Director Qiu Xiaohong first reported the requirements and work arrangements of the Party Branch of the Education and Assistant Party on learning and practice activities, and put forward the general ideas, goals and process arrangements for the library to carry out learning and practice activities. Deputy Directors Lu Yunsheng and Qi Xiaohang put forward suggestions on specific arrangements in the learning and practice activities.

The meeting decided to establish a "Library In-depth Study and Practice Scientific Outlook on Development Activity Leading Group" with the director Qiu Xiaohong as the group leader, deputy director Lu Yunsheng, Qi Xiaohang and general branch secretary Lu Lingling as the group members; and discussed and passed the "Implementation Plan for the Library Party Branch to Deeply Study the Scientific Outlook on Development".
