Over the years, with the care of the Party Central Committee and the State Council, the leadership of the Municipal Party Committee and Municipal Government, and the efforts of colleagues on the capital’s education front, the capital’s education achieved a great historic leap at the turn of the century. Taking higher education as an example, toAt the end of 2004, the gross enrollment rate of higher education in the capital exceeded 52%, which is "basically compatible with Beijing's two firsts". According to international practice and statistical methods, higher education in the capital has crossed the popularization stage and entered the threshold of a new stage of popularization. The main task facing higher education in the capital now is to closely integrate various needs, adapt to the needs of modernization and the people's increasingly diverse and personalized higher education needs, focus on connotation development, and comprehensively promote the modernization of higher education in the capital region. Under the leadership of the central government and with the guidance and support of the Ministry of Education, we will effectively build and play the leading role of higher education in the capital in the national education undertakings, including higher education. Facing the new situation, higher education is facing major development opportunities, new challenges, and unprecedented higher development requirements. Only the high-level development of higher education and the true realization of people-oriented, comprehensive, coordinated and sustainable development can it make new historic contributions to the modernization of the country and the capital and the needs and satisfaction of the people, and provide strong talent, results and service guarantees.
