The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China reviewed and approved the "Recommendations of the Central Committee of the Communist Party of China on Formulating the Fifteenth Five-Year Plan for National Economic and Social Development" (hereinafter referred to as the "Recommendations"). The "Recommendations" clearly stated: "Better give full play to the role of mass organizations such as w88 unions, the Communist Youth League, and Women's Federation, and strengthen policy guarantees for the construction of industrial workers, youth development, and the development of women's and children's careers." At present, our country has entered a new stage of comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization, and the work of the Women's Federation is facing new challenges. In this regard, the Women's Federation must accurately respond to the needs of women's groups, always adhere to the party's overall leadership, do a solid job in protecting women's rights and interests, and demonstrate new responsibilities and achieve new achievements in the high-quality development of the Women's Federation's work empowered by technological innovation.
Profoundly understand that upholding the party’s overall leadership is the fundamental basis for the work of the Women’s Federation
The "Recommendations" regard "upholding the Party's overall leadership" as the primary principle that must be followed for economic and social development during the "15th Five-Year Plan" period. This is also the fundamental basis for the role of the Women's Federation. Improving the "three political powers", namely political judgment, political understanding and political execution, is the key support for the work of the Women's Federation. The two are a dialectical and unified relationship between direction and ability, and they jointly serve to uphold and strengthen the party's leadership. To promote the high-quality development of the Women's Federation's work, we must continuously improve the "three political forces" and ensure that the party's overall leadership is implemented in the entire process and all aspects of the Women's Federation's work.
Political judgment is the "compass" for the work of the Women's Federation. Political judgment is the core ability to distinguish right from wrong, discern the essence, and grasp the direction from a political perspective in complex situations and contradictions, ensuring that actions are not biased and decisions are not wrong. The Women's Federation must always keep a clear mind and be good at distinguishing political right from wrong in complex situations. At present, relations between major powers affect the international situation, and my country's development is in a period when strategic opportunities, risks and challenges coexist, and uncertainties are increasing. The Women's Federation must also take a quasi-political direction and continuously improve its insight and foresight into complex situations.
Political understanding is the "navigator" for the work of the Women's Federation. General Secretary Xi Jinping pointed out: "Protecting the legitimate rights and interests of women and children, promoting equality between men and women, and the all-round development of women and children are important contents of Chinese modernization." Women's rights and interests are basic human rights, and the Women's Federation shoulders the important task of representing and safeguarding women's rights and interests, promoting equality between men and women, and the all-round development of women.
Adhere to the basic national policy of equality between men and women and protect the legitimate rights and interests of women and children. The Women's Federation adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implements General Secretary Xi Jinping's important exposition on protecting the legitimate rights and interests of women and children in accordance with the law, and does a solid job in protecting women's rights and providing caring services. For example, in order to further strengthen the health protection network for women in new businesses, the Women's Federation of Holingol City, Inner Mongolia Autonomous Region launched the "Warm New Health·Women's Federation Escort" activity in 2025, donating major disease health insurance for breast cancer and cervical cancer to female workers in express delivery and takeout, helping to build a solid risk defense line for women's health in new businesses.
Optimize the fertility support policy system and effectively reduce family fertility, parenting, and education costs. In the process of further accelerating the construction of a child-friendly society, the Women's Federation actively participates in the entire process of development of childcare services, actively plays the role of bridge and link, and enhances women's sense of gain, happiness, and security. To this end, the Shenzhen Longhua District Women's Federation will innovatively build a four-in-one family education work model of "people, formation, affairs, and system" in 2025, and strive to create a universal, professional, and characteristic family education guidance service network to make family education services within reach.
Strengthen the responsibilities of the Women's Federation and further provide leadership services and publicity work. The Women's Federation insists on playing the role of bridge and link, upholds integrity and innovation, comprehensively deepens the reform of the Women's Federation, unites and leads the broad masses of women, and uses greater efforts to promote the high-quality development of women's and children's undertakings and the work of the Women's Federation. For example, in 2025, the All-China Women's Federation launched the "Women's Health Caravan" activity to bring high-quality medical resources to the grassroots and deliver health concepts and warm services to the hearts of the masses.
Coordinate the promotion of scientific and technological innovation to empower the high-quality development of the Women’s Federation
The "Recommendations" emphasize: "Seize the historical opportunity of the new round of scientific and technological revolution and industrial transformation, coordinate the construction of a strong country in education, science and technology, and a strong country in talent, improve the overall effectiveness of the national innovation system, comprehensively enhance independent innovation capabilities, seize the commanding heights of scientific and technological development, and continuously generate new productive forces." Women are an important force in scientific and technological innovation. Therefore, the Women's Federation must actively build platforms, optimize the environment, strengthen support, and promote women's in-depth participation in scientific and technological innovation and the development of new productive forces.
Break gender barriers and help female scientific and technological talents grow. The Women's Federation should focus on legislative coordination and representative contact to better play its role as a bridge. Through organizational guidance and resource coordination, we will promote the breaking down of gender barriers and help female scientific and technological talents become the backbone of the development of new productive forces. For example, in 2025, the "Hunan Provincial Measures for the Implementation of the Law of the People's Republic of China on the Protection of Women's Rights and Interests" was revised and passed, establishing an institutional mechanism conducive to the development of female scientific and technological talents, supporting female scientific and technological talents to undertake scientific and technological planning projects, participate in international scientific and technological exchanges and cooperation, and apply for national-level talent plans.
Promote the deep integration of science and technology and women's development and expand new development space. The Women's Federation should rely on the national digital economy strategy to encourage women to use digital technology to carry out innovation and entrepreneurship. At the same time, it should actively carry out training on emerging technologies such as artificial intelligence, big data, and cloud computing to improve women's digital literacy. For example, in 2025, the Zhejiang Provincial Women's Federation took active actions to implement the "100000000" three-year promotion action for women's employment and entrepreneurship, building a precise connection bridge between enterprises in the digital field and female practitioners, and exploring new paths for flexible employment of women in the digital economy industry.
Promote gender equality in the field of science and technology and create a good social atmosphere. Achieving gender equality in digital transformation is a new topic assigned to the Women’s Federation in the new era. The Women's Federation should help improve the policy system to promote gender equality in the field of science and technology, encourage women to actively participate in scientific and technological innovation, and promote the innovative development of digital empowerment for women. At the same time, publicity and education on gender equality in the field of science and technology should also be strengthened to create a good social atmosphere that respects female scientific and technological talents and supports the development of women in science and technology.
During the "15th Five-Year Plan" period, women's federations at all levels should take the study and implementation of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Party as an important political task and do it well. Focusing on the goals and tasks set by the "Recommendations" and the new tasks and new requirements for the work of people's organizations and mass organizations, and women's causes and women's development, women's federations at all levels should identify the entry point and focus of the work of women's federations, face up to risks and challenges, maintain strategic focus, and give full play to the unique advantages of women's federations in promoting Chinese-style modernization.
