Building a moderately prosperous society in all respects by 2020 is the first centenary goal of the "two centenary goals" set by our party. The "13th Five-Year Plan" period is the decisive stage for building a moderately prosperous society in an all-round way, and the "13th Five-Year Plan" must be closely focused on achieving this goal.

The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China comprehensively analyzed the international and domestic situation and believed that there are sufficient conditions but also arduous tasks to build a moderately prosperous society in an all-round way as scheduled. We must strengthen confidence, forge ahead, and work hard based on the solid foundation laid since the founding of New China, especially since the reform and opening up. The plenary session studied a series of major issues concerning my country's development during the "13th Five-Year Plan" period and made the following suggestions on formulating the "13th Five-Year Plan".

1. The situation and guiding ideology of the decisive stage of building a moderately prosperous society in an all-round way

(1) During the "Twelfth Five-Year Plan" period, my country has made significant achievements in development. The "Twelfth Five-Year Plan" period has been an extraordinary five years for my country's development. Faced with the complex international environment and the arduous and arduous tasks of domestic reform, development and stability, our party has united and led the people of all ethnic groups across the country to work tenaciously, pioneer and innovate, and strive to create a new situation in the development of the party and the country's undertakings.

The urbanization rate of the permanent population has reached 55%. A number of major scientific and technological achievements have reached the world's advanced level. The public service system has been basically established and its coverage continues to expand. New jobs continue to increase. The poverty population has been significantly reduced. New progress has been made in the construction of ecological civilization. The standard and quality of people's living standards have accelerated. Comprehensively deepening reforms have been vigorously advanced, people's democracy has continued to expand, and governing the country according to law has embarked on a new journey. Significant progress has been made in all-round diplomacy, opening up to the outside world has continued to deepen, and my country has become the world's largest trader in goods and a major foreign investment country. The Chinese Dream of the great rejuvenation of the Chinese nation and the core socialist values ​​are deeply rooted in the hearts of the people, and the country’s cultural soft power continues to increase. The military reform with Chinese characteristics has made remarkable achievements, and new steps have been taken to strengthen and rejuvenate the army. The comprehensive and strict governance of the party has created a new situation. The party's mass line education and practice activities have achieved fruitful results, and the party's work style and clean government have achieved remarkable results, winning the hearts and minds of the party and the people. The goals of the "Twelfth Five-Year Plan" are about to be successfully achieved, and our country's economic strength, scientific and technological strength, national defense strength, and international influence have reached a new level.

What is particularly important is that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as General Secretary has unswervingly adhered to and developed socialism with Chinese characteristics. It has the courage to practice and be good at innovation, deepens its understanding of the laws governing the Communist Party, the laws of socialist construction, and the laws of human society development. It has formed a series of new concepts, new ideas and new strategies for state governance, providing scientific theoretical guidance and action guidelines for deepening reform and opening up and accelerating socialist modernization under new historical conditions.

(2) Basic characteristics of my country’s development environment during the “Thirteenth Five-Year Plan” period. The theme of the times of peace and development has not changed. World multipolarity, economic globalization, cultural diversification, and social informatization are developing in depth. The world economy is recovering from in-depth adjustments. A new round of scientific and technological revolution and industrial transformation is ready to take off. The global governance system has undergone profound changes. The power of developing countries continues to increase, and the international balance of power is gradually becoming more balanced. At the same time, the deep-seated effects of the international financial crisis will still exist for a long period of time. Global economic and w88 growth is sluggish, protectionism is rising, geopolitical relations are changing complexly, traditional and non-traditional security threats are intertwined, and unstable and uncertain factors in the external environment are increasing.

Our country has a solid material foundation, rich human capital, vast market space, and huge development potential. The transformation of economic development mode is accelerating, new growth drivers are being nurtured, and the fundamentals of long-term economic growth have not changed. At the same time, the problems of unbalanced, uncoordinated, and unsustainable development are still prominent, mainly due to extensive development methods, weak innovation capabilities, serious overcapacity in some industries, declining corporate efficiency, and frequent major safety accidents; unbalanced development between urban and rural areas; tight resource constraints, and the trend of ecological environment deterioration has not yet been fundamentally resolved. The supply of basic public services is insufficient, the income gap is large, the aging of the population is accelerating, and the task of eradicating poverty is arduous; people's civilized quality and social civilization need to be improved; the construction of the rule of law needs to be strengthened; the ideological style and ability level of leading cadres need to be improved, and the pioneering and exemplary role of party members and cadres needs to be strengthened. We must enhance our sense of urgency and responsibility, and strive to achieve breakthrough progress in optimizing the structure, enhancing motivation, resolving contradictions, and making up for shortcomings.

Comprehensive judgment shows that my country's development is still in an important period of strategic opportunities where great achievements can be made. It is also facing severe challenges with many overlapping contradictions and increasing risks and hidden dangers. We must accurately grasp the profound changes in the connotation of the period of strategic opportunities, respond more effectively to various risks and challenges, continue to concentrate on doing our own things well, and constantly explore new realms of development.

(3) The guiding ideology of my country’s development during the “Thirteenth Five-Year Plan” period. Hold high the great banner of socialism with Chinese characteristics, fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 18th Central Committee of the Communist Party of China. Guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents" and the Scientific Outlook on Development, we must thoroughly implement the spirit of General Secretary Xi Jinping's series of important speeches. We must adhere to the strategic layout of building a moderately prosperous society in an all-round way, comprehensively deepen reform, comprehensively govern the country according to law, and comprehensively and strictly govern the party. Development is the first priority. The first priority is to focus on improving the quality and efficiency of development, accelerate the formation of institutional mechanisms and development methods that lead the new normal of economic development, maintain strategic focus, insist on making progress while maintaining stability, and coordinate the advancement of economic construction, political construction, cultural construction, social construction, ecological civilization construction and party building to ensure that a moderately prosperous society is built as scheduled and lay a more solid foundation for realizing the second centenary goal and realizing the Chinese dream of the great rejuvenation of the Chinese nation.

To achieve the goal of building a moderately prosperous society in all respects as scheduled and to promote sustained and healthy economic and social development, the following principles must be followed.

2. The main goals and basic concepts of economic and social development during the “Thirteenth Five-Year Plan” period

——The overall improvement of ecological environment quality. Green and low-carbon production methods and lifestyles are on the rise. The efficiency of energy resource development and utilization has been greatly improved, energy and water resources consumption, construction land, and total carbon emissions have been effectively controlled, and the total emission of major pollutants has been significantly reduced. The layout of the main functional areas and ecological safety barriers have been basically formed.

——Systems in all aspects are more mature and finalized. People's democracy has become more complete, a government based on the rule of law has been basically established, and judicial credibility has been significantly improved. The modern military system with Chinese characteristics has become more complete. The institutional level of party building has been significantly improved.

(2) Improve the development concept. To achieve the development goals during the "Thirteenth Five-Year Plan" period, solve development problems, and consolidate development advantages, we must firmly establish the development concepts of innovation, coordination, green, openness, and sharing.

Innovation is the first driving force for development. Innovation must be placed at the core of the overall development of the country, and innovations in theoretical innovation, institutional innovation, scientific and technological innovation, cultural innovation and other aspects must be continuously promoted, so that innovation can penetrate all the work of the party and the country, and make innovation become a common practice in the whole society.

Coordination is an inherent requirement for sustained and healthy development. We must firmly grasp the overall layout of the cause of socialism with Chinese characteristics, correctly handle the major relationships in development, focus on promoting the coordinated development of urban and rural areas, promote coordinated economic and social development, promote the simultaneous development of new industrialization, informatization, urbanization, and agricultural modernization. Opening up is the only way for a country to prosper and develop. We must conform to the trend of our country's economy being deeply integrated into the world economy, pursue a mutually beneficial and win-win opening strategy, adhere to the coordination of internal and external needs, balance import and export, pay equal attention to bringing in and going out, attract investment and attract technology and intelligence, develop a higher-level open economy, actively participate in global economic governance and the supply of public goods, improve my country's institutional voice in global economic governance, and build a broad community of interests.

Sharing is the essential requirement of socialism with Chinese characteristics. We must adhere to the principle that development is for the people, development relies on the people, and the fruits of development are shared by the people. We must make more effective institutional arrangements so that all people will have a greater sense of gain in co-construction and shared development, enhance development momentum, enhance people's unity, and steadily move toward common prosperity.

3. Adhere to innovative development and strive to improve the quality and efficiency of development

In the context of increasingly fierce international development competition and the transformation of my country's development momentum, we must place the basis of development on innovation, form an institutional structure to promote innovation, and create a leading development that relies more on innovation-driven and gives full play to first-mover advantages.

(1) Cultivate new driving forces for development. Optimize the allocation of labor, capital, land, technology, management and other factors, stimulate the vitality of innovation and entrepreneurship, promote mass entrepreneurship and innovation, release new demands, create new supplies, promote the vigorous development of new technologies, new industries, and new business formats, and accelerate the transformation of development drivers.

Give full play to the fundamental role of consumption in growth, focus on expanding residents’ consumption, guide consumption to shift towards smart, green, healthy and safe directions, and promote the upgrading of the consumption structure with a focus on expanding service consumption. Give full play to the role of exports in promoting growth, strengthen the integration of foreign investment and exports, and cultivate new foreign economic advantages with technology, standards, brands, quality, and services as the core. Expand regional development space. (3) In-depth implementation of the innovation-driven development strategy. Give full play to the leading role of scientific and technological innovation in comprehensive innovation, strengthen basic research, strengthen original innovation, integrated innovation, introduction, digestion, absorption and re-innovation. Promote the construction of distinctive high-level universities and scientific research institutes, encourage enterprises to carry out basic and cutting-edge innovative research, and pay attention to disruptive technological innovation. Implement a number of major national science and technology projects and establish a number of national laboratories in major innovation fields. Efforts should be made to build a modern agricultural industry system, production system, and management system, improve agricultural quality, efficiency, and competitiveness, promote the coordination of grain, economics and feeding, the integration of agriculture, forestry, animal husbandry, and fishery, the integration of planting and breeding, and the integrated development of primary, secondary, and tertiary industries, and follow the path of agricultural modernization with high output, product safety, resource conservation, and environmental friendliness.

Adhere to the strictest cultivated land protection system, adhere to the red line of cultivated land, implement the strategy of storing grain on the ground and storing grain in technology, increase grain production capacity, and ensure basic self-sufficiency in grain and absolute safety of grain rations. Comprehensively delineate permanent basic farmland, promote farmland water conservancy, land consolidation, transformation of medium- and low-yield fields, and construction of high-standard farmland on a large scale, strengthen the construction of main production areas for grain and other bulk agricultural products, and explore the establishment of grain production functional areas and important agricultural product production protection zones. Optimize the agricultural production structure and regional layout, promote the construction of industrial chains and value chains, develop multiple agricultural functions, and improve the comprehensive benefits of agriculture.

Promote agricultural standardization and informatization. Improve the entire process supervision system for agricultural product quality and safety from farmland to table, the modern agricultural science and technology innovation and promotion system, and the agricultural socialization service system. Develop the modern seed industry and improve the level of agricultural mechanization. Continue to increase agricultural investment and improve agricultural subsidy policies. (5) Build a new industrial system. Accelerate the construction of a manufacturing power and implement "Made in China 2025". Support the development of strategic emerging industries, give full play to the function of industrial policy guidance and promotion of competition, better utilize the role of the national industrial investment guidance fund, and cultivate a number of strategic industries.
