According to the requirements of the "Opinions of the Central Committee of the Communist Party of China on Carrying out Educational Activities to Maintain the Advanced Nature of Communist Party Members with the Practice of the Important Thought of "Three Represents" as the Main Content throughout the Party" (Zhongfa [2004] No. 20), the second batch of advanced nature education activities began in July 2005 and basically ended in December 2005. Participating units include: street communities and social groups, social intermediary organizations, township government agencies and their directly affiliated units, grassroots units of counties (cities, districts) stationed in townships, provincial branches, dispatched offices, city and county branches of central financial institutions and their business outlets, colleges and universities, secondary vocational schools, urban primary and secondary schools, some central enterprises and other enterprises and institutions. In order to carry out the second batch of advanced nature education activities in a solid manner, the following guiding opinions are hereby put forward.
1. Fully understand the importance of the second batch of advanced education activities
The second batch of advanced nature education activities is an important part of the entire advanced nature education activities, involving more than 1.8 million grassroots party organizations and more than 30 million party members. To do a good job in the second batch of advanced nature education activities is to further implement the important thinking of "Three Represents" to the grassroots, implement the requirements of the Scientific Outlook on Development, and use the developing Marxism to guide new practices; to improve the quality of party members, strengthen the construction of the party's grassroots organizations, and close the relationship between the party and the masses, cadres and the masses , consolidate the organizational foundation and mass foundation of the party's governance, promote the party's advanced nature, and improve the party's governance ability; it is of great significance for better implementing the party's line, principles, and policies, promoting various tasks, building a well-off society in an all-round way, and building a socialist harmonious society. Carrying out the second batch of advanced nature education activities is also of great significance for consolidating the results of the first batch of advanced nature education activities and further accumulating experience for the third batch of advanced nature education activities.
The units participating in the second batch of advanced nature education activities are distributed in a wide range of areas, with a large number of party organizations and party members, many mobile party members, and more direct contact with the masses. The vast majority are on the front line of production, scientific research, culture, education, and social services and management. To carry out advanced nature education activities in these units, on the premise of conscientiously implementing the overall arrangements and requirements of the central government, we must pay more attention to seeking truth and being pragmatic, and do a good job in classified guidance; we must also pay more attention to solving outstanding problems that the masses are concerned about and can be solved through hard work, so that the masses can get tangible benefits; we must also pay more attention to Establish and improve grassroots party organizations, help grassroots party organizations solve practical difficulties, and enable grassroots party organizations to play their roles better; we must also pay more attention to investigation and research, promptly solve problems with symptoms and tendencies, and grasp relevant policies; we must also pay attention to overall arrangements to achieve "two correctnesses and two promotions." Party organizations at all levels must fully understand the importance and arduousness of carrying out the second batch of advanced nature education activities. On the basis of the smooth development of the first batch of advanced nature education activities, they must seize favorable conditions, further unify their thinking, strengthen confidence, strengthen leadership, work hard, make persistent efforts, persevere, make the greatest determination and make the greatest efforts to grasp the advanced nature education activities and achieve results.
2. Conscientiously implement the overall arrangements and requirements of the central government
To carry out the second batch of advanced nature education activities, we must closely integrate the actual conditions of various regions, departments and units, conscientiously implement the guiding ideology, goal requirements, guiding principles and method steps specified in Zhongfa [2004] No. 20 document, conscientiously implement a series of important instructions from the central government on carrying out advanced nature education activities, conscientiously learn from the successful experience of the first batch of advanced nature education activities, ensure that the advanced nature education activities achieve practical results and truly become a project that satisfies the masses.
1. Adhere to the main line of studying and practicing the important thought of "Three Represents". It is necessary to study and practice the important thought of "Three Represents" throughout the advanced education activities, educate and guide party members to strengthen their correct ideals and beliefs, improve their understanding of the party's advanced nature construction and governance capacity building, and enhance the consciousness of studying and practicing the important thought of "Three Represents"; firmly establish and conscientiously implement the Scientific Outlook on Development, insist on taking development as the top priority; adhere to the purpose of serving the people wholeheartedly, do our best to do practical things and do good things for the people, and truly embody the important thinking of the "Three Represents" in all the work of the party organization and implement it in the jobs of the majority of party members.
2. Persist in working hard to achieve actual results, we must firmly grasp the key of "achieving actual results", and always carry out activities around the goals and requirements of "improving the quality of party members, strengthening grassroots organizations, serving the people, and promoting various tasks" and "truly becoming a project that satisfies the people"; we must conscientiously solve the problem of firm ideals Believe in, establish and implement the scientific outlook on development, adhere to the fundamental purpose of the party, work diligently based on one's job, abide by the party's discipline, adhere to the "two musts" and other aspects of the problem. Whether the outstanding problems that the masses have strongly reflected and can be solved through hard work and whether the masses are satisfied are solved is an important criterion for measuring the effectiveness of advanced nature education activities. Efforts should be made to make the majority of party members have a new ideological understanding of the party's advanced nature construction, to make new progress in solving outstanding problems existing in some party members and party organizations and practical issues that affect the reform, development and stability, and involve the vital interests of the people, to adhere to the party's policy of managing the party and strictly governing the party, and to establish and improve a long-term mechanism for party members to receive long-term education and maintain advanced nature under the new situation.
3. Adhere to positive education and self-education, and seriously carry out criticism and self-criticism. Through various forms such as study and training, large-scale discussions on specific requirements for maintaining the advanced nature of Communist Party members, and thematic practical activities, the majority of party members can further enhance their party concepts and awareness of party members, and clarify the specific requirements for maintaining advanced nature in the new era. 5. Adhere to leading cadres to take the lead and play an exemplary role. While party members and leading cadres are working hard to do a good job in the advanced nature education activities of their units, they must actively participate in advanced nature education activities as ordinary party members, take the lead in learning, take the lead in giving party classes or making special reports, take the lead in finding problems, take the lead in criticism and self-criticism, take the lead in formulating and implementing corrective measures, and take the lead in helping the grassroots solve practical difficulties and problems.
6. Persist in distinguishing situations and providing classified guidance. According to the characteristics of different industries, different units and the situation of different groups of party members, different specific requirements are put forward to make the advanced nature education activities closer to the reality of the grassroots, the reality of work, and the reality of party members, more vivid and dynamic. It is necessary to focus on serving the masses and promoting work, carefully designing and organizing thematic practical activities with unique characteristics, and effectively strengthening the construction of work style and professional ethics. It is necessary to actively encourage grassroots units to proceed from reality, boldly explore and innovate, and adopt various methods to enhance the pertinence and effectiveness of advanced education activities.
7. Adhere to public opinion first and strive to create a good atmosphere. According to the characteristics of the units and party members participating in the second batch of advanced nature education activities, we must make full use of radio, television, newspapers, Internet and other media and bulletin boards, adopt a form that is popular with the masses, and vigorously publicize the significance of carrying out advanced nature education activities.
8. Adhere to the "two correctness and two promotion" of educational activities and various work. It is necessary to closely focus on the overall situation of reform, development and stability and the central work of the region, department, and unit, make overall arrangements, carefully organize, and solidly promote advanced education activities. 3. Several issues that need attention
According to the requirements of Zhongfa [2004] No. 20 document, the second batch of advanced nature education activities will generally still refer to the first batch of practices in terms of time arrangement, stage division, and specific requirements. On the premise of conscientiously implementing the overall deployment and requirements of the central government, all regions, departments and units must target the characteristics of the second batch, combine their respective realities, adhere to high standards, carefully arrange deployment, carefully organize implementation, strive for actual results, and prevent going through the motions and preventing deviations. In the specific implementation, we should pay attention to the following issues.
1. Make full preparations. Before launching the second batch of advanced nature education activities, each unit must carefully conduct investigations and studies to fully understand the status of the unit's party organization and party member teams, grasp the requirements and expectations of party members and the masses for advanced nature education activities, and understand the outstanding problems that should be solved. On this basis, carefully study and formulate implementation plans, and carry out targeted ideological mobilization work. If preparations are insufficient, don’t rush to start.
2. Strive to ensure the coverage of advanced education activities. The party organization must continue to take effective measures to find out the relevant situation of party members among the laid-off and unemployed people in the region, department and unit, party members in difficult units, and party members among floating people, actively find party members who have not been in contact with the party organization for a long time, mobilize floating party members to actively contact the party organization, and strive to enable every party member to participate in activities and receive education.
3. Organize learning and training in flexible and diverse ways. It is necessary to combine reality with various forms such as concentrated learning, special tutoring, and individual self-study to organize party members to study the "Education Book for Maintaining the Advanced Nature of Communist Party Members" and a series of important instructions from Hu Jintao and other central leaders on carrying out advanced nature education activities, focusing on learning the "Constitution of the Communist Party of China" well to ensure the effectiveness of learning and training. Where conditions permit, localities and units can compile highly targeted, small but precise learning materials based on the characteristics of grassroots party members.
4. Efforts should be made to rectify and establish and improve the party’s grassroots organizations. It is necessary to place the strengthening of the party's grassroots organization building in a very important position, and in accordance with the requirements of focusing on the center, serving the overall situation, broadening fields, and strengthening functions, further enhance the cohesion of grassroots party organizations and expand the coverage of the party's work. It is necessary to intensify the work of establishing party organizations in new economic and social organizations, and actively explore effective ways and methods to play the role of these party organizations; if the affiliation of grassroots party organizations is unclear, it must be clarified; for weak and scattered grassroots party organizations, we must step up efforts to Rectification should be carried out; if the leadership team of the party organization is not perfect, it should be adjusted and enriched in time, especially the selection of strong party branch secretaries; it is necessary to do a good job in training party branch secretaries and work backbones so that they can be trained and improved in educational activities and better play the leading role of the backbones. Effective measures should be taken to help grassroots party organizations solve practical problems such as lack of activity venues and funds. We must care for and care for grassroots cadres and actively support them in their work.
5. Effectively solve outstanding issues of public concern. We must persist in learning and reforming, discussing and reforming, and rectifying and reforming, and effectively solve the outstanding problems that the masses are concerned about and can be solved through hard work. It is necessary to organize and carry out activities such as poverty alleviation, helping the needy and providing warmth, increase assistance to needy groups, help party members and the masses solve practical difficulties, and further strengthen the relationship between the party and the masses, cadres and the masses.
6. Make overall arrangements and handle the relationship between work and study. It is necessary to correctly understand the consistency between carrying out advanced education activities and completing other work tasks, and properly handle the relationship between promoting work and carrying out learning and education activities. When formulating plans, the party organization must fully consider the actual work of the unit and the actual positions of party members, make overall plans and make scientific arrangements. It must not only ensure the quality and effect of learning and education activities, but also pay attention to preventing them from affecting production and work, and preventing increasing the burden on grassroots party members and the masses; individual party members must pay attention to squeezing out time to study well and participate in various activities as required.
7. Grasp relevant policies. We must conscientiously implement the party's line, principles and policies, work hard to straighten out emotions and resolve conflicts, and further direct the attention of party members and the masses to promoting reform, development, stability and socialist modernization. It is necessary to strengthen investigation and research, and pay attention to promptly discovering and solving some problems with symptoms and tendencies. This educational activity will not have a separate organizational and processing stage. For those party members who do not fulfill their obligations as party members and do not meet the conditions for party membership, we must conscientiously provide education and assistance; for those who do not change after education and do not meet the conditions for party membership, they must be organized and processed according to normal procedures in accordance with the "Constitution of the Communist Party of China" and relevant regulations. Party members who violate discipline must be given disciplinary sanctions in accordance with the "Regulations on Disciplinary Punishments of the Communist Party of China".
4. Effectively strengthen organizational leadership
To carry out the second batch of advanced nature education activities, the tasks and responsibilities are heavy, and organizational leadership must be effectively strengthened. Local party committees at all levels and relevant departments of central state agencies and party committees (party groups) of central financial institutions that have the task of leading and guiding the second batch of advanced nature education activities must further strengthen their leadership and strengthen their responsibilities, continue to adhere to and conscientiously implement the leadership responsibility system, the contact point system for party members and leading cadres, the supervision system and the mass supervision and evaluation system, and form a work pattern that focuses on one level and one level, and implements implementation at all levels. It is necessary to adjust and enrich the leading bodies and working bodies of educational activities according to work needs. The main responsible comrades of the Party Committee (Party Group) must effectively perform the duties of the first responsible person, and the members of the Party Committee (Party Group) must guide the departments (units) in charge of carrying out advanced education activities. Special attention should be paid to establishing contact points for advanced education activities in units with relatively weak party organizations, new economic and social organizations, state-owned enterprises with difficulties in production and operation, and undergoing restructuring. It is necessary to form and dispatch powerful supervision teams and roving inspection teams.
Party committees (party groups) of relevant departments of central state agencies and affiliated units that implement territorial management of party organization relationships must cooperate with local party committees in appropriate ways to strengthen guidance on advanced education activities. Agencies directly under the central government, central state agencies, central financial institutions, and central enterprise party committees (party groups) must "look from the bottom up" from the outstanding problems reflected by the grassroots units of the system, and deeply search for their own existing problems, further improve and implement the rectification plan, consolidate and expand the rectification results, improve work and style, and use practical actions to support grassroots units in carrying out advanced education activities.
The grassroots party organization is responsible for the organization and implementation of the advanced nature education activities of the unit. The person in charge of the grassroots party organization must effectively perform the duties of the person directly responsible for the advanced nature education activities. Party members’ administrative heads in grassroots units must actively support and cooperate with party organizations in carrying out advanced nature education activities. Units participating in the second batch of advanced nature education activities must, according to work needs, establish a capable leadership organization for advanced nature education activities and corresponding working organizations headed by the main person in charge of the party organization.
In accordance with the unified deployment and requirements of the central government and combined with the actual situation of the second batch of advanced education activities, the Central Leading Group for Advanced Education Activities has adopted various forms such as dispatching patrol inspection teams, establishing contact points for advanced education activities for members of the leading group, conducting investigations and studies, proposing work opinions, summarizing and promoting experience, etc., to effectively strengthen guidance.
The enterprise party committees (party groups) of all provinces (autonomous regions, municipalities directly under the Central Government) and relevant departments of central state agencies, central financial institutions, and central management leadership groups must formulate specific implementation opinions in accordance with the requirements of Zhongfa [2004] No. 20 and this opinion, and report them to the Central Leading Group Office for Advanced Education Activities for record.
