The work of charging fees in colleges and universities is related to the vital interests of the broad masses of the people, the healthy development of colleges and universities, and the overall stability of society. However, at present, some localities and colleges and universities do not fully understand the importance and urgency of curbing arbitrary fees in education. They do not strictly implement the national policy on the management of fees for colleges and universities. There are still problems such as raising or increasing fee standards in disguise, and setting up charging items outside the national regulations. This has caused extremely bad impacts on society. At the same time, some new situations and new problems that have emerged in the fee management of colleges and universities also need to be studied and solved urgently. In order to further improve the management of fees charged by higher education institutions in 2005, standardize the charging behavior of higher education institutions, and resolutely control arbitrary fees, with the consent of the State Council, the relevant issues are hereby notified as follows:
1. Continue to stabilize the charging standards of colleges and universities and strictly regulate charging items
In 2005, tuition and accommodation fee standards for colleges and universities will continue to remain stable and shall not be increased or increased in disguised form for any reason or in any form. In addition to the fee items stipulated by the state, all localities are not allowed to introduce new fee items, and schools are not allowed to charge students any other fees other than the items stipulated by the state, such as "professional transfer fees", "sponsorship fees", "enrollment expansion fees", "orientation fees", "inter-regional construction fees", "junior college upgrade fees", "holiday accommodation fees", "make-up examination fees", "retake fees", "college entrance examination admission notice mailing fee", "bachelor's degree" "Student Admission Fee", "Degree Application Fee", "Defense Fee", "Thesis Printing Fee", "Audit Fee", "Registration Fee", "Admission Fee", "w88 casino Establishment Fee", as well as deposits, security deposits and various certificate and card production fees, etc.; if graduates violate the agreement and fail to find employment in the agreed unit, the w88 casino shall not charge "liquidated damages" from the graduating students; donations shall not be collected from students for any reason or in any name. After the credit system is implemented, the total tuition fees paid by students to complete their studies shall not be higher than the total tuition fees paid by the academic year system; the tuition fees paid by students for the current year can be charged based on the fees required for selecting credits. After charging based on the credit system, colleges and universities can charge tuition fees to students who still fail the make-up exam and need to re-study the course. The tuition fee shall not exceed the original fee standard for the course. It is necessary to ensure that students can complete the re-study courses on time and with high quality. It is strictly prohibited to only charge fees and not teach. It is not allowed to increase the fee standards in disguised form and introduce other charging items besides tuition fees, such as "registration fees" in the name of changing to the credit system.
3. Strictly standardize fees for popular majors
The number of popular majors in various colleges and universities has remained stable at the 2004 level. Bedding and daily necessities in student apartments are purchased by students independently and are not allowed to be uniformly provided. Teaching material fees and other agency fees shall not be collected uniformly.
