Comrade Niu Yuru, an outstanding member of the Communist Party of China and an outstanding ethnic cadre of the Party, member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and Secretary of the Hohhot Municipal Party Committee, unfortunately passed away in Beijing at 4:30 on August 14, 2004 due to ineffective medical treatment. He was 51 years old.

Comrade Niu Yuru was born in Tongliao City, Inner Mongolia Autonomous Region in November 1952, into a family of revolutionary cadres. In May 1970, he joined the team for training in rural areas of Tongliao County. In December 1971, he worked in the office of the Zhelim League Committee. Joined the Communist Party of China in November 1975. In March 1977, he served as Secretary of the Party Committee of Molimiao Commune in Tongliao County. In February 1978, he studied politics in the cadre training class of the Central University for Nationalities. In July 1979, he worked in the Organization Department of the Zhelim League Committee of the Inner Mongolia Autonomous Region. In May 1980, he was transferred to the General Office of the Inner Mongolia Autonomous Region Government. In March 1983, he served as secretary, secretary-general and standing committee member of the Commission for Discipline Inspection of the Inner Mongolia Autonomous Region. From September 1987 to November 1989, he studied administrative management at the Inner Mongolia Management Cadre College. Since November 1989, he has successively served as deputy secretary-general and director of the general office of the Inner Mongolia Autonomous Region Government, member of the government party group, secretary-general and secretary of the party group of the general office. In November 1996, he was appointed deputy secretary of the CPC Baotou Municipal Committee and mayor of Baotou, Inner Mongolia Autonomous Region. In February 2001, he served as vice chairman of the Inner Mongolia Autonomous Region and member of the government party group. In April 2003, he served as member of the Standing Committee of the Party Committee of the Inner Mongolia Autonomous Region and secretary of the Hohhot Municipal Party Committee. Comrade Niu Yuru is a representative of the Ninth National People's Congress.

In his more than 30 years of revolutionary career, Comrade Niu Yuru has been loyal to the cause of the party, loyal to the party and the people, and has faithfully pursued the interests of the people of all ethnic groups in Inner Mongolia. Especially after assuming the leadership position, he firmly maintained a high degree of consistency with the Party Central Committee, consciously practiced Deng Xiaoping Theory and the important thought of "Three Represents", conscientiously implemented the party's line, principles and policies, emancipated the mind, sought truth and pragmatism, pioneered and forged ahead, creatively implemented work with full revolutionary passion and selfless work spirit, made outstanding contributions in the areas of responsibility and responsibility, and won widespread praise from the cadres and the masses.

During his work in Baotou City, Comrade Niu Yuru closely relied on the people of all ethnic groups in the city to propose and implement innovative ideas and measures in economic construction, reform and opening up, urban construction, deepening enterprise reform, and caring for people's lives, and did a lot of fruitful work. In response to the contradictions and problems existing in the process of economic transition, we focused on the reform of state-owned enterprises and the adjustment of economic structure, established a number of large-scale enterprise groups, and successfully promoted the listing of stocks of rare earth high-tech, tomorrow technology, Huazi Industrial, Steel Union Co., Ltd., and Northern Heavy Duty Truck. Efforts have been made to expand opening up to the outside world, focus on improving the investment environment, and establish a good image of Baotou's opening up to the outside world. He firmly seized the opportunity of post-earthquake reconstruction, used the concept of city management to carry out urban transformation and construction, and implemented a large number of urban infrastructure construction projects, which resulted in significant changes in the city's appearance and living environment. He has successively won honorary titles such as the National Advanced City in Landscaping, Housing System Reform, and Housing Projects, and the "United Nations Center for Human Settlements' 2000 International Best Example Award for Improving the Living Environment."

While working in the autonomous region government, Comrade Niu Yuru was in charge of the development of the western region, opening to the outside world, w88 circulation, politics and law. While establishing and improving the key project library, he actively reported to relevant national departments and secured a large number of key construction projects. In 2002, we exceeded the target of "introducing 20 billion yuan of domestic capital, total import and export of 2 billion US dollars, and directly utilizing US$200 million of foreign investment", achieving a new breakthrough in our district's opening to the outside world. During his work in Hohhot City, Comrade Niu Yuru united and led the "team" of the municipal party committee to fully mobilize the enthusiasm and creativity of the leadership of the National People's Congress, the government, the CPPCC and the broad masses of cadres and the masses. On the basis of past work, he emancipated his mind, seized opportunities, put pressure on himself, strived to catch up, created new advantages in development, achieved new leaps in development, and achieved remarkable results. In 2003, it achieved double victory in the fight against SARS and economic construction. The GDP growth rate jumped to the forefront of the region and the 27 provincial capitals (capitals) across the country, achieving the goals of the "Tenth Five-Year Plan" ahead of schedule. Urban construction has been further intensified, and the city's appearance has been significantly improved. Successfully hosted two civilization construction experience exchange meetings, promoting coordinated economic and social development. In the first half of this year, the city's economy and society continued to develop rapidly and coordinated, the advantageous industrial clusters were further expanded, the pace of urban construction was further accelerated, and people's living standards were further improved. It is moving towards the goal of "by 2007, the city's economic aggregate, fiscal revenue, and urban and rural residents' income will double on the basis of 2003, and its comprehensive economic strength and per capita income will rank first among the capital cities of the five ethnic minority autonomous regions in the country." The rapid economic development of Hohhot, the obvious changes in the urban and rural appearance, and the continuous improvement of people's living standards all reflect the hard work and sweat of Comrade Niu Yuru. Especially during his hospitalization, Comrade Niu Yuru was still concerned about his career, worked selflessly, endured the torture of illness, and devoted himself to the economic and social development of Hohhot. During his hospitalization, he inquired, guided and supervised the progress of key projects by phone almost every day, and even inspected the work of urban construction and development zones twice while sick. Less than a month before his death, he still used his tenacious perseverance to preside over the sixth plenary session of the Ninth Municipal Party Committee and delivered a passionate, inspiring and inspiring work report, further describing the grand blueprint for Hohhot's economic and social development. He devoted his whole life to the cause he loved, to the people he loved, and to the grassland he was deeply attached to, until the last breath of his life.

Comrade Niu Yuru has a firm communist belief. Be clear-headed in the face of right and wrong, have high leadership skills, strong affinity, creativity and work motivation. He took the lead in implementing the principle of democratic centralism, conscientiously implemented the party's cadre work line, and insisted on scientific decision-making and democratic decision-making. Within the team, he is a model of unity and cooperation; in the eyes of the cadres and the masses, he is a good teacher and helpful friend. Comrade Niu Yuru is an outstanding ethnic cadre of the party. He has a high level of Marxist ethnic theory and policy. Comrade Niu Yuru’s life is a life of struggle and a glorious life. His untimely death deprived Inner Mongolia of an outstanding ethnic cadre, and the people of all ethnic groups in the region lost a good son. To commemorate Comrade Niu Yuru is to turn grief into strength, learn from his noble character and fine style, especially his dedication to the cause of the party and the people.
