The characteristics of low-end labor-intensive manufacturing products are: they mainly rely on the cost advantages of labor, land, resources, etc. and product price advantages to survive; they have little technical content and do not require high corporate capital scale. Therefore, enterprises have low entry barriers, low exit costs, and strong product substitutability. At present, some companies in our country will go bankrupt due to the restrictions of "special protection". Even their survival is in question. On the contrary, it is crucial to the upgrading of my country's economic structure.30Over the past few years, our country has extensively participated in the process of production globalization in actively absorbing foreign investment. Foreign-invested enterprises have become an important part of our economy. Foreign investment can not only driveGDPGrowth, increases national tax revenue, expands employment in our country, and produces technological spillover effects through competition, cooperation, personnel mobility, information diffusion and other means with foreign-funded enterprises, driving my country's technological progress and the upgrading of product structure, technical structure, and industrial structure. The third is the relationship between structural upgrade and conditional constraints. In adjusting the economic structure and promoting technological innovation of enterprises, it is necessary to solve the problems of enterprises' "unwillingness" and "inability" to do so. The reason why enterprises stay at the low end of the value chain and do not develop new products and new technologies as quickly as possible or adjust their investment structure, product structure, technology structure and industrial structure is that they either have other better means and methods of profit and are "unwilling to do it", or they lack the ability and "cannot do it", which is highly related to the constraints they face. The government must focus on research and solutions to the two problems that enterprises are “unwilling to do” and “cannot do”.

The key to solving the “reluctance” of enterprises lies in improving the institutional conditions for technological innovation and structural upgrading, resolving institutional constraints, and enabling technological innovation and structural upgrading to obtain higher comparative benefits. The key to solving the problem of “what cannot be done” by enterprises lies in improving their capabilities of technological innovation and structural upgrading. The core is to help enterprises resolve the bottleneck of technological innovation.
