In view of the problems existing in the food delivery industry in recent years such as "ghost food delivery", irrational competition, and insufficient protection of the rights and interests of food delivery delivery personnel, the State Administration for Market Regulation recently issued and implemented the recommended national standard "Basic Requirements for Food Delivery Platform Service Management" (hereinafter referred to as the "Basic Requirements"). The "Basic Requirements" are based on the actual situation of the industry, adhere to "demand-driven, problem-oriented", propose "four focuses, four strengthening", and promote and guide the food delivery platform to deepen rectification simultaneously.

The "Basic Requirements" focus on the management of merchants within the platform and strengthen the implementation of main responsibilities. By standardizing merchant entry review, daily operation management and other aspects, the food delivery platform is guided to effectively fulfill its service and management responsibilities to merchants. Support and encourage merchants to actively respond to the relevant requirements of "Internet + Bright Kitchens and Bright Stoves", strictly adhere to the bottom line of food safety, and protect consumers' "safety on the tip of their tongues." In addition, the "Basic Requirements" focus on platform charging and promotion behaviors and strengthen competition order and regulations. Clarify platform charging rules and promotional activity management requirements, urge and guide takeaway platforms to simplify charging items, standardize promotional behaviors, promote the transparency of various charging information, rationalize promotion rules, and create a fair and orderly market competition environment. In response to the issue of platform employment that has attracted widespread public attention, the "Basic Requirements" focus on platform employment management and strengthen the protection of the rights and interests of delivery personnel. Focusing on aspects such as labor intensity, occupational care and social security, it proposes to reasonably determine working hours, improve the vocational training system, explore multiple protection methods, etc., to help improve the mechanism for protecting the rights and interests of delivery personnel. At the same time, the "Basic Requirements" focus on the handling of disputes within the platform and strengthen the construction of consultation mechanisms. Urge the platform to establish and improve the consumer rights protection system, improve the construction of complaints, appeals and disposal mechanisms for consumers, merchants, delivery personnel and other multiple entities, ensure the transparency of platform management procedures, smooth channels for complaint reporting and objection feedback, and actively accept social supervision.
