Innovation has always been an important force in promoting the development of a country and a nation. To focus on innovation is to focus on development, and to pursue innovation is to seek for the future.
“Innovation must be placed at the core of the overall development of the country.” The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China proposed “five major development concepts”, with “innovative development” at the top of the list. If traditional development is about addition, then innovative development is about multiplication. Innovation and development focus on solving the problem of development motivation.
During the "Twelfth Five-Year Plan" period, especially since the 18th National Congress of the Communist Party of China, the spirit of reform and innovation has permeated every aspect of state governance. Whether it is economic transformation and upgrading, or accelerating the implementation of innovation-driven development strategies; whether it is the intensive introduction of reform measures in household registration, justice, education, etc., or the simultaneous flight of "Internet +" and "Made in China 2025"... a series of new concepts, new ideas, and new explorations are constantly opening up new realms for China's development.
Looking to the future, the times, trends, difficulties and risks of China's development have pushed us to the forefront of innovative development. A new round of scientific and technological revolution and industrial transformation is gaining momentum. Developed countries are promoting "re-industrialization" from a high starting point. Our development conditions and comparative advantages have undergone profound changes, and we must accelerate the shift from factor-driven to innovation-driven. At present, the overall level of my country's science and technology development is not high, science and technology's ability to support economic and social development is insufficient, and the contribution rate of science and technology to economic growth is far lower than the level of developed countries. This is a prominent weakness of our country's economic giant. If we cannot follow the path of innovative development, it will be impossible to transform the driving force for development, and we will be at a disadvantage in global economic competition. To this end, we must follow the requirements of the Fifth Plenary Session of the CPC Central Committee, regard innovation as the first driving force for development, regard talents as the first resource to support development, and accelerate the formation of an economic system and development model with innovation as the main guide and support.
Insisting on innovative development, we must put the basis of development on innovation, form an institutional structure to promote innovation, and shape leading development that is more driven by innovation and gives full play to first-mover advantages. The Fifth Plenary Session of the Central Committee of the Communist Party of China put forward seven focus points for innovative development: cultivating new driving forces for development, expanding new space for development, in-depth implementation of innovation-driven development strategies, vigorously promoting agricultural modernization, building new industrial systems, building new development systems, innovating and improving macro-control methods, and provided a roadmap for the implementation of innovative development in the next five years. Guided by the blueprint drawn by the Fifth Plenary Session of the Central Committee of the Communist Party of China, innovative development can achieve new breakthroughs and reach new levels.
Innovation is not something you shout out, but something you do. To promote innovation and development during the "Thirteenth Five-Year Plan" period, we must let innovation penetrate all the work of the party and the country and make innovation a common practice in the whole society. From promoting mass entrepreneurship and innovation to implementing the network power strategy; from proposing and organizing international major science plans and major scientific projects, to accelerating the transformation of agricultural development methods; from accelerating the construction of a manufacturing power, to deepening the reform of the administrative system, the innovative development measures proposed by the Fifth Plenary Session involve all aspects of economic and social development. Only by implementing the spirit of the Fifth Plenary Session of the CPC Central Committee can we continue to promote theoretical innovation, institutional innovation, scientific and technological innovation, cultural innovation and other innovations, so as to achieve better quality, higher efficiency and better structure of development.

This is the speed of innovation.
