code" as an important and long-term task in party building work, especially in anti-corruption work, and do a good job in it.
Discipline inspection agencies at all levels must actively assist party committees (party groups) at the same level to implement the "Integrity Code". On the one hand, it is necessary to fulfill the organizational and coordination responsibilities, communicate with relevant departments, exchange opinions, and urge each department to perform its duties and fulfill its responsibilities, and to cooperate closely and complement each other's advantages, so that the implementation of the "Integrity Code" can form an overall synergy; on the other hand, it is necessary to perform the responsibility of supervising and inspecting the implementation of the "Integrity Code". All relevant departments are urged to closely integrate the implementation of the "Integrity Code" with business work in accordance with the deployment of the party committee (party group), highlight the department's advantages and characteristics, and effectively carry out the work within the scope of responsibilities.
All regions, departments, and units must focus on the central government’s major decisions and arrangements on the integrity and self-discipline of party members and leading cadres, and follow the overall requirements for clean governance, specific behavioral norms, implementation and supervision systems, and violations of the Code of Integrity. The "Integrity Code" is the main content of the accountability for conduct, and combined with the "Regulations on Inner-Party Supervision (Trial)", "Party Disciplinary Punishment Regulations" and other regulations, we must do a good job in publicity and education to create a good ideological understanding and social atmosphere for the implementation of the "Integrity Code". First, we must do a good job in studying the majority of party members and leading cadres, and strengthen the self-discipline awareness of party members and leading cadres. The second is to do a good job in the study of members of party and government leadership groups at all levels. Incorporate the "Integrity Code" into the teaching and training content of cadre training institutions such as party schools and administrative academies at all levels. The third is to do a good job in the study of discipline inspection cadres. Organize discipline inspection cadres to study and understand carefully, unify their ideological understanding, and improve their ability and level to carry out work in accordance with the "Integrity Code". Fourth, we must do a good job in publicity and education throughout the party and society. To broaden channels, we must not only make good use of newspapers, periodicals, books and other print media, but also give full play to the role of radio, television, the Internet, etc., increase publicity efforts, make all sectors of society understand the "Integrity Code", and create good conditions for the whole party and the whole society to take action to form a joint force for supervision.
It is necessary to effectively improve the supporting systems and enhance the pertinence and effectiveness of the implementation of the "Integrity Code". The first is to promptly formulate implementation measures for the "Integrity Code".
