Study the problem from the beginning

Solving outstanding problems is one of the important goals of carrying out learning and practice activities. To solve the problem, we must first study and identify the problem. The second batch of learning and practice activities should focus on research problems from the beginning, and research and solve problems throughout.
Party members and cadres receive education, scientific development reaches a higher level, and the people benefit from it are the general requirements put forward by the central government for in-depth study and practice activities. Among them, education for party members and cadres is the foundation, scientific development is the core, and benefiting the people is the goal. To carry out the second batch of study and practice activities in depth, we must plan and advance closely around this general requirement. To realize this general requirement, we must be determined to solve the outstanding problems that affect and restrict scientific development and the outstanding problems that the masses reflect strongly on in terms of party members and cadres, party spirit, style, and party discipline. To measure whether learning and practice activities are truly effective, this ultimately depends on this. There are many units participating in the second batch of study and practice activities, covering a wide range of areas, and the problems are different. We must learn from the successful experience of our party’s previous concentrated study and education activities, especially the first batch of study and practice activities, and make research and resolution of outstanding problems the top priority for in-depth development of the second batch of study and practice activities.
Be good at identifying problems. The units participating in the second batch of learning and practice activities include city and county government agencies, state-owned enterprises, and colleges and universities, and their situations vary widely. Even within units of the same type, situations vary. Therefore, on the premise of conscientiously studying and understanding the spirit of the Central Committee and thoroughly understanding the situation, starting from the preparation stage of the event, we must hold symposiums at different levels, distribute questionnaires, and solicit opinions online as early as possible. We must work hard to find out the situation and grasp the actual situation, and effectively identify the outstanding issues that affect and restrict the scientific development of the local unit and party members and cadres in terms of party spirit, party style, and party discipline. To find problems, the attitude should be sincere, the methods should be diverse, and the methods should be scientific. Only in this way can we prescribe the right medicine and grasp the next stage of work accurately and solidly.
We must analyze the problem objectively. We must be good at using the scientific method of materialist dialectics to analyze the problems found objectively. It is necessary to analyze the nature and type of the problem, whether it is a problem of ideological concepts or ability and quality, whether it is a problem of working ideas or a problem of institutional mechanism. It is also necessary to analyze the causes of the problem, whether it is subjective or objective reasons, and strive to clarify the problem and the reasons. When analyzing problems, we must insist on seeking truth from facts and analyze specific problems concretely. We must not rely on subjective assumptions and jump to random conclusions.
Solve the problem as soon as possible. The purpose of researching a problem is to solve it. All localities and units must insist on planning ahead, taking action early, learning and correcting at the same time, and conscientiously solving outstanding problems that affect and restrict scientific development and outstanding problems that the public reflects strongly on in terms of party members and cadres' party spirit, style, and party discipline. To solve problems, we must not only highlight the key points, but also distinguish the priorities and degrees of difficulty. If the problems are outstanding, we should focus on solving them. If the problems have the conditions for rectification and implementation, we should solve them as soon as possible. We must persist in doing our best according to our ability, be proactive and enterprising, and be based on reality and focus on results; we must avoid fear of difficulties and inaction, and avoid formalism, short-term behavior, and“Achievement Project”。
Being good at identifying problems depends on wisdom, and having the courage to solve problems depends on determination. As long as we focus on researching problems from the beginning and resolve to solve them, the second batch of learning and practice activities will definitely achieve the expected results and achieve the goal of satisfying the masses.
