The newly revised "Chinese Communist Party's Integrity and Self-Discipline Code" and "Chinese Communist Party's Disciplinary Regulations" take the Party Constitution as the fundamental compliance, comprehensively sort out the Party Constitution's integrity, self-discipline requirements and disciplinary requirements for party members and cadres, and further refine and concrete them into "four musts", "eight norms", "six major disciplines", etc., which not only embodies the spirit and requirements of the Party Constitution, but also has stronger pertinence and operability. The "Code" adheres to positive advocacy, emphasizes self-discipline, and focuses on moral integrity, setting a visible and attainable high standard for party members and cadres; the "Regulations" insists on stricter discipline than law, emphasizes other disciplines, and focuses on establishing regulations, drawing a bottom line that party organizations and party members cannot touch. Through the "Code" as a "flag" that leads party members and cadres and the "Regulations" as a "ruler" for governing the party, the authority of the party constitution is established.
The "Guidelines" and "Regulations" are important achievements in strengthening the construction of intra-party laws and regulations, and are fundamental measures to promote comprehensive and strict governance of the party under the new situation
The "Guidelines" and the "Regulations" focus on strengthening the party's leadership and insisting that party rules and party disciplines are stricter than national laws. They are of great and far-reaching significance for further promoting the party's need to supervise the party, strictly govern the party, and always maintain the party's advanced nature and purity. They are also of great and far-reaching significance for coordinating the advancement of the "four comprehensives" strategic layout and ensuring that the party remains the strong leadership core for the cause of socialism with Chinese characteristics.
Adhere to strict discipline and law. "Party discipline" is stricter than "national law", which is determined by the party's advanced nature and leadership core status. The behavioral standards for party members are higher than those for ordinary citizens, which means that party organizations at all levels and party members and cadres must not only abide by national laws in an exemplary manner, but also hold themselves to higher and stricter standards of party rules and disciplines. As a member of the Communist Party, you must have noble ideal sentiments and moral behaviors, engage in politics as an "official", and more importantly, you must abide by ideological and moral norms and have appropriate ideological and moral qualities. Highlight the characteristics of the ruling party. The "Regulations" are based on our party's discipline construction laws and historical traditions, integrating and standardizing disciplinary violations into the "six major disciplines" such as political discipline, organizational discipline, integrity discipline, mass discipline, work discipline, and life discipline, so that the content of the "Regulations" truly returns to the party's discipline and is more characteristic of party discipline. Among the "Six Major Disciplines", political discipline is ranked first, which highlights the party's position as a political organization, political discipline and political rules as the "lifeline".
Strict liability investigation. Strict party discipline is ultimately reflected in whether violations of discipline can be "serious" and whether accountability is implemented. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as General Secretary has insisted that the party should manage the party and govern the party strictly. No matter how high the position, as long as party discipline is violated, severe punishment will be carried out in accordance with disciplines and regulations. The "Guidelines" and the "Regulations" actively adapt to the new situation and new requirements for comprehensively and strictly governing the party, promptly summarize and refine the practical results of strict party governance, adhere to the combination of governing the party according to regulations and governing the party with virtue, and strive to solve the problem of being too lenient, too loose, and too soft to govern the party and enforce discipline.
Integrate the study and implementation of the "Code" and "Regulations" with the actual educational work, and strive to create a clean and upright educational political ecology
To study and implement the "Guidelines" and "Regulations", we must first implement the two intra-party regulations into the strict political discipline and political rules of the party, and drive other disciplines to become stricter. Facing the two major groups of young students and intellectuals, the education system shoulders the fundamental task of cultivating moral integrity and cultivating people. It is of special importance to strictly enforce the party's political discipline and political rules. We must consciously maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as General Secretary in terms of ideology, politics and actions, fully implement the Party’s education policy, and strive to cultivate socialist builders and successors with comprehensive development of morality, intelligence, physical and aesthetics. The observance of the Party's political disciplines and political rules will be regarded as the primary content of the annual assessment and appointment assessment of education departments at all levels and university leadership groups and leading cadres, and the ruler will be measured to the end without giving up an inch.
At the same time, implement the "Code" and "Regulations" into the selection and employment of personnel, and strictly control the selection and employment of personnel. It is necessary to adhere to the correct orientation of employment, and conduct in-depth understanding of the implementation of the "Code" and "Regulations" through multiple channels, multiple levels, and multiple aspects during the inspection of cadres in the education system, and strive to discover and use good cadres who are honest in politics, honest in using power, honest in self-cultivation, and honest in running the family.
We must also implement the "Guidelines" and "Regulations" into the construction of work style, so that the results of education reform and development can benefit all people more and more equitably. To implement the "Guidelines" and "Regulations", we must adopt strict attitudes and measures to improve our work style, and strive to form good habits through persistence and deepening. It is necessary to closely integrate the special education of "Three Stricts and Three Realities" to promote all units in the education system to consistently implement the spirit of the eight central regulations, seriously investigate and deal with violations of discipline, and establish and improve a long-term mechanism for work style construction. Deepen special rectification and strengthen the governance and punishment of issues such as college admissions, use of scientific research funds, state-owned asset management, and illegal fees in the education field. Strengthen the construction of teachers' ethics and ethics, strictly implement the "six prohibitions" on teachers accepting gifts and the "seven red lines" of teachers' ethics in universities, seriously investigate and deal with academic misconduct, implement a one-vote veto system for teachers' ethics, and promote the improvement of long-term mechanisms for the construction of teachers' ethics in all localities and schools at all levels. Any behavior that infringes on the interests of the masses, ignores the demands of the masses, or violates mass disciplines shall be resolutely corrected and disciplinary sanctions shall be imposed in accordance with regulations.
Implement the "Code" and "Regulations" into the restriction and supervision of the exercise of power, so that power can be exercised in the sun. Tightening the power in the hands of party members and leading cadres and preventing corruption from the source reflects care and love for cadres in strict discipline. It is necessary to pay attention to the establishment of rules and regulations, combine the supervision of the implementation of democratic centralism, improve the rules of procedure and decision-making procedures, improve the system for discipline inspection and supervision departments to participate in cadre personnel, project review, and major decision-making matters from the source, and standardize the power use behavior of party members and leading cadres from the system. Strengthen risk prevention and control, build an internal control system covering the entire education system, prevent beforehand, control during the event, supervise and correct after the event, and effectively prevent and control economic risks and integrity risks throughout the entire process.
In addition, the "Guidelines" and "Regulations" must be implemented to strengthen discipline inspection work, and fully support the supervision and accountability of discipline inspection and supervision agencies. To implement the "Code" and "Regulations", the supervision and discipline enforcement of the Discipline Inspection Commission is the guarantee. The Party Leadership Group of the Ministry of Education will continue to fully support the Central Commission for Discipline Inspection’s discipline inspection team stationed in the ministry in fulfilling their supervisory responsibilities, focusing on strengthening the supervision of the ministry’s Party Group, members of the party group, and the main responsible persons of directly affiliated agencies and directly affiliated universities, and lowering supervision to the first level to ensure the independence and authority of the discipline inspection team stationed in the ministry in exercising their supervisory powers. It is necessary to fully support the disciplinary inspection and supervision agencies in checking letters and handling cases, strengthen the joint handling of cases by ministries, localities, and educational inspections, promote cross-site verification and cross-handling of cases, directly supervise the handling of major cases, provide timely guidance on problems encountered during case handling, and provide guarantees for working conditions. Strengthen the construction of educational discipline inspection and supervision organizations and the construction of cadre teams, actively promote the rotation and exchange system of secretaries of the Discipline Inspection Commission, and increase exchanges between schools in the same city. Support the Discipline Inspection Commission at all levels of the education system to take the opportunity of implementing the "Code" and "Regulations" to further explore and establish an effective mechanism that dares not, cannot, and does not want to corrupt.
