General Secretary Xi Jinping has made important arrangements for promoting the construction of Digital China on many occasions. In February 2023, the Central Committee of the Communist Party of China and the State Council issued the "Overall Layout Plan for the Construction of Digital China" to carry out top-level design and overall planning for the construction of Digital China. In February 2025, the Central Committee of the Communist Party of China issued the "Opinions on Strengthening Trial Work in the New Era", clearly proposing to strengthen the construction of digital courts. In 2025, the Supreme People's Court accelerated the construction of digital courts. Now it has built a unified case handling office platform for courts across the country, and built two data centers in the south and north to provide safe and stable infrastructure resources. The ongoing research and development and application of the "One Network" intelligent auxiliary trial system has attracted much attention.
From the perspective of strategic positioning, the current digital court construction that is being promoted seizes the core issue of judicial informatization construction. For a long time, local courts have invested a lot of resources in informatization construction. However, due to the lack of unified planning, courts in different regions and different levels use different systems, making it difficult for information to be exchanged and shared. This has restricted the improvement of judicial efficiency to a certain extent. Through top-level design, the Supreme People's Court promotes courts across the country to handle cases on a unified platform. This "nation-wide game of chess" approach not only meets the inherent requirements of judicial uniformity, but is also conducive to the intensive utilization of resources and the rapid promotion of experience. What deserves special attention is that the development and application of the intelligent auxiliary trial system shows that the system is not a simple office platform, but should be deeply integrated into the trial business and truly realize technology-empowered trial execution and trial management. At the same time, the construction of a unified data center provides technical support for data sharing, utilization and in-depth analysis, which is of great significance for improving the scientific level of trial management and promoting similar judgments for similar cases. Judging from the practical effects, for courts, the construction of digital courts has a direct promotion effect on improving judicial efficiency and providing convenience and benefit to the people. For the parties concerned, it means a more convenient litigation experience, and they can enjoy standardized judicial services no matter which court they litigate.
Of course, the construction of digital courts is a complex systematic project and faces many challenges during the advancement process. First of all, the data standards and data quality of courts in various places are uneven. How to ensure high-quality data migration requires courts at all levels to invest a lot of manpower and material resources and be fully prepared. Secondly, in the process of data concentration and sharing, how to prevent data leakage, how to establish and improve a data security management system, and how to balance the relationship between data utilization and data protection all need to be carefully studied and properly handled. Finally, in the promotion and application of digital courts, from pilot to full-scale promotion, there are bound to be differences in the informatization foundation and personnel quality of courts in different regions. A large amount of basic work such as training, adaptation, and running-in is also required to ensure smooth and smooth system switching. These require a positive, steady and orderly pace in the advancement process, which requires both the determination and intensity of reform and full consideration of the actual situation. At present, digital courts have achieved initial results and show good development prospects. In the future, it is expected that courts across the country will follow unified arrangements to empower the judiciary with technology, provide the people with more high-quality and efficient judicial services, and make new and greater contributions to promoting the construction of a rule-of-law China.
