In order to thoroughly implement the spirit of the 16th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 16th Central Committee, establish and improve a punishment and prevention system for corruption that is compatible with the socialist market economic system and pays equal attention to education, institutions, and supervision(Hereinafter referred to as establishing and improving the system for punishing and preventing corruption), carry out in-depth party style and clean government construction and anti-corruption work, and formulate this implementation outline.

1. The importance and urgency of establishing and improving a system for punishing and preventing corruption

()Establishing and improving a system for punishing and preventing corruption is a major strategic decision made by the Party Central Committee on anti-corruption and upholding integrity under the new situation. The construction of party style and clean government and the fight against corruption are related to the life and death of the party. The longer the party is in power, the more arduous the task of combating corruption and promoting integrity will be. The more we must unswervingly oppose corruption, and the more we must improve our ability to resist corruption, prevent degeneration and withstand risks. Governing55In the past few years, the party’s three generations of central leadership have attached great importance to building a clean and honest government and anti-corruption work, made a series of major decisions and deployments, and achieved remarkable results. From the strategic perspective of strengthening the party's governance capacity building, it adheres to the policy of addressing both symptoms and root causes, comprehensive management, both punishment and prevention, and focusing on prevention, and proposes to establish and improve a corruption punishment and prevention system. ()Establishing and improving a system for punishing and preventing corruption is an urgent and long-term task. Entering the new century and new stage, the international situation has undergone new and profound changes. Our country's reform and development are at a critical period. The party's ruling environment has undergone major changes. There are still problems in the anti-corruption work system, mechanisms and working methods that are not suitable for the new situation and new tasks. The soil and conditions for the breeding and spread of corruption still exist. Corruption is prone to occur in some areas. The situation in the anti-corruption struggle is still relatively severe. Discipline and law-breaking cases continue to occur in some localities, departments and units, especially corruption cases involving a small number of senior cadres, which have had a very bad social impact; formalism, bureaucratic style, fraud, extravagance and waste are still prominent; unhealthy trends that harm the interests of the masses have been repeatedly banned. From a practical perspective, poor education, imperfect systems, and ineffective supervision are still important reasons for the spread of corruption. We must not only enhance the sense of urgency in the anti-corruption fight, but also fully understand its long-term, arduous and complex nature, establish a long-term thinking, and quickly establish and improve a system for punishing and preventing corruption.

2. To establish and improve the system for punishing and preventing corruption, we must adhere to the Party’s basic experience in fighting corruption and promoting integrity

━━We must persist in building the party for the public good and governing for the people, and effectively correct unhealthy tendencies that harm the interests of the people. The core issue in building a clean and honest government is to close the flesh-and-blood ties between the party and the people. We should earnestly take the realization, maintenance and development of the fundamental interests of the overwhelming majority of the people as the starting point and destination, conscientiously solve outstanding problems that harm the interests of the people, and ensure that power is used by the people, sentiments are concerned by the people, and benefits are sought by the people.

━━We must persist in deepening reforms, innovate systems and mechanisms, and focus on preventing and solving corruption problems from the source. In accordance with the principle that the party should manage the party and govern the party strictly, we must adhere to the principle of treating both the symptoms and root causes, comprehensive management, both punishment and prevention, and focusing on prevention. It is necessary to strictly enforce party discipline, resolutely investigate and deal with cases of violations of disciplines and laws, and severely punish corrupt elements; we must also pay attention to prevention by deepening reforms, innovating systems, strengthening education, developing democracy, improving the legal system, strengthening supervision, embedding anti-corruption in various important policies and measures, and using development ideas and reform methods to prevent and control corruption.

━━We must uphold and improve the anti-corruption leadership system and working mechanism to form an overall joint force in the anti-corruption struggle. The anti-corruption leadership system and working mechanism of unified leadership of the Party committee, joint management of the Party and government, organization and coordination of the Commission for Discipline Inspection, each department assuming its own responsibilities, and relying on the support and participation of the masses are the organizational guarantee for in-depth anti-corruption struggle. 3. Guiding ideology, main goals and working principles for establishing and improving a system for punishing and preventing corruption

The anti-corruption theory should be regarded as an important part of the study of the theoretical study center groups of party committees at all levels, and special studies should be arranged regularly. Incorporate anti-corruption education into the teaching plans of party schools, administrative colleges and other cadre training institutions, compile teaching materials, and ensure class hours. Conduct integrity training for newly appointed leading cadres. The main leaders of the party and government regularly give lectures on clean political parties. Strengthen demonstration education and give full play to the guiding role of advanced models. Each year, we focus on a period of time to carry out educational activities on the theme of anti-corruption and upholding integrity, combining special learning, public comments, improvement work, and solving practical problems. Anti-corruption education should be oriented to the whole society and combine ideological education and discipline education with social morality, professional ethics, family virtue education and legal education. Vigorously strengthen the construction of a culture of clean government and actively promote the culture of clean government into communities, families, schools, enterprises and rural areas. Community organizations should actively carry out rich and colorful activities to create a clean government culture. Women's federations and other people's organizations should actively carry out various forms of family education activities to support integrity. Educational administrative departments, schools and Communist Youth League organizations should regard integrity education as an important part of the ideological and moral education of young people and cultivate their correct values ​​and noble moral sentiments. Actively guide enterprises to be honest and operate in accordance with the law, carry out rural anti-corruption culture construction activities, enhance the anti-corruption awareness of the whole society, and form a good social custom of taking integrity as a pride and corruption as a shame.

5. Strengthen the construction of the anti-corruption system and give full play to the guarantee role of the system in punishing and preventing corruption

Based on the reality of economic and social development and anti-corruption work, formulate an overall plan and medium- and long-term plans for the construction of anti-corruption laws and regulations. It is necessary to integrate system construction with anti-corruption and anti-corruption decision-making, to ensure that the system construction process is compatible with the anti-corruption and anti-corruption process, that system construction is combined with the construction of political ethics, and that intra-party system construction is coordinated with the construction of the national legal system. We should better use systems and laws to regulate the exercise of power and constrain the political behavior of cadres. The implementation of anti-corruption laws and regulations must be regularly supervised and inspected, and accountability must be strengthened to ensure that laws must be followed, law enforcement must be strict, and violations must be punished.

6. Strengthen restrictions and supervision on the exercise of power to ensure the correct exercise of power

It is necessary to carefully inspect the implementation of the party's line, principles, policies and resolutions, and supervise the implementation of democratic centralism and the leadership team's rules of procedure. Earnestly implement the system that combines collective leadership with individual division of labor and responsibility. The rectification situation should be made public within a certain range. Strengthen supervision of the operation of fiscal funds. Improve the public finance system and standardize the allocation of fiscal funds. Supervise and inspect the implementation of department budgets, centralized collection and payment of the treasury, government procurement and two-line management of revenue and expenditure. Improve the checks and balances mechanism for budget preparation and execution. Strengthen the internal control mechanism of the department, strengthen the management of fiscal funds, and improve the efficiency of the use of fiscal funds.

Strengthen the supervision of state-owned assets and finance.
