How to return the talent title to its academic and honorary nature

In recent years, the education system, driven by the implementation of talent plans, has attracted and gathered a large number of high-level talents, driving the construction of talent teams in colleges and universities to achieve remarkable results. On the 18th, the Ministry of Education issued "Several Opinions on the Correct Understanding and Standardization of the Use of Talent Titles in Colleges and Universities" (hereinafter referred to as the "Opinions"), proposing to promote the return of talent titles to their academic and honorary nature, overcome the problem of "only hats", and truly "gather talents from all over the world and use them." How to correctly view talent titles and how to overcome the problem of "only hats"? The reporter interviewed relevant experts in the field of education to conduct an in-depth analysis.

Don’t label talents with “permanent cards”

To standardize the use of university talent titles, we must first establish a correct view of talents and solve the problem of "how to view".

Zhou Yaming, deputy secretary of the Party Committee of Fudan University, believes that "a thousand troops are easy to obtain, but a general is difficult to find." Tilt limited resources towards talent title holders, support talent title holders to play a better role, guide the majority of talents to actively strive for corresponding talent titles, and become an important means of building talent teams in universities during the scale expansion stage.

In this regard, the "Opinions" pointed out that the talent title is a selection mark given to talents during the implementation of talent plans or projects. It is a full recognition of the talents' periodic academic achievements, contributions and influence. It is not a "permanent brand" label for talents, nor is it a standard for classifying talents. Winners do not enjoy academic privileges.

The "Opinions" require that high-level talents should not be equated with talent title winners, talent titles should not be used as the only basis for evaluating talents and allocating academic resources, and the effectiveness of talent team building should not be evaluated solely based on the number of talent title winners, and the negative tendency of using "hats" as a guide to build a talent team should be reversed.

The relevant person in charge of the Ministry of Education pointed out that recipients of the title of university talent must emphasize that their first identity is teachers, keep in mind the mission of educating people for the party and the country, and integrate the implementation of the fundamental task of cultivating people with moral character into the entire process of education and teaching.

Shen Zhuanghai, deputy secretary of the Party Committee of Wuhan University, believes that "the original intention and mission of the talent title recipients, for the education system, is to keep in mind the fundamental mission of cultivating people with moral integrity, go deep into the front line of talent training, and cultivate the best people with their own excellence. They must proactively meet the country's major needs, have the courage to "unveil the list", and play a greater role in overcoming key core technical problems and breaking the "stuck neck" bottleneck."

Recruitment advertisements with "clear price tags" are not allowed

Previously, universities in the eastern region went to a certain western university to "dig people" and hired scholars with talent titles at high salaries, which triggered heated discussions.

In this regard, the "Opinions" require that colleges and universities should accurately propose talent recruitment and introduction of job requirements, adhere to the principle of compatibility between people and positions to recruit talents, not use talent titles as hard targets, and not issue recruitment advertisements with "clear price tags" for talent title winners. It is necessary to coordinate and make good use of domestic and foreign talent resources, and do not use overseas (overseas) study or work experience as a restrictive condition for talent recruitment.

The Ministry of Education particularly emphasized that developed regions should not unilaterally recruit talents through high-salary and high-benefits bidding, especially in the central, western and northeastern regions; the role of the market mechanism should be rationally brought into play and explore the establishment of a compensation mechanism for early training investment in the flow of high-level talents. It is necessary to encourage the winners of the title of university talents in the central, western and northeastern regions to sign long-term service contracts with their schools and contribute to the implementation of national and regional development strategies.

The "Opinions" also proposed that talent titles should not be simply linked to material benefits such as salary and benefits. The relevant person in charge of the Ministry of Education said that in terms of talent incentives, relying solely on "hats" to determine salary and benefits will lead to talents competing for "hats" and "titles", making them unable to concentrate on research and educating people with peace of mind. It will also affect the enthusiasm of some talents without "hats" to innovate and create.

Do not use talent titles as a direct basis for evaluation

In order to improve various evaluations and reviews involving colleges and universities, the "Opinions" require that in terms of teaching evaluation and subject evaluation, we must insist on comprehensive evaluation of the quality of the teaching staff, not use the title and quantity of talents as the direct basis for evaluation, and reduce the direct link between evaluation results and the allocation of academic resources. In terms of talent evaluation and professional title evaluation, it is proposed that ideological and political quality and teacher ethics should be given top priority, education and teaching effectiveness should be highlighted, scientific setting of evaluation indicators and assessment cycles should be emphasized, evaluation standards and methods should be optimized, and comprehensive evaluation, classified evaluation, representative achievement evaluation, peer evaluation and other methods should be rationally used to scientifically carry out evaluation.

At the same time, the "Opinions" also require that the talent title withdrawal mechanism should be improved. For those who cannot perform their job responsibilities in accordance with relevant regulations or contracts, they will terminate the contract and withdraw and no longer provide program support; for those who violate teachers' ethics and ethics and other illegal behaviors, they will be forced to withdraw and their titles and selection qualifications will be revoked, so that the talent plan can be entered and exited. For those whose support period has ended, in principle, the corresponding talent title will no longer be used. If it is really necessary to use it, the support period must be marked. If the support period is not specified, the selection year must be marked.

Filling the gap after getting rid of "only hats"

The issuance of the "Opinions" has cooled down the temperature of talent titles. It requires not to publish lists, statistics, and rankings of talent titles, and not to cite and publicize relevant reports and rankings.
