2. Preparatory work for the conference

Comrade Wang Ling and Organization Minister Zhang NanyuOn May 17th and 19th, we reported to the Municipal Education Working Committee and the Ministry of Education Personnel Department respectively on the preparations for the Party Congress of w88 casino. (3) Drafting status of the reports of the two committees
The document focus of the 10th Party Congress is the Party Committee Work Report and the Discipline Inspection Commission Work Report. These two reports were drafted separately by specialized teams. Each of them went through several stages: drafting of writing outline, discussion and revision, and then from the first draft to the discussion draft, and then to the draft for review. The Standing Committee discussed and approved the formal draft to be submitted to the conference. Due to the extreme importance of the party committee work report, its drafting process is more complicated, the task is more arduous, and the participation of all parties is greater.
⒈The drafting process of the party committee work report
⑴April is the drafting stage of the report writing outline. The issues involved in a report writing outline are: theme, framework, focus, and text.
In early April, the drafting team conducted basic data research and drafted an outline for the report. On April 9, the first draft of the writing outline was sent to the Secretariat for discussion. The leaders of the w88 casino party committee presided over the discussion and put forward the theme and basic structure of the party committee work report. In mid-April, the second draft of the writing outline was completed. On May 7, the Secretariat discussed the second draft of the writing outline and further clarified the basic points and writing requirements of the report.
Here, the writing outline is agreed upon40 people discussed and modified.
⑵Early and mid-May is the drafting stage of the first draft of the report.
In early May, I started writing the first draft of the report. During the writing of the first draft, the author successively wrote three manuscripts based on the collection and analysis of data, individual solicitation of opinions, and discussion opinions during the drafting process of w88 casino's "11th Five-Year Plan", and finally formed a first draft of the report that was publicly distributed for discussion.
On May 11, the first draft of the Party Committee’s work report was published and distributed to all party members and some non-party people for discussion, soliciting revision opinions. The discussion period was from May 12 to 19. This is the first round of public discussion of the draft report. A total of 1,450 copies of the first draft of the report were distributed. The general party branches and directly affiliated party branches organized discussions among all faculty and staff members in their units, and the Student Affairs Department and the Graduate w88 casino organized discussions among all student party members. The w88 casino office took the lead in convening a discussion meeting for the top administrative leaders of each w88 casino and department, the Party Office took the lead in convening a report meeting by the general branch secretary to the party organization under his control and a discussion meeting with professors, the Personnel Office took the lead in convening a discussion meeting for young and middle-aged teachers, the United Front Work Department held a discussion meeting with representatives of democratic parties and persons without party affiliation, and the Discipline Inspection Commission held a discussion meeting with the Discipline Inspection Committee. Each unit and each system summarized the modification opinions and submitted them in writing. Some party members and people outside the party also submitted their written revision opinions. During this time, the leaders of the w88 casino party committee and comrades from the organization team of the secretariat reported the contents of the first draft of the report to the Education Working Committee of the Municipal Party Committee and the Ministry of Education. On May 21, the Standing Committee of the w88 casino party committee listened to the discussion report and put forward opinions on the revision of the first draft of the report.
During the discussion on the first draft of the report, the publicity team received a total of written revision comments42 copies, totaling about 310 revision opinions, and about 1,570 people participated in the discussion.
The revised opinions focus on: highlighting the basic attributes of the party’s leadership and party committee reports; highlighting the characteristics of the w88 casino’s work; scientifically establishing the w88 casino’s development positioning and goals; emphasizing key measures; adding numerical examples; appropriate length; and precise writing.
⑶Late May and early June are the drafting stage of the discussion draft of the report.
Start writing the report discussion draft in late May. During this period, the drafting group wrote two more manuscripts based on the revision opinions from various aspects. On May 31, the discussion draft was submitted to the Municipal Education Commission and the Ministry of Education for review.
On June 2, the discussion draft of the Party Committee’s work report (with modification instructions) was issued to the official representatives of w88 casino’s 10th Party Congress, members of each general party branch and directly affiliated branches, members of the party and government leadership teams of all mid-level units, representatives of the w88 casino’s democratic parties and non-partisans, and the functional departments of the Party Committee for revision opinions. This is the second round of public discussion on the draft report. A total of 300 copies of the discussion draft of the report were printed and distributed. Delegates to the Party Congress attached great importance to the revision of the report, and some representatives submitted specific written opinions. Each unit carefully and responsibly arranged the discussion matters, summarized the unit's revision opinions in writing and sent them to the Party Congress report drafting group. During this period, members of the drafting group conducted careful and detailed statistical work on the large number of specific figures involved in the report. The Standing Committee of the Party Committee met twice on June 14 and 16 to discuss the revision of the report. The Secretariat of the Leading Group for the Preparation for the Party Congress held a special seminar on June 18 and 19, and further clarified the ideas and specific content of the revision based on careful study of the revision opinions from all aspects within the w88 casino.
During the consultation process for the report discussion draft from June 2 to June 20, the publicity team received a total of 29 written revision opinions, summarizing about 90 revision opinions, and about 410 people participated in the discussion.
The revised comments on the discussion draft focus on: further explaining the problems faced by the w88 casino; further clarifying and highlighting the key points of the w88 casino's work; further explaining the measures for the w88 casino's key work.
⑷6The second half of the month is the drafting stage of the report for review.
According to the instructions of the party committee leader, the Secretariat decided to draft a report and submit it for review.Based on the revised opinions, the drafting group drafted a new text and submitted it to the party committee leaders and some unit comrades for discussion in the form of a "second draft for discussion".On June 23 and 24, the w88 casino party committee held two meetings. The w88 casino leaders put forward many revision opinions on the important issues involved in the draft report and the specific textual expressions. After this, another text was drafted.
On June 30, the drafting group completed the report and sent it to the Standing Committee of the Party Committee for review. A symposium of professor representatives was held to solicit opinions.

The modifications to the manuscript for review focus on: emphasizing discipline construction; emphasizing supporting measures for discipline construction; and adjusting the report structure.
On July 5, the Standing Committee approved the draft for review.
⒉Drafting process of the work report of the Discipline Inspection Commission
⑴Outline drafting andInitial drafting of draft 1-3.
From March 11th to March 18th, draft the report framework. A secretary's office meeting was held on April 12 to conduct a preliminary review and revision of the outline of the Discipline Inspection Commission's work report. On April 15, the first draft of the Discipline Inspection Commission’s work report was completed. On April 23, at the secretary’s office meeting, the outline of the work report of the Discipline Inspection Commission with the title of “centering on the center, development and reform, equal emphasis on punishment and prevention, and creating a new situation” was once again reviewed and revised in detail. At the end of April, the first draft of the work report of the Discipline Inspection Commission was revised for the first time, and then the second draft was completed. On May 9, after many discussions and revisions by comrades from the Brokerage Committee/Supervision and Audit Office, the third draft of the work report of the Discipline Inspection Commission with the title of "Establishing and improving a punishment and prevention system for corruption that pays equal attention to education, systems, and supervision, and creating a new situation for the work of the Discipline Inspection Commission of w88 casino" was completed.
⑵Extensive consultation stage
On May 13, the third draft of the work report of the Discipline Inspection Commission was distributed to members of the w88 casino party committee, secretaries of all general party branches (directly affiliated party branches), party branch secretaries and members of the Discipline Inspection Commission, discipline inspection supervisors, and all comrades of the Discipline Inspection\Supervision and Audit Office for extensive solicitation of opinions. On May 15, the secretary of the w88 casino's Discipline Inspection Commission, members of the Discipline Inspection Commission, and all members of the Discipline Inspection and Supervision and Audit Office held a seminar to conduct an in-depth and detailed discussion on the work report of the Discipline Inspection Commission.
On May 21, based on the opinions of superiors on the reports of the two committees, the Standing Committee of the Party Committee heard and reviewed the reports of the two committees. In response to the instructions from higher authorities that the report of the Discipline Inspection Commission of w88 casino should highlight "political guarantee and escort", the Standing Committee members put forward specific revision opinions. On June 5, the fourth draft of the work report of the Discipline Inspection Commission was completed with the title "Supervision and guarantee, punishment and prevention, creating a new situation in the construction of party style and clean government and anti-corruption work in w88 casino".

On June 6, the Discipline Inspection Committee meeting of w88 casino was held. The members of the Commission for Discipline Inspection carefully reviewed the work report of the Commission for Discipline Inspection again. At the same time, it also puts forward specific revision suggestions for the shortcomings in the "Report". In principle, it is agreed that this "Report" will be used as the work report of the Discipline Inspection Commission to be submitted to the 10th Party Congress. From June 8th to June 17th, based on the specific revision opinions put forward by the Discipline Inspection Commission meeting, the Discipline Inspection Commission work report was revised four times, focusing on further standardizing the wording and formulation in the first part of the "Report".
On June 18-19, based on the feedback from the two committees’ reports, the person in charge of the two committees’ report drafting group reported the revisions to the party committee secretary and carefully discussed the revisions to the two committees’ reports. From June 21st to June 27th, the Discipline Inspection Commission's "Report" was revised again article by article, sentence by sentence, and word by word.
So far, the work report of the Discipline Inspection Commission has been revised four times from outline to draft to completion, with nearly major revisions20 times.On July 5, the Standing Committee approved the draft for review.
The two reports were submitted to the Ministry of Education Party Group and the Beijing Municipal Party Committee for review as required. The current two reports should be said to be the crystallization of collective wisdom, absorbing opinions from all sides, pragmatically summarizing the work of the previous Party Committee and the Commission for Discipline Inspection, affirming the achievements, identifying gaps, comprehensively planning future work goals and major measures to achieve work standards, and submitting them to the Congress for review.
Other conference documents, including the election methods of the conference, the election methods of the first meeting of the next party committee and the Commission for Discipline Inspection, etc., were submitted to the Party Leadership Group of the Ministry of Education and the Beijing Municipal Party Committee for review as required. The election method for the general meeting will be submitted to the general meeting for discussion and approval and will take effect.
㈣Conference preparation status
The conference affairs work is undertaken by the conference affairs team, which mainly includes the production of documents and supplies, venue layout, environment beautification, life services, order and security, etc.。Members of the conference affairs team come from different departments of the w88 casino and have many and complex tasks. They developed a more thorough task list, stipulating completion standards, time limits and responsible persons. After their careful preparation, a solemn, warm, orderly and peaceful scene was presented in front of and behind the campus and inside and outside the venue. 3. Agenda, schedule and organizational structure of the conference

The conference has established a working organization - the conference secretariat. Under the leadership of the presidium, the conference secretariat is responsible for the daily organization, secretarial and conference affairs of the conference. The conference secretariat is located in the Organization Department of the Party Committee.
