Management Guidelines for Asymptomatic COVID-19 Infections
Article 1 In order to strengthen the detection, reporting, and management of asymptomatic infections of the new coronavirus, these regulations are formulated in accordance with the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" and the "Frontier Health and Quarantine Law of the People's Republic of China."
Article 2 Asymptomatic infections of the new coronavirus (hereinafter referred to as asymptomatic infections) refer to those who have no relevant clinical manifestations, such as fever, cough, sore throat and other self-perceived or clinically identifiable symptoms and signs, but whose respiratory and other specimens test positive for the new coronavirus pathogen. There are two situations for asymptomatic infections: one is throughDuring the 14 days of isolation medical observation, there were no self-perceived or clinically identifiable symptoms and signs; secondly, there was a state of "asymptomatic infection" in the incubation period.
Article 3 Asymptomatic infections are contagious and pose a risk of transmission.
Article 4 Strengthen the monitoring and discovery of asymptomatic infected persons: first, active testing of close contacts of COVID-19 cases during medical observation; second, active testing during cluster epidemic investigations; third, active testing of exposed groups during the tracing of sources of infection of COVID-19 cases; fourth, active testing of some people with a history of traveling to areas where COVID-19 cases continue to spread at home and abroad; fifth, relevant personnel discovered during epidemiological investigations and opportunistic screenings.
Article 5 Standardize the reporting of asymptomatic infections. When asymptomatic infections are found in medical and health institutions of all types and levels, they should beDirect online reporting within 2 hours. After county-level disease control agencies receive reports of asymptomatic infections, they will complete case investigations within 24 hours, register close contacts in a timely manner, and promptly submit case investigation forms or investigation reports through the infectious disease reporting information management system. After asymptomatic infected persons are released from centralized medical observation, medical and health institutions should promptly fill in the date of medical observation release in the infectious disease reporting information management system.
Article 6 Strengthen information disclosure. The health administration department of the State Council releases reports, outcomes and management of asymptomatic infections every day. Each province (autonomous region, city) publishes the situation in its own administrative region, and reports separately on local transmission and overseas import.
Article 7 Strengthen the management of asymptomatic infections. Asymptomatic infections should be under centralized medical observation14 days. Those who develop clinical symptoms and signs related to COVID-19 during this period are converted into confirmed cases. Those who have been under centralized medical observation for 14 days and have negative nucleic acid tests on two consecutive specimens (with at least 24 hours between sampling times) can be released from centralized medical observation. Those whose nucleic acid tests are still positive and have no clinical symptoms need to continue centralized medical observation.
Article 8 If asymptomatic infected persons develop clinical symptoms during the centralized medical observation period, they should be immediately transferred to a designated medical institution for standardized treatment, and corrections should be made in a timely manner after diagnosis.
Article 9 Close contacts of asymptomatic infected persons should be under centralized medical observation14 days.
Article 10 Organize an expert group to conduct inspections on asymptomatic infected persons under centralized medical observation to promptly detect possible confirmed cases.
Article 11 Asymptomatic infected persons who have been released from centralized medical observation should continue to be monitored14 days of medical observation and follow-up. Patients should go to designated hospitals for follow-up visits in the 2nd and 4th weeks after the centralized medical observation is lifted to understand their health status in a timely manner.
Article 12 Increase screening efforts in a targeted manner and expand the scope of testing to close contacts of discovered cases and asymptomatic infections. Strengthen monitoring of key areas, key groups, and key places. Once asymptomatic infections are found, they should be quarantined for medical observation.
Article 13 Asymptomatic infections have the characteristics of concealed transmission, subjectivity of symptoms, and limitations in discovery. The state supports scientific research on the infectivity, transmissibility, and epidemiology of asymptomatic infections.
Article 14 Strengthen information communication, exchange and cooperation with the World Health Organization and other relevant countries and international organizations, and adjust diagnosis and treatment plans and prevention and control plans in a timely manner.
Article 15 All localities should increase the publicity of knowledge about the new coronavirus, guide the public on scientific protection, carry out extensive training, and improve the prevention and control capabilities and levels of grassroots medical and health personnel and community workers.
