Strict discipline and consistent steps are important guarantees for the party's strong combat effectiveness and vitality. The "Notice on Carrying out Party Discipline Study and Education in the Whole Party" recently issued by the General Office of the Central Committee of the Communist Party of China pointed out that in order to thoroughly study and implement the revised "Regulations on Disciplinary Punishments of the Communist Party of China" (hereinafter referred to as the "Regulations"), with the consent of the Party Central Committee, from April to July 2024, party discipline study and education will be carried out throughout the Party. It can be said that it is the right time and opportunity to carry out party discipline study and education throughout the party and focus on solving the problems of some party members and cadres who are not paying attention to, do not understand, and do not master party rules and disciplines.
Our party is a Marxist party organized by revolutionary ideals and iron discipline. Strict discipline is the party’s fine tradition and unique advantage, and it is a strong guarantee for our party to continue to move from victory to victory. During the Yan'an period, Mao Zedong profoundly pointed out: "The party's discipline is mandatory; but at the same time, it must be based on the consciousness of party members and cadres, and it is by no means one-sided commandism." For the majority of party members and cadres, the party's disciplinary rules are both a "curse" and a "talisman" that must be strictly observed at all times and everywhere. Whether they can consciously transform iron discipline into daily habits and guidelines for action is an important test of the party spirit of party members and cadres, and it is also an important test of party members and cadres' loyalty to the party.
The discipline consciousness of party members and cadres will not develop naturally and must be enhanced through continuous learning. Judging from the cases investigated in recent years, weak awareness of discipline is an important reason. Some party members and cadres knowingly violate disciplines and break laws, but there are also many party members and cadres who are blind to discipline and law. They have developed from ignorance to "fearlessness" and do not realize the seriousness of the problem when they are dealt with. As a basic intra-party regulation that regulates the behavior of party organizations and party members, our party has revised the "Regulations" three times since the 18th National Congress of the Communist Party of China, sending a strong signal to the entire party that comprehensive and strict governance of the party is always on the way. The majority of party members and cadres should take the study and education of party discipline as an opportunity to study it from the ground up, study it in depth, comprehensively and accurately understand it, grasp the spiritual essence, understand what the party's discipline and rules are, figure out what they can and cannot do, imprint compliance with the rules and regulations in their hearts, internalize them into words and deeds, and consciously enhance their awareness of discipline and rules.
To carry out party discipline study and education, we must not only educate party members and cadres to learn disciplinary provisions, deeply understand and master discipline, but also, on the basis of familiarity with and mastering the "Regulations", truly engrave the "Regulations" in their hearts and minds, connect them with reality, compare them from time to time, draw red lines in their thinking, and build a solid bottom line. Party members and cadres are also required to always be in awe, tighten the strings of discipline and rules at all times, build a strong line of defense against corruption and degeneration in their thoughts, and guard the key of being cautious in their actions, and be fearful in their hearts, warned in their words, and restrained in their actions. Only with a sense of awe can we know what we can and cannot do, and ensure that our words and deeds do not violate the rules. Party members and cadres must set a good example in terms of learning discipline, knowing discipline, being disciplined, and observing discipline. They must constantly standardize and restrain their words and deeds in accordance with the country's laws, regulations, ordinances, and various rules and regulations, and strive to transform discipline and law into a high degree of self-discipline.
Discipline is not an empty abstract requirement, but a concrete and real behavior. Studying and implementing the "Regulations" must not be "talking" or "writing". It must be internalized in the heart and externalized in actions, and it is necessary to effectively develop the habit of working and living in an environment subject to supervision and restraint. If you only express obedience verbally, bargain when enforcing party rules and disciplines, or even openly violate them, then you are not truly observing discipline; if it is generalized and out of touch with learning and application, the authority of discipline cannot be guaranteed. Party members and cadres must consciously compare the party's theory, line, principles and policies, as well as the political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, life discipline and other provisions in the "Regulations" to see clearly what can be done and what should not be done, keep discipline and rules in mind, integrate them into every aspect of daily life, and make them a habit of thinking and conscious behavior.
From discipline education to discipline awareness, it can neither be achieved overnight nor be achieved once and for all. Party members and cadres must keep discipline and rules in front of them, be self-respecting, self-reflective, self-policing, and self-motivated, constantly strengthen the party's awareness, awareness of discipline, and awareness of rules, act in strict accordance with the party's principles, disciplines, and rules, and truly transform iron discipline into daily habits and guidelines for action.
