China and the United States’ digital platforms and large AI models encounter “excessive regulation” by the EU - EU Jean Monnet Chair Professorship Program Lecture Series held

Zhao Yongsheng, a researcher at the Institute of Global Innovation and Governance at the University of International w88 and Director of the French Economic Research Center of the Regional Institute of Country Studies, served as the keynote speaker, and Li Haolin, assistant professor of the w88 casino of Law, and postdoctoral fellow Ren Yaru served as panellists. Bao Lu, professor of the Law w88 casino, Jean Monnet Chair Professor of the European Union, and Director of the Institute of Comparative and European Law, presided over the lecture. Nearly a hundred teachers and students attended the lecture.

Bao Lu introduced Zhao Yongsheng’s academic background and research expertise, saying that he has long been committed to research in the fields of digital and green finance, digital economy and other fields, and has achieved fruitful results.

Zhao Yongsheng started from the three key words of "China, the United States and Europe, digital intelligence, and supervision" and systematically elaborated on the differences and evolution of multi-dimensional governance such as financial governance, welfare governance, digital intelligence governance, and climate governance under the global governance framework. It further compared the competitive situation between China and the United States in terms of digital platforms such as GAFA/GAMA and BTA+Huawei, and large AI models such as Deepseek and ChatGPT.

Zhao Yongsheng believes that the EU's "over-regulation" is a measure to deal with external competition and internal integration. He also analyzed the EU's recent cases of high penalties on Shein, Temu and X platforms, pointing out that the EU focuses on privacy protection and has strict legislation on platform supervision. Although it poses significant compliance challenges to Chinese and American companies, it has been slightly loosened recently. In addition, the new version of the U.S. National Security Strategy may further intensify institutional competition between the United States and Europe in the fields of digital and AI.

In the negotiation session, Li Haolin clarified the differences in privacy concepts from the perspective of comparing the United States and the European Union. The European Union emphasizes unified regulations, while the United States prefers flexible negotiations. Ren Yaru summarized the lecture content based on her experience in studying and researching in Europe, analyzed the development and regulation of artificial intelligence companies in China and the United States, and also responded to regional differences within the EU and the historical origins of the Netherlands and the United States.

At the end of the lecture, Bao Lu concluded that the cutting-edge content and broad perspective of this lecture provided important inspiration for understanding the development of global digital governance and artificial intelligence.
