In the lecture, Professor Hong Junjie systematically introduced the process of my country’s opening up to the outside world. He pointed out that in the first two waves of globalization, China was "forced to participate" and "missed opportunities." Until the late 1970s, when the third wave of globalization began, China ushered in and successfully seized development opportunities through reform and opening up. Hong Junjie sorted out the development of China's reform and opening up: in the early stage of reform and opening up, Comrade Xiaoping's Southern Tour speech accelerated reform and opening up. China's accession to the WTO accelerated China's integration into the global trading system. China became the world's largest trader in goods, realizing the transformation from a "small trading country" to a "big trading country".
Professor Hong Junjie summarized the development ideas of China's open economy: First, progressive opening, from the establishment of special economic zones to the successive opening of Shanghai Pudong and coastal and riverside cities, gradually forming an open pattern from point to line and surface, China began to fully integrate into the world economic system; second, market-oriented reform, mobilizing the enthusiasm of workers and enterprises, stimulating the button of open economic development, clarifying property rights, and carrying out market-oriented reforms. "China has now stood at the center of the world stage. The consistency in the direction of reform and opening up has created the miracle of China's open economic development." Hong Junjie believes that China's achievements in opening up to the outside world include three points: from a "peripheral country" to an important "hub country", from a "light country" to a "powerful country", and from "one-way opening" to "two-way opening". "China has grown from small to large and is actively preparing to become a trading power."
In view of the current problems such as low-end lock-in in the value chain, low technical complexity of export products, and high dependence on external core technologies, Professor Hong Junjie put forward his outlook for future development. The first is to carry out domestic reforms, straighten out relations, and strengthen supply-side structural reforms on the basis of moderate expansion of total demand; the second is to solve problems encountered in opening up with a higher level of opening up, unswervingly and independently expand opening up to the outside world, and promote the formation of a new pattern of comprehensive opening up in accordance with the established goals set by the 19th National Congress; strive to consolidate my country's hub status in the "conjugate circulation", improve and extend the domestic value chain, connect with high-standard international rules, and strengthen my country's voice.
