The Sixth Plenary Session of the 15th Central Committee of the Communist Party of China analyzed the new situation and new tasks facing the party in the new century, focused on studying a number of major issues in strengthening and improving the party's work style, and made the following decisions.
1. The extreme importance and urgency of strengthening and improving the party’s work style
Our country has entered a new stage of development in building a moderately prosperous society in an all-round way and accelerating socialist modernization. The party is facing many new situations and new tests. With the end of the Cold War, economic development and scientific and technological progress, the international environment has undergone major changes. World multipolarity and economic globalization have developed tortuously. Competition in comprehensive national strength has become increasingly fierce. Various contradictions are complex and various ideological trends are stirring up each other. Hostile forces have stepped up their infiltration and sabotage activities against our country. With the deepening of reform and opening up and the development of the socialist market economy, the domestic environment has undergone major changes. Social and economic components, organizational forms, employment methods, interest relationships and distribution methods have become increasingly diversified, and new things and new problems have emerged one after another. With the development of the party and the country's cause, major changes have taken place in the party's ranks. New party members have increased significantly. The replacement of old and new cadres has continued, and a large number of young cadres have taken up leadership positions. These profound changes bring both opportunities and challenges.
Facing the complex domestic and international environment, if the party wants to unite and lead the people of all ethnic groups in the country, continue to promote modernization, complete the reunification of the motherland, safeguard world peace and promote common development, it must always represent the development requirements of China's advanced productive forces, represent the direction of China's advanced culture, and represent the fundamental interests of the vast majority of the Chinese people. Focusing on the two historic issues of improving the party's leadership and governance, and improving the ability to resist corruption and degeneration and resist risks, it must comprehensively promote the new great project of party building. In this way, the party will always be at the forefront of the times in the historical process of profound changes in the world situation, always become the backbone of the people of the country in the historical process of responding to various risks and tests at home and abroad, and always become the strong leadership core in the historical process of building socialism with Chinese characteristics.
Work style construction is an important part of party building. Our party has always attached great importance to the construction of work style. In the long-term practice of revolution and construction, it has formed and carried forward excellent styles of integrating theory with practice, close contact with the masses, criticism and self-criticism. This is a reflection of the party's vanguard nature of the working class and its purpose of serving the people wholeheartedly. It is a significant symbol that distinguishes the Communist Party of China from other political parties. It is also an important reason why the party has become stronger through repeated tempering.
Now, the party's style of work is generally good. Since the Third Plenary Session of the Eleventh Central Committee, our party has re-established the ideological line of emancipating the mind and seeking truth from facts, formed the basic line for the primary stage of socialism, and formulated a series of major policies that are in line with our country's national conditions and the interests of the people. The party's spiritual outlook has taken on a completely new look. The majority of party members are actively engaged in the great cause of building socialism with Chinese characteristics. On the basis of carrying forward the party's fine traditions, based on national conditions and facing the world, they are determined to reform and commit to development, promote democracy, act in accordance with the law, and inject new vitality into the construction of work style. my country's reform, opening up, and modernization drive have achieved world-renowned achievements, which are inseparable from the vanguard and exemplary role of the majority of party members in their selfless struggle and selfless dedication to the cause of the party and the people.
There are also some problems that need to be solved urgently in terms of the party's style of work. The main ones are: in some places, departments and leading cadres, dogmatism and bookishness are growing, formalism and bureaucracy are prevalent, fraud, false reporting and exaggeration are serious, the problems of arbitrary power, weakness and disorganization are prominent, and the phenomenon of abuse of power for personal gain and enjoyment is spreading. In the final analysis, these issues are divorced from reality and the masses, and their negative impact and consequences cannot be underestimated. History and reality have repeatedly told us that if the ruling party does not pay attention to the construction of work style and allows unhealthy trends to erode the body of the party, it will damage the relationship between the party and the masses and the relationship between the cadres and the masses, and even lose popular support and power.
We must have a clear and comprehensive assessment of the party's style of work. It is wrong to be pessimistic and disappointed if we fail to see the mainstream. It is dangerous to fail to see the seriousness of the problem, lose vigilance, and fail to make great efforts to solve it.
The problems existing in the party's style have complex and profound social and ideological roots. The party has been in power for a long time, and some people within the party have developed a tendency to become disconnected from the masses and become self-contained. Our country is in the primary stage of socialism. It is implementing reform and opening up and developing a socialist market economy. Many systems are still imperfect. The decadent bourgeois ideas and residual feudal ideas are corroding the ranks of the party. In some places and departments, party governance is not strict, ideological and political construction and organizational construction are not tightened, and management and supervision are weak. Some party members and cadres have relaxed their world view reform, their ideals and beliefs have been shaken, their revolutionary will has declined, and they cannot withstand the test of power, money, and beauty. The existence of these factors makes the task of building the party's style of work very arduous.
The style of the ruling party is related to the image of the party, the support of the people, and the life and death of the party and the country. All comrades in the party must be prepared for danger in times of peace, enhance their awareness of danger, and fully understand that strengthening and improving the party's style of work is an urgent need to fully implement the party's basic theory, basic line, basic program, and practice the important thought of "Three Represents." It is an inevitable requirement to create a new situation in reform, opening up, and modernization, and an important guarantee for the party's eternal invincibility. The whole party must adhere to the emphasis on study, politics, and integrity. While advancing the party's ideological and organizational construction, it must put the strengthening and improvement of the party's work style in a more prominent position and pay close attention to it.
2. The guiding ideology and main tasks of strengthening and improving the party’s work style
In the new stage of development, the guiding ideology and overall requirements for strengthening and improving the party's work style are: adhere to the guidance of Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory, follow the important thought of "Three Represents", closely focus on economic construction as the center and the overall situation of reform, development and stability, adhere to The party must manage the party and govern the party strictly, with the core of further close ties between the party and the people, with the goal of maintaining the party's advanced nature, purity and enhancing the party's creativity, cohesion and combat effectiveness, carrying forward its fine traditions, strengthening ideological education, promoting system construction, solving outstanding problems, and striving to raise the party's work style to a new level.
The core issue in strengthening and improving the party's work style is to maintain the flesh-and-blood ties between the party and the people. The greatest danger for a Marxist ruling party is to become divorced from the masses. The masses of the people are the source of strength and the foundation of victory for our party. Without the backing and support of the people, the party's cause and all its work will be out of the question. If the party wants to withstand the test of long-term governance, reform and opening up, and the development of a socialist market economy, it must always maintain close contact with the masses. At any time and under any circumstances, we must not change our stance of sharing our fate with the people, our purpose of serving the people wholeheartedly, and our historical materialist view of firmly believing that the masses are the real heroes must not be lost.
The construction of the party's style of work is not only a long-term and arduous task, but also a realistic and urgent task. The overall requirements must be combined with phased goals. At present and in the future, we must focus on the key points and concentrate on solving outstanding problems in the party's ideological style, study style, work style, leadership style and cadres' life style. The main tasks are: insist on emancipating the mind, seeking truth from facts, and opposing conformity and failure to make progress; persisting in integrating theory with practice and opposing copying and book-ism; persisting in close contact with the masses and opposing formalism and bureaucracy; The whole party must carry out fruitful work, fully implement these "eight insistences and eight objections", further pioneer and innovate, advance despite difficulties, care about the people, work hard, fight hard, resist corruption and prevent degeneration, so as to make new and obvious progress in the party's style, make new and obvious improvements in the relationship between the party and the masses and between cadres and the masses, so that the broad masses of the people can see the actual results and enhance their confidence.
3. Persist in emancipating the mind, seeking truth from facts, and opposing being conservative and not thinking about progress
To strengthen and improve the party's work style, we must put the construction of ideological style in the first place. Adhering to the ideological line and ideological style of emancipating the mind and seeking truth from facts is the fundamental requirement for the party to conform to the progressive trend of the times and always maintain its advanced nature. The whole party must proceed from the reality of the primary stage of socialism in my country and the constantly evolving international situation, seek truth and be pragmatic, forge ahead with determination, and strive to open up a new realm for the development of Marxist theory and create a new situation for the development of the party and the country.
There is no end to emancipating the mind and seeking truth from facts. The world is changing, my country's reform and construction are advancing, and the people's great practices are developing, which urgently requires us to further emancipate our minds and seek truth from facts. If the party cannot always stand at the forefront of the times and practice, the party's ideological theory cannot develop, the party's cause cannot advance, and we are in danger of being eliminated by the times. At present, some party members and cadres do not seriously study, understand and implement the party's theoretical line, principles and policies, do not pay attention to absorbing fresh experience created by the masses, do not respect objective laws, and their thoughts are seriously divorced from reality. Some are accustomed to thinking about problems and doing work solely in old ways and methods, lacking initiative and creativity; some are accustomed to doing things based on subjective will, acting blindly and recklessly, with serious arbitrariness and one-sidedness. This mental state and ideological style must be resolutely changed.
Emancipating the mind and seeking truth from facts means unswervingly implementing the basic line of economic construction, adhering to the four basic principles, and adhering to the basic line of reform and opening up. Practice is the only criterion for testing truth, and insist on using the "three favorable" judgments. The right and wrong of all aspects of work, consciously liberate ideological understanding from the shackles of those outdated concepts, practices and systems, liberate from the erroneous and dogmatic understanding of Marxism, liberate from the shackles of subjectivism and metaphysics, and enable our Thoughts and actions should be more consistent with objective reality and make the party's lines, principles and policies more consistent with the national conditions in the primary stage of socialism; it is to study new situations and solve new problems in accordance with Marxist practical perspectives and development perspectives, correctly understand and properly handle the contradictions between productivity and production relations, economic base and superstructure, and constantly push forward various reforms; it is to observe the current world and contemporary China from a broad perspective, carry out work with ideas and enterprising spirit that keep pace with the times, and constantly promote theoretical innovation, institutional innovation and scientific and technological innovation.
To emancipate the mind and seek truth from facts, we must unify adhering to the basic theory of Marxism with enriching and developing Marxism. We must adhere to the scientific system of Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory, adhere to the worldview and methodology of dialectical materialism and historical materialism, and adhere to the basic principles and basic viewpoints that reflect the laws of development of human society. Marxism has the theoretical quality to keep pace with the times and is a constantly developing science. It cannot ignore historical conditions and reality and stick to certain individual conclusions and specific action programs put forward by classic writers under specific historical conditions and in response to specific situations. It is necessary to establish a strong sense of innovation, summarize fresh experiences, actively make theoretical generalizations, correctly answer problems that urgently need to be solved in practice, continuously promote the sinicization of Marxism, enrich and develop Marxism, and enhance the persuasiveness and combat effectiveness of Marxism.
To emancipate the mind and seek truth from facts, we must resolutely overcome the interference of various erroneous ideological tendencies, and persist in opposing "left" by "left" and opposing right by right. The right mainly negates the four basic principles and engages in bourgeois liberalization; the "left" mainly focuses on rigid thinking and describes reform and opening up as the introduction and development of capitalism. Under the new situation, both the "left" and the right will have new manifestations. All comrades in the party should keep a clear head and be wary of the right, but the main thing is to prevent "left".
It is necessary to further create a vivid situation in the whole party that encourages emancipating the mind and seeking truth from facts. We must carry out in-depth education on the history of the development of Marxism, especially the practice of our party's continuous promotion of theoretical innovation to educate party members and cadres. We must persist in carrying out education on the party's ideological line, education on basic national conditions and basic lines, and education on international and domestic situations. Study and research issues, encourage open minds, express your opinions, and conduct discussions by presenting facts and reasoning. We advocate diligent thinking, courage to explore, and the courage to innovate, and to focus on reality, tell the truth, do practical things, and seek practical results. Efforts should be made to form an atmosphere of serious study, democratic discussion, active exploration and truth-seeking and pragmatism throughout the party.
4. Insist on integrating theory with practice and oppose copying and bookism
Combining theory with practice is the Marxist style of study that the party has always adhered to, and is the key to the party's strong creativity. Vigorously promoting this style of study and improving the party's Marxist theoretical level and ability to solve practical problems is a basic task for strengthening and improving the party's work style. All comrades in the party must study hard and integrate theory with practice, study and application, speech and action, and carry out work creatively.
Strengthening the study of Marxist theory and striving to master and apply Marxist positions, viewpoints, and methods have always been an important political task for the entire party. We must persist in arming the whole party with Marxism-Leninism, Mao Zedong Thought, and Deng Xiaoping Theory, study the important thought of "Three Represents" in depth, constantly deepen our understanding of the laws governing the Communist Party, the laws of socialist construction, and the laws of the development of human society. While transforming the objective world, we must constantly transform the subjective world and firmly establish a correct world outlook, outlook on life, and values. It is necessary to combine the study of theory with the summary of practical experience, with the study of the history of the Party, Chinese history and world history, and with the study of contemporary economy, science and technology, culture and other knowledge. Leading cadres, especially those who take new positions, must carefully study and master the principles, policies, laws and regulations related to their jobs. All new scientific experiences, new ideas, and new achievements from various countries around the world must be actively studied and learned from, but they must not be copied out of consideration for national conditions. Leading cadres, especially Central Committee members and provincial and ministerial-level cadres, must set an example in learning, lay a solid foundation in Marxist theory, strengthen ideals and beliefs, improve political acumen and political discernment, and enhance the principle, systematicness, predictability and creativity of their work. We must resolutely correct the tendency to despise theory, neglect learning, and relax the transformation of worldviews.
The purpose of learning is all about application. All comrades in the party, especially leading cadres, must use their brains to focus on reform, opening up, modernization and what we are doing, focus on the application of Marxism, focus on theoretical thinking on practical problems, focus on new practices and developments, and effectively solve the practical problems existing in this region and this department. We must resolutely implement the party's line, principles, policies and the central government's work arrangements, and carry out work creatively based on the specific realities of the region and department. Leading cadres must deepen their understanding of China's national conditions, strive to grasp the laws of economic and social development, and enhance their ability to control the overall situation and respond to risks. Learning status, especially the ability to use theory to solve practical problems, should be regarded as an important part of the assessment of cadres. We resolutely oppose the bookish tendency of copying and repeating what is written.
Institutionalization of learning is a powerful guarantee for strengthening learning. It is necessary to establish a leadership responsibility system for theoretical study and strictly supervise and inspect. Establish and improve the learning system for the central group of the party committee, the on-the-job self-study system for leading cadres, and the theoretical study and assessment system for cadres. Focus on the learning of leading cadres, especially young cadres. Earnestly implement the provisions for regular off-the-job training for leading party and government cadres above the county level and for new leadership team members to study in party schools, administrative colleges and other cadre training institutions. In accordance with the requirements of improving theoretical literacy, establishing a world perspective, cultivating strategic thinking, strengthening party spirit, and enhancing the ability to solve practical problems, we should improve teaching methods, improve training quality, and cultivate a good study style.
Vigorously strengthen investigation and research work. Party and government leading organs at all levels must establish and improve investigation and research systems, formulate and implement investigation and research plans. Provincial and ministerial-level leading cadres should spend at least one month each year, and city (prefecture) and county party and government leading cadres should spend more than two months each year to conduct in-depth grassroots research, sum up experience, explore patterns, guide work, and solve problems. Investigation and research should improve methods and quality, strive to understand the real situation, and master first-hand materials. The main leading cadres of the party and government at the county level and above must take matters into their own hands and write research reports with situation, analysis and insights. The main responsible comrades of provinces, autonomous regions, municipalities directly under the Central Government and central departments must submit research materials and decision-making suggestions to the central government every year.
5. Insist on close contact with the masses and oppose formalism and bureaucracy
Close contact with the masses is the party’s fine style and political advantage. Everything is for the masses, everything relies on the masses, from the masses, to the masses, concentrate and persevere, which is the party's fundamental work line. The entire Party must unswervingly implement the Party's mass line, mobilize and organize the masses extensively and deeply, implement the Party's principles and policies, and unswervingly safeguard and realize the fundamental interests of the overwhelming majority of the people.
At present, to adhere to the party's mass line and maintain close contact with the masses, we must resolutely overcome formalism and bureaucracy. The key to formalism is that it is greedy for fame, not practical and effective, and wastes people and money. The key to bureaucracy is to be divorced from the masses, divorced from reality, and act like an official. Bureaucracy leads to formalism, and formalism fuels bureaucracy, which has become a major scourge affecting the development of our career.
To overcome the stubborn problems of formalism and bureaucracy, we must start from strengthening education and raising awareness, starting with leading organs and leading cadres. Subjectivism, individualism, and "official-oriented" consciousness are the ideological roots of formalism and bureaucracy, and must be resolutely overcome. Leading organs and leading cadres at all levels must firmly establish the view that our power is conferred by the people, and that seeking the interests of the people is the starting point and destination of all activities of the Communists. In all work, we must adhere to the consistency of respecting the laws of social development and respecting the people's dominant position in history, persisting in the consistency of striving for lofty ideals and seeking the interests of the overwhelming majority of the people, persisting in the consistency of completing the party's various tasks and realizing the interests of the people, correct the attitude towards the masses, enhance feelings for the masses, and improve the consciousness of implementing the party's mass line.
The most important thing in keeping close contact with the people is to understand the people's sentiments, understand public opinion, pool the people's wisdom, cherish the people's strength, and sincerely seek the interests of the people. Cadres at all levels must listen to the voices of the masses, care about their sufferings, keep the safety and welfare of the masses in mind at all times, safeguard the economic, political and cultural rights and interests of the people, and strive to do practical things for the masses. We must pay special attention to people who encounter difficulties in work and life and provide focused assistance. It is necessary to go deep into the grassroots level, strengthen work guidance, and be good at doing mass work under new conditions. It is necessary to go to places where the work situation is good to sum up experience, and it is even more necessary to go to places where there are many problems and sharp contradictions to solve problems together with cadres and the masses. It is necessary to guide and support the further development of the people in the first-rich areas, and more importantly, we must care for and help the poor people in poor areas get rid of poverty and become rich. We must be determined to reform and boldly enterprising, but we must also pay attention to ensuring that the intensity of reform and the speed of development are consistent with the tolerance of the people. It is necessary to publicize and educate the masses, and it is also necessary to learn from the people's noble character and intelligence. When going deep into the masses, we must pay attention to practical results, do not increase the burden on the grassroots and the masses, and resolutely oppose any pretense.
Diligence for the people and hard work are the fundamental requirements for keeping close contact with the masses. Party members and cadres must enhance their sense of professionalism and responsibility, adhere to a scientific attitude and a realistic spirit, and do their work conscientiously. Young cadres, in particular, must withstand the test in practice and use their energy to serve the people diligently. We must work hard, work hard, tell the truth and report the truth, and avoid impetuousness and exaggeration. Implementation should be regarded as a key link in advancing all work, and the central government’s decisions and arrangements should be turned into practical actions by party organizations at all levels and the masses. We must cherish human, financial and material resources, focus on solving the urgent tasks of the country and the people, and oppose "image projects" and "achievement projects" that are flashy and divorced from reality. Correctly understand and evaluate the performance of cadres, establish and improve scientific assessment standards, and resolutely put an end to the unhealthy tendencies of fraud, deception, and pursuit of fame and fortune. For decisions involving the vital interests of the masses, the opinions of the masses must be fully listened to. It is not allowed to make unrealistic demands to subordinates, it is not allowed to force orders, it is strictly forbidden to bully the people, and it is necessary to effectively solve the problems of rough work style and unfair treatment.
Improving the system of contacting the masses is an important issue in adhering to the party’s mass line under the new situation. It is necessary to broaden the channels for reflecting social conditions and public opinion. Party and government leading organs must adhere to the mass reception day system, and leading cadres must personally handle letters and visits. Adhere to the system of leading cadres to work at the grassroots level, especially in poverty-stricken areas, for training and assistance. By deepening reforms, we will further resolve issues such as buck-passing and low efficiency caused by overlapping agencies and overlapping functions. Improve the service quality of grassroots units and leading agencies at all levels that directly face the masses.
Improve leadership styles and working methods. Determined to streamline meetings and documents, and improve meeting style and writing style. Starting from the central government, we should reduce meeting expenses, control the size of meetings, improve meeting quality, and reduce document presentations. Leading cadres of the party and government will not participate in various social celebrations, ribbon-cutting, and welcome and send-off activities. Leading cadres at the grassroots level must follow the rules in a simple manner, reduce the number of companions, and are not allowed to receive services beyond the standard.
6. Adhere to the principle of democratic centralism and oppose arbitrariness, weakness and laxity
Democratic centralism is the party’s fundamental organizational system and leadership system. Fully developing democracy and safeguarding centralism and unity are important links in strengthening and improving the party's work style. It is necessary to further strengthen the education of democratic centralism in the entire party, especially among leading cadres, establish, improve and strictly implement the specific system of democratic centralism, adhere to and improve the various norms of political life within the party, implement the combination of centralization on the basis of democracy and democracy under centralized guidance, and strive to create a lively political situation that has both centralization and democracy, both discipline and freedom, and both unity of will and personal comfort.
Developing inner-party democracy and giving full play to the enthusiasm, initiative and creativity of the majority of party members and party organizations at all levels are important guarantees for the prosperity of the party's cause. It is necessary to protect the democratic rights of party members, expand intra-party democratic channels, enable party members to have a better understanding of and participate in intra-party affairs, and strengthen supervision of the party's leading organs and leading cadres. All major issues in the work of the party organization should strive to organize discussions among the majority of party members and fully listen to their opinions. Establish an effective mechanism to ensure that the opinions of grassroots party members and lower-level party organizations are promptly reflected to higher-level party organizations. Higher-level party organizations should fully listen to the opinions of party members and lower-level party organizations, brainstorm ideas, and improve work. Actively promote the development of people's democracy through the development of intra-party democracy.
Collective leadership, democratic centralization, individual deliberation, and meeting decisions are the basic systems for internal discussion and decision-making of the party committee and must be implemented seriously. Collective leadership and democratic centralism are the highest principles of party leadership, and individual deliberation and meeting decisions are important methods and procedures. It is necessary to give full play to the role of the Party Congress and the plenary meetings of the Party Committee. Major issues must be submitted to the Standing Committee of the Party Committee for collective discussion and decision, and issues involving the overall situation and long-term issues should also be submitted to the plenary session of the Party Committee for discussion and decision. Actively promote scientific and democratic decision-making, and improve the decision-making level and work efficiency of the party committee. When discussing and deciding issues, democracy must be fully developed, opinions must be widely listened to, and prescribed procedures must be strictly followed. Leaders who violate decision-making procedures and cause major mistakes will be held accountable. Party committees should strive to master the leadership art, leadership methods and leadership methods that adapt to the requirements of the new situation and new tasks. Party committee secretaries must set an example for the implementation of democratic centralism, have the overall situation in mind, have a democratic style, be resourceful and decisive, know people well and do a good job in unity and coordination. Party committee members must enhance their overall concept, effectively perform their duties, actively participate in collective leadership, and implement the individual division of labor and responsibility system under collective leadership. Regardless of their position, leading cadres are not allowed to be above the organization, act arbitrarily, and are not allowed to act on their own initiative or act without authorization against collective decisions. We must resolutely overcome weakness and laxity such as discussion but no decision, no decision, and serious internal friction.
Overseeing the overall situation and coordinating all parties are the basic principles for the central and local party committees to play the core leadership role in various organizations at the same level, and must always be adhered to. Party committees must organically integrate upholding the party's leadership with promoting people's democracy, acting strictly in accordance with the law, and respecting objective laws. They must be good at coordinating relationships, gathering strength, mobilizing the enthusiasm of all parties, and supporting various organizations at the same level to carry out their work in accordance with the law and their respective charters and give full play to their roles. Party organizations and party members and cadres in people's congresses, governments, political consultative conferences and people's organizations at all levels, as well as other organizations, must strengthen their party concepts and resolutely implement the party's line, principles, policies and party committee decisions. We must uphold and improve the People's Congress system and the multi-party cooperation and political consultation system under the leadership of the Communist Party, and resolutely resist the influence of Western political models such as the multi-party system and the tripartite power.
The centralized unity of the party and the country is the fundamental interest of the people of all ethnic groups in the country and must be resolutely safeguarded. Profound changes in the international environment, reform and opening up, and the in-depth development of the socialist market economy have put forward new requirements for maintaining the centralization and unity of the party and the country. We must adhere to the principle that individuals obey the organization, the minority obeys the majority, lower-level organizations obey higher-level organizations, and the entire Party obeys the Party’s National Congress and Central Committee. The most important of the "four obediences" is that the whole party obeys the Central Committee. The Party and the country’s guiding ideology, goals, major policies, legal systems, and important work arrangements must be unified throughout the Party and the country. All localities and departments must act within the overall situation.
