Our domestic situation is very good now. One thing I want to remind everyone is that when we build a socialist society with Chinese characteristics, we must persist in developing material civilization and spiritual civilization, adhere to the five stresses, four virtues and three loves, and educate the people across the country to be ideal, moral, cultural, and disciplined. Among these four, ideals and discipline are particularly important. We must always educate our people, especially our youth, to have ideals. Why were we able to struggle through very difficult circumstances in the past and overcome numerous difficulties and dangers to achieve victory in the revolution? It is because we have ideals, Marxist beliefs, and communist beliefs. We are engaged in the cause of socialism, and our ultimate goal is to realize communism. I hope that publicity will not ignore this at any time. The four modernizations we are pursuing now are the four modernizations of socialism, not other modernizations. All the policies we adopt in terms of opening up, invigoration, and reform are aimed at developing the socialist economy. We allow the development of the individual economy, as well as Sino-foreign joint ventures and solely foreign-owned enterprises, but socialist public ownership is always the mainstay. The purpose of socialism is to achieve common prosperity for the people of the whole country, not polarization. If our policies lead to polarization, we have failed; if a new bourgeoisie emerges, then we have really gone astray. We advocate that some areas get rich first, so that the areas that get rich first can help the backward areas to develop better. It is the same reason that we advocate that some people get rich first. We want some people who get rich first to help those who are not rich, so that we can achieve common prosperity instead of polarization. There should also be some restrictions on some individuals who get rich first, such as the imposition of income tax. Also, some people are encouraged to voluntarily spend money for education and road construction after they become rich. Of course, apportionment must not be done, and it is not appropriate to publicize such examples too much now, but it should be encouraged.
In short, public ownership dominates and common prosperity is the fundamental principle of socialism that we must adhere to. We must resolutely implement and realize these socialist principles. In the long run, the ultimate transition is to communism. Now some people are worried about whether China will become capitalist. This worry cannot be said to be unreasonable. We must use facts instead of empty words to relieve their concerns and answer those who want us to become capitalist. Our newspapers, periodicals, television and all publicity work must pay attention to this issue. We people have communist ideals and beliefs in our minds. We must especially educate our next generation and the next two generations to establish the lofty ideals of communism. We must not allow our young people to be captives of the decadent ideas of capitalism. That is absolutely not okay.
If you have an ideal, you must have discipline to achieve it. Discipline and freedom are in a relationship of unity of opposites. The two are inseparable and one cannot exist without the other. How can a country as big as ours unite and organize itself? One relies on ideals, and the other relies on discipline. There is power in organization. Without ideals and discipline, we will be as disorganized as old China. Then how can our revolution succeed? How can our construction be successful? There are some noteworthy phenomena now, that is, there is no ideal performance, for example, everything is about money. Of course, criticism of this phenomenon must be accurate and not inappropriate, but this phenomenon does exist. Some units have set up many companies and used funds allocated by the state to do business. There are also various other unhealthy practices. The masses were very dissatisfied with this. We have to remind people, especially Communist Party members, not to do this. Aren't you trying to consolidate the party? These unhealthy tendencies should be rectified first.
There are some crooked ways in the current economic reform. "You have policies and I have countermeasures." There are many “countermeasures”. Communist Party members must strictly abide by the party's discipline. Regardless of whether you are a party member or not, you must abide by the laws of the country. For Communist Party members, this is included in the party's discipline. The highest standard for observing discipline is to truly safeguard and resolutely implement the party's policies and the country's policies. Therefore, having ideals and discipline are two things we must always keep in mind. We must let our people, including our children, know that we adhere to socialism and communism, and that all policies we adopt are for the purpose of developing socialism and realizing communism in the future.
