Now, on behalf of the 15th Central Committee of the Communist Party of China, I will make a report to the Congress.

The 16th National Congress of the Communist Party of China is the first congress held by our party in the new century. It is also a very important congress convened by our party under the new situation of starting to implement the third step of the strategic deployment of socialist modernization.

The theme of the conference is:Hold high the great banner of Deng Xiaoping Theory, fully implement the important thought of "Three Represents", carry forward the past and forge ahead, keep pace with the times, build a moderately prosperous society in an all-round way, accelerate socialist modernization, and strive to create a new situation in the cause of socialism with Chinese characteristics.

When human society enters the 21st century, our country has entered a new stage of development in building a moderately prosperous society in an all-round way and accelerating socialist modernization. The international situation is undergoing profound changes. The trend of world multipolarization and economic globalization is developing in twists and turns, science and technology are advancing with each passing day, and competition in comprehensive national strength is becoming increasingly fierce. The situation is compelling and if we don’t advance, we will retreat. Our party must stand firmly at the forefront of the trend of the times, unite and lead the people of all ethnic groups in the country, achieve the three historical tasks of advancing modernization, completing the reunification of the motherland, safeguarding world peace and promoting common development, and realize the great rejuvenation of the Chinese nation on the road of socialism with Chinese characteristics. This is the solemn mission entrusted to our party by history and the times.

　　1. Work in the past five years and basic experience in thirteen years

The five years since the 15th National Congress have been five years in which we have held high the great banner of Deng Xiaoping Theory and continued to innovate. They have been five years in which we have withstood the test of various difficulties and risks and continued to advance successfully along the path of socialism with Chinese characteristics.

The 15th National Congress established Deng Xiaoping Theory as the party’s guiding ideology, put forward the party’s basic program in the primary stage of socialism, and clarified the goals and tasks for our country’s cross-century development. In order to implement the spirit of the 15th National Congress, the Central Committee held seven plenary sessions to make decisions and arrangements on major issues such as agriculture and rural work, the reform and development of state-owned enterprises, the formulation of the "10th Five-Year Plan", and strengthening and improving the party's work style. Over the past five years, we have gone through an extraordinary journey and made great achievements in reform, development, stability, domestic affairs, foreign affairs, national defense, and governance of the party, country, and military.

　　The national economy continues to develop rapidly and healthily.Implementing the policy of expanding domestic demand, adopting proactive fiscal policies and prudent monetary policies at an appropriate time, overcoming the adverse effects of the Asian financial crisis and world economic fluctuations on our country, and maintaining rapid economic growth. The strategic adjustment of the economic structure has achieved results, the basic position of agriculture has continued to be strengthened, traditional industries have been upgraded, and the development of high-tech industries and modern service industries has accelerated. A large number of infrastructure projects such as water conservancy, transportation, communications, energy and environmental protection have been built. Important progress has been made in the development of the western region. Economic benefits have been further improved and fiscal revenue has continued to grow. The "Ninth Five-Year Plan" was successfully completed and the "Tenth Five-Year Plan" got off to a good start.

　　Reform and opening up have achieved fruitful results.The socialist market economic system has been initially established. The public-owned economy has further grown, and the reform of state-owned enterprises has steadily advanced. The individual, private and other non-public economies have developed rapidly. The construction of the market system is in full swing, the macro-control system is continuously improved, and the pace of transformation of government functions is accelerated. Reforms in fiscal and taxation, finance, circulation, housing and government institutions continued to deepen. The open economy has developed rapidly, and the scale of w88 in goods and services and capital flows has expanded significantly. The country's foreign exchange reserves have increased significantly. my country's accession to the WTO has entered a new stage of opening up.

　　Remarkable results have been achieved in the construction of socialist democratic politics and spiritual civilization.The construction of democracy and legal system continues to advance, and the reform of the political system takes new steps. The patriotic united front has grown stronger, and new progress has been made in ethnic, religious and overseas Chinese affairs. Comprehensive management of social security has achieved new results. Science and technology, education, culture, health, sports, family planning and other undertakings have made comprehensive progress. Publicity and public opinion work and ideological and moral construction have been continuously strengthened, and the spiritual and cultural life of the masses has become increasingly enriched.

　　New steps have been taken in national defense and military construction.The People's Liberation Army continues to strengthen its revolutionary, modernization and regularization efforts, and its national defense strength and military defense combat capabilities have been further improved. The army, armed police and militia play an important role in defending and building the motherland.

　　People's lives have generally reached a moderately prosperous level.The income of urban and rural residents has grown steadily. The urban and rural markets are prosperous, the supply of goods is abundant, the quality of life of residents has improved, and the basic necessities of life have been greatly improved. The construction of social security system has achieved remarkable results. The "87" poverty alleviation plan has been basically completed.

　　The great cause of reunification of the motherland has made new progress.The Chinese government has resumed the exercise of sovereignty over Macau. Adhering to the policy of "one country, two systems" and strictly implementing the Basic Law of the Hong Kong Special Administrative Region and the Basic Law of the Macao Special Administrative Region, Hong Kong and Macao enjoy social and economic stability. Personnel exchanges and economic and cultural exchanges across the Taiwan Strait have been continuously strengthened. The struggle against "Taiwan independence" and other separatist attempts has been carried out in depth.

　　Creating a new situation in foreign affairs work.In accordance with the development and changes of the international situation, my country's international status has been further improved by adhering to correct foreign principles and policies, conducting extensive bilateral and multilateral diplomacy, and actively participating in international exchanges and cooperation.

　　Party building has been comprehensively strengthened.The whole party has continued to study Deng Xiaoping Theory in depth. We proposed and profoundly elaborated on the important thinking of "Three Represents". The "Three Lectures" centralized education and the "Three Represents" study and education activities have been very effective. The party's ideological, organizational and work style construction has been comprehensively advanced, and ideological and political work has been strengthened. The reform of the cadre system has taken new steps. The construction of clean government and the fight against corruption have been carried out in depth and new and obvious results have been achieved.

Practice has proved that all major decisions made by the Central Committee since the 15th National Congress and the 15th National Congress are correct and in line with the fundamental interests of the overwhelming majority of the people. Our achievements are the result of the joint efforts of the entire party and people of all ethnic groups in the country, and have laid a more solid foundation for the future development of the party and the country.

We must clearly see that there are still many difficulties and problems in our work. The income growth of farmers and some urban residents is slow, the number of unemployed people is increasing, and the lives of some people are still very difficult; the income distribution relationship has not been straightened out; the market economic order needs to be further rectified and standardized; the social security situation in some places is not good; the formalism, bureaucratic style, fraud, extravagance and waste of some party members and leading cadres are quite serious, and some corruption is still prominent; the party's leadership and governance methods are not fully adapted to the requirements of the new situation and new tasks, and some party organizations are weak and scattered. We must attach great importance to existing problems and continue to take effective measures to solve them.

The achievements in the past five years have been achieved on the basis of reform and opening up, especially the practice since the Fourth Plenary Session of the 13th Central Committee of the Communist Party of China in 1989. Over the past thirteen years, the international situation has been changing rapidly, and the process of my country's reform, opening up, and modernization has been magnificent. In the late 1980s and early 1990s, serious political turmoil occurred in the country, drastic changes occurred in Eastern Europe, the disintegration of the Soviet Union, and world socialism experienced serious twists and turns. The development of my country's socialist cause faced unprecedented difficulties and pressure. At this important historical juncture that determines the future and destiny of the party and the country, the Party Central Committee has firmly relied on all comrades in the party and the people of all ethnic groups in the country, adhered to the line unswervingly since the Third Plenary Session of the 11th Central Committee, successfully stabilized the overall situation of reform and development, and safeguarded the great cause of socialism with Chinese characteristics. After Comrade Deng Xiaoping's speech in the south, the 14th National Congress established the reform goal of the socialist market economic system, and reform, opening up, and modernization entered a new stage. Developing a market economy under socialist conditions is an unprecedented great initiative. It is a historic contribution made by Chinese Communists to the development of Marxism. It reflects the great courage of our party to persist in theoretical innovation and keep pace with the times. The transformation from the planned economic system to the socialist market economic system has achieved a new historic breakthrough in reform and opening up, and opened up a new situation in my country's economic, political and cultural development. After the death of Comrade Deng Xiaoping, we held high the great banner of Deng Xiaoping Theory, forged ahead, and comprehensively pushed the cause of socialism with Chinese characteristics into the 21st century.

Over the past thirteen years, we have unified our thinking, clear goals, and solid work, and have achieved major historic achievements. In 2001, my country's GDP reached 9593.3 billion yuan, nearly twice that of 1989, with an average annual growth rate of 9.3%, and the country's economic aggregate ranks sixth in the world. People's lives have generally achieved a historic leap from subsistence and clothing to moderate prosperity. It is generally recognized that these thirteen years were a period in which my country's comprehensive national strength greatly increased and its people benefited the most. It was a period in which my country's society maintained long-term stability and unity, and the government was well-connected and people-friendly. It was a period in which my country's international influence significantly expanded and national cohesion was greatly enhanced. The arduous efforts and great achievements made by our party and our people have attracted worldwide attention and will surely be recorded in the glorious history of the great rejuvenation of the Chinese nation.

Looking back on the past thirteen years, the road we have traveled has been very uneven, and the achievements have been hard-won. We calmly responded to a series of international emergencies related to our country's sovereignty and security, overcame difficulties and risks in the political, economic and natural fields, withstood test after test, eliminated all kinds of interference, and ensured that the ship of reform, opening up, and modernization always moved forward in the right direction. We can achieve such a victory by relying on the correct guidance of the party's basic theory, basic line and basic program, relying on the party's high degree of unity and unity, and relying on the tenacious struggle of the entire party and the people of all ethnic groups in the country.

Here, on behalf of the Central Committee of the Communist Party of China, I would like to express my heartfelt thanks to the people of all ethnic groups in the country, to all democratic parties, people's organizations and patriots from all walks of life, to our compatriots in the Hong Kong Special Administrative Region, Macao Special Administrative Region, Taiwan and overseas Chinese, and to all friends from all over the world who care about and support China's modernization drive!

Thirteen years of practice have deepened our understanding of what socialism is, how to build socialism, what kind of party to build, and how to build a party, and we have accumulated very valuable experience.

　　(1) Adhere to the guidance of Deng Xiaoping Theory and continuously promote theoretical innovation.Deng Xiaoping Theory is our banner, and the party’s basic line and basic program are the fundamental guidelines for all work. No matter what difficulties and risks we encounter, we must adhere to the party's basic theory, basic line and basic program unswervingly. Persist in arming the whole party and educating the people with Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory, constantly emancipate the mind, seek truth from facts, advance with the times, pioneer and innovate, respect the initiative of the masses, and test and develop the party's theory, line, principles and policies through practice。

(2) Adhere to economic construction as the center and use development methods to solve problems in progress.Development is the last word. We must seize every opportunity to accelerate development. Development requires new ideas. Adhere to the policy of expanding domestic demand, implement the strategy of rejuvenating the country through science and education and sustainable development, achieve the unity of speed and structure, quality and efficiency, and coordinate economic development with population, resources and environment. On the basis of economic development, promote all-round social progress, continuously improve people's living standards, and ensure that the people share the fruits of development.

　　(3) Adhere to reform and opening up and constantly improve the socialist market economic system.Reform and opening up is the path to a strong country. We must unswervingly advance reforms in all aspects. Reforms should be based on reality, advance as a whole, make key breakthroughs, proceed step by step, and focus on system construction and innovation. Adhere to the reform direction of the socialist market economy and allow the market to play a fundamental role in resource allocation under national macro-control. Adhere to the combination of "bringing in" and "going out", actively participate in international economic and technological cooperation and competition, and continuously improve the level of opening up to the outside world.

　　(4) Adhere to the four basic principles and develop socialist democratic politics.The four basic principles are the foundation of the country. Uphold the leadership of the Communist Party of China, consolidate and improve the state system of the people's democratic dictatorship and the people's congress system, adhere to and improve the multi-party cooperation and political consultation system under the leadership of the Communist Party, and the system of regional ethnic autonomy. Promote the reform of the political system, develop democracy, improve the legal system, govern the country according to law, build a socialist country under the rule of law, and ensure that the people exercise their right to be the masters of their own country.

　　(5) Adhere to both material and spiritual civilization, and implement the combination of governing the country by law and governing the country by virtue.Socialist spiritual civilization is an important feature of socialism with Chinese characteristics. We must be based on China's reality, inherit the excellent traditions of national culture, absorb the beneficial achievements of foreign culture, build socialist spiritual civilization, continuously improve the ideological and moral quality and scientific and cultural quality of the entire nation, and provide strong spiritual motivation and intellectual support for modernization.

　　(6) Adhere to the overriding policy of stability and correctly handle the relationship between reform, development and stability.Stability is the prerequisite for reform and development. It is necessary to unify the intensity of reform, the speed of development and the level of social affordability, and regard the continuous improvement of people's lives as an important link in handling the relationship between reform, development and stability, promote reform and development while maintaining social stability, and promote social stability through reform and development.

　　(7) Uphold the party’s absolute leadership over the military and follow the path of elite troops with Chinese characteristics.The people's army is the strong pillar of the people's democratic dictatorship. In accordance with the general requirements of being politically qualified, militarily competent, with good work style, strict discipline, and strong support, we focus on winning the battle without deterioration, focus on strengthening the army through science and technology, comprehensively promote revolutionary modernization and regularization, and ensure that the army is always loyal to the Party, socialism, the motherland, and the people.

　　(8) Persist in uniting all forces that can be united and continuously enhance the cohesion of the Chinese nation.Hold high the banner of patriotism and socialism, strengthen the great unity of the people of all ethnic groups in the country, and consolidate and develop the broadest patriotic united front. Strengthen unity with democratic parties and people without party affiliation, do a good job in ethnic affairs, religious affairs and overseas Chinese affairs, adhere to the "one country, two systems" policy, mobilize all positive factors, and work together to complete the great cause of the reunification of the motherland and realize the great rejuvenation of the Chinese nation.

　　(9) Adhere to an independent foreign policy of peace, maintain world peace and promote common development.Always put the country’s sovereignty and security first. On the basis of the Five Principles of Peaceful Coexistence, we will develop friendly and cooperative relations with other countries, oppose hegemonism and power politics, and promote the establishment of a fair and reasonable new international political and economic order. We should handle international affairs in accordance with the principles of calm observation and calm response and the spirit of mutual respect and seeking common ground while reserving differences, respect the diversity of the world, promote the democratization of international relations, and strive for a peaceful international environment and a good surrounding environment.

　　(10) Persist in strengthening and improving the party’s leadership and comprehensively promote the new great project of party building.To govern the country, we must first govern the party, and we must be strict in governing the party. Adhere to the nature and purpose of the Party, strengthen and improve Party building in the spirit of reform, continuously improve the Party's leadership and governance, improve its ability to resist corruption, prevent degeneration and withstand risks, persist in the fight against corruption, maintain the flesh-and-blood ties between the Party and the people, and maintain the Party's advanced nature, purity, and unity.

The above ten points are the basic experiences that the party must adhere to when leading the people in building socialism with Chinese characteristics. These experiences, combined with the historical experience since the founding of the party, can be summed up as follows: our party must always represent the development requirements of China's advanced productive forces, represent the direction of China's advanced culture, and represent the fundamental interests of the overwhelming majority of the Chinese people. This is an inevitable requirement for upholding and developing socialism and an inevitable conclusion of our party’s arduous exploration and great practice.

　2. Comprehensively implement the important thought of "Three Represents"

To create a new situation in the cause of socialism with Chinese characteristics, we must hold high the great banner of Deng Xiaoping Theory and persist in implementing the important thought of "Three Represents." The important thought of "Three Represents" is the inheritance and development of Marxism-Leninism, Mao Zedong Thought and Deng Xiaoping Theory. It reflects the new requirements of the development and changes of the contemporary world and China for the work of the party and the state. It is a powerful theoretical weapon to strengthen and improve party building and promote the self-improvement and development of socialism in our country. It is the crystallization of the collective wisdom of the whole party and a guiding ideology that the party must adhere to for a long time. Always achieving the "Three Represents" is the foundation of our party's founding, the foundation of its governance, and the source of its strength.

The important thought of "Three Represents" was put forward on the basis of scientific judgment of the party's historical position. Our party has gone through revolution, construction and reform, and has transformed from a party that leads the people in the struggle to seize national power to a party that leads the people to seize national power and be in power for a long time; from a party that leads national construction under conditions of external blockade and planned economy, to a party that leads national construction under conditions of opening up to the outside world and developing a socialist market economy. We must focus on the history, current situation and future of China and the world, accurately grasp the characteristics of the times and the Party's tasks, scientifically formulate and correctly implement the Party's line, principles and policies, conscientiously study and solve problems in promoting the progress of Chinese society and strengthening Party building, so as to neither cut off history nor lose the direction, neither lag behind the times nor surpass the stage, so that our cause will continue to move from victory to victory.

The key to implementing the important thought of "Three Represents" is to keep pace with the times, the core is to uphold the party's advanced nature, and the essence is to persist in governing for the people. All comrades in the party must firmly grasp this fundamental requirement and continuously enhance their consciousness and determination in implementing the important thought of "Three Represents".

　　(1) To implement the important thought of "Three Represents", the whole party must always maintain a mental state of advancing with the times and constantly open up new realms for the development of Marxist theory.Adhering to the party's ideological line, emancipating the mind, seeking truth from facts, and advancing with the times are the decisive factors for our party to maintain its advanced nature and enhance creativity. Keeping pace with the times means that all the party's theories and work must reflect the characteristics of the times, grasp regularities, and be creative. Whether we can always achieve this will determine the future and destiny of the party and the country.

Innovation is the soul of a nation’s progress, the inexhaustible driving force for a country’s prosperity, and the source of eternal vitality for a political party. The world is changing, my country's reform, opening up and modernization are advancing, and the people's great practices are developing. This urgently requires our party to use the theoretical courage of Marxism to summarize new experiences in practice, learn from the beneficial achievements of contemporary human civilization, and constantly expand new horizons and make new generalizations in theory. Only in this way can the party's ideological theory guide and inspire the whole party and the people of the country to continuously advance the cause of socialism with Chinese characteristics. Theoretical innovation based on practice is the forerunner of social development and change. Promote institutional innovation, technological innovation, cultural innovation and other innovations through theoretical innovation, constantly explore and advance in practice, and never be complacent or slack off. This is the way to govern the party and the country that we must adhere to in the long term.

Innovation requires constantly emancipating the mind, seeking truth from facts, and advancing with the times. There is no end to practice, and there is no end to innovation. If we want to break through our predecessors, future generations will inevitably break through us. This is the inevitable law of social progress. We must adapt to the development of practice, test everything with practice, and consciously liberate our thoughts and understandings from the shackles of outdated concepts, practices and systems, liberate ourselves from erroneous and dogmatic understandings of Marxism, and liberate ourselves from the shackles of subjectivism and metaphysics. We must adhere to the basic principles of Marxism and write a new theoretical chapter, carry forward the revolutionary tradition and create fresh experience. He is good at unifying his thoughts while emancipating his mind and using the developing Marxism to guide new practice.

　　(2) To implement the important thought of "Three Represents", we must regard development as the party's top priority in governing and rejuvenating the country, and constantly create new situations in modernization drive.The Marxist ruling party must attach great importance to liberating and developing productive forces. Without development, it is impossible to uphold the party's advanced nature, give full play to the advantages of the socialist system, and achieve a prosperous people and a strong country. The party's advanced nature is concrete and historical, and must be examined in the context of promoting the development of advanced productive forces and advanced culture in contemporary China, and in the struggle to safeguard and realize the fundamental interests of the overwhelming majority of the people. In the final analysis, it depends on the party's role in promoting historical progress.

Whether our party can lead the people to carry out modernization in a large developing country with backward economy and culture like China, and solve development problems directly has a direct bearing on the support of the people and the success or failure of the cause. To shoulder the historical responsibility of promoting China's social progress, the party must always firmly grasp development, which is the top priority of governing and rejuvenating the country, and implement the party's advanced nature and the advantages of the socialist system to develop advanced productive forces, develop advanced culture, and realize the fundamental interests of the overwhelming majority of the people, promote all-round social progress, and promote all-round human development. By firmly grasping this point, we can fundamentally grasp the people's aspirations and grasp the essence of socialist modernization, so that the important thinking of the "Three Represents" can be continuously implemented, the party's ruling status can be continuously consolidated, and the requirements of strengthening the country and enriching the people can be continuously realized.

Development must adhere to economic construction as the center, be based on China's reality, conform to the trend of the times, and constantly explore new ways to promote the development of advanced productive forces and advanced culture. Development must adhere to and deepen reform. All ideas and concepts that hinder development must be resolutely broken, all practices and regulations that restrict development must be resolutely changed, and all institutional shortcomings that affect development must be resolutely eradicated. Development must trust and rely on the people. The people are the driving force for the advancement of history. It is necessary to pool the wisdom and strength of the people across the country, concentrate on construction, and pursue development wholeheartedly.

　　(3) To implement the important thought of "Three Represents", we must mobilize all positive factors in the broadest and most complete manner to continuously add new strength to the great rejuvenation of the Chinese nation.The interests of the greatest number of people and the enthusiasm and creativity of the entire society and the entire nation have always been the most decisive factors in the development of the cause of the party and the country. In the process of profound changes in our country's society and the rapid development of the cause of the party and the country, it is crucial to properly handle the interests of all parties and fully mobilize and condense all positive factors.

With the deepening of reform and opening up and the development of economy and culture, the ranks of our country’s working class have continued to grow and their quality has continued to improve. The working class, including intellectuals, and the vast majority of farmers have always been the fundamental force that promotes the development of my country's advanced productive forces and overall social progress. Entrepreneurs and technical personnel of private science and technology enterprises, management and technical personnel employed by foreign-funded enterprises, self-employed individuals, private business owners, employees of intermediary organizations, freelancers and other social classes that emerged during social changes are all builders of the cause of socialism with Chinese characteristics. People from all walks of life who have contributed to the prosperity of the motherland must be united, their entrepreneurial spirit must be encouraged, their legitimate rights and interests must be protected, and outstanding elements among them must be commended, and efforts must be made to create a situation in which all people do their best, have their place and live in harmony.

We must respect labor, respect knowledge, respect talents, and respect creation. This must be conscientiously implemented throughout society as a major policy of the party and the country. We must respect and protect all labor that is beneficial to the people and society. Whether it is physical labor or mental labor, whether it is simple labor or complex labor, all labor that contributes to my country's socialist modernization drive is glorious and should be recognized and respected. All types of investors at home and abroad should be encouraged to carry out entrepreneurial activities in the construction of our country. All legal labor income and legal non-labor income should be protected. We cannot simply take whether or not we have property or how much property we have as the criterion for judging whether people are politically advanced or backward. Instead, we should mainly look at their ideological and political conditions and actual performance, how they obtained their property, how they control and use it, and the contribution they have made to the cause of socialism with Chinese characteristics through their own labor. It is necessary to form ideological concepts and entrepreneurial mechanisms that are compatible with the basic economic system in the primary stage of socialism, create a social atmosphere that encourages people to do business and supports people to achieve their careers, let go of the vitality of all labor, knowledge, technology, management and capital, and let all sources of creating social wealth fully flow to benefit the people.

In the process of building socialism with Chinese characteristics, the fundamental interests of the people across the country are consistent, and various specific interest relationships and internal contradictions can be adjusted on this basis. The basic focus in formulating and implementing the party's principles and policies is to represent the fundamental interests of the overwhelming majority of the people, correctly reflect and take into account the interests of different people, and enable all people to move steadily toward common prosperity. We must protect the development vitality of developed areas, advantageous industries and people who have become rich through hard work and legal operations, and encourage them to actively create social wealth. We must also attach great importance to and care about underdeveloped areas and industries and people in difficulty. In particular, we must ensure that the basic life of people in need is guaranteed, and actively help them solve employment problems and improve living conditions, so that they can truly feel the warmth of a socialist society.

　　(4) To implement the important thought of "Three Represents", we must promote party building in the spirit of reform and constantly inject new vitality into the party's body.Attaching great importance to and continuously strengthening self-construction is a magic weapon for our party to grow from small to large, from weak to strong, to rise from setbacks, and to continue to mature in overcoming difficulties. Summarizing the party’s historical experience over more than 80 years, the most fundamental one is that party building must be carried out in accordance with the party’s political line, centered around the party’s central tasks, strengthened towards the overall goal of party building, and continuously improve the party’s creativity, cohesion and combat effectiveness.

Persisting in examining ourselves with the requirements of the development of the times, and strengthening and improving ourselves in the spirit of reform.
