Speech at the Sixth Plenary (Expanded) Meeting

This Party Committee Plenary Session conveyed and studied the work spirit of the Central Committee on the second batch of learning and practice activities and the deployment of the Ministry of Education on the learning and practice activities of the subordinate universities. It reviewed and passed the implementation plan of our w88 slot’s in-depth study and practice of the Scientific Outlook on Development, and made a plenary resolution, calling on party organizations and Communist Party members at all levels in the w88 slot to further enhance their sense of mission and responsibility, carry out learning and practice scientific activities with a serious and responsible attitude and a pragmatic style, solve the problems of w88 slot development, promote the scientific development of the w88 slot, and accelerate the pace of building a high-level characteristic university. Next, I will share some opinions on implementing the relevant spirit of the Central Committee and the Party Group of the Ministry of Education, implementing the work plan of the w88 slot’s Party Committee, and strengthening the leadership and organization of our w88 slot’s learning and practice activities.

　1. In-depth study and practice of the Scientific Outlook on Development activities are strategic requirements and major opportunities to promote the development of our w88 slot

All party members and leading cadres in the w88 slot must deeply realize that carrying out in-depth study and practice of the Scientific Outlook on Development throughout the Party is a major strategic deployment of the Party Central Committee, a major measure to arm the whole Party with the theoretical system of socialism with Chinese characteristics, an urgent need to deepen reform and opening up, promote good and rapid economic and social development, and promote social harmony and stability. It is an inevitable requirement to improve the Party’s governing ability and maintain and develop the Party’s advanced nature. Carrying out activities to deeply study and practice the Scientific Outlook on Development in colleges and universities is a need for the development of higher education, a need to accelerate the construction of high-level universities, a major opportunity for universities to respond to challenges, resolve contradictions, and unify their thinking, and an important opportunity to solve w88 slot development problems and promote w88 slot scientific development. It is a major opportunity for our w88 slot to develop.

Higher education in my country is at a new historical starting point. Our w88 slot has encountered many new problems in the process of running schools, such as the change in the talent training model of higher education, the strategic focus of higher education development, the evaluation method, the application for degree points, the allocation method of public and national universities, etc. Competition in colleges and universities also poses a serious challenge to our w88 slot. This is what you can see when looking at the reality of the State Council Discipline Assessment Center ranking national disciplines.

Each of our Party Committee members and Party member leading cadres must also realize that learning and practice activities are not only a major opportunity for w88 slot development, but also a valuable opportunity for personal development and growth. Only by establishing a scientific outlook on development and guiding our work with the scientific outlook on development can we further our leadership level and management capabilities.

2. Accurately grasp the principles and requirements and work priorities of in-depth study and practice of the Scientific Outlook on Development

　　In the entire learning and practice activities, we must first grasp two major elements. The first is to improve our understanding and change our concepts through the study of the Scientific Outlook on Development; the second is to reform and innovation to solve problems. We must further deepen the understanding of the Scientific Outlook on Development by the majority of Party members, cadres, especially leading cadres, and especially grasp the spiritual connotation, essence and ideological methods of the Scientific Outlook on Development, and enhance the awareness and firmness of implementing the Scientific Outlook on Development.

We must pay special attention to highlighting practical characteristics. The practice link is the most important link. We must insist on taking the pursuit of practical results as the starting point and end point of carrying out learning and practical activities. Through learning and practical activities, we can truly scientifically plan development ideas, improve leadership ability, enhance party spirit, solve work problems, and solve practical problems.

To organize learning and practice activities, we must focus on two major key points: one is the leadership team at the w88 slot and the college level, and the other is the leading cadres of party members. We must do a good job in three stages: study and research stage, analysis and inspection stage, and rectification and improvement stage.

The above two major elements, two key points, three stages, and four reports. I hope that leading cadres will pay close attention to it and do a solid job in related work.

3. Requirements for all Party Committee members and Party member leading cadres

First, study hard and think hard. We must carefully read all the bibliography and articles that are required to be read, clarify our views, and strengthen our understanding.

Secondly find the right problem and learn while correcting. In learning and practice activities, we must reach a consensus on identifying prominent problems and urgently needed problems.

Third, come up with solutions to the problem. After reaching a consensus on what is a key issue, we must find a solution to the problem.

Carry out in-depth study and practice of the Scientific Outlook on Development activities. Members and members of the Party Committee of the w88 slot should take the lead in learning and researching and finding research problems. Each department should formulate its own activity plans based on the w88 slot’s implementation plan and organize activities with the theme as the center and the effect as the focus.

This Plenary Session of the Party Committee has determined the theme and plan of the learning and practice activities. I believe that with our joint efforts, our w88 slot’s in-depth study and practice of the Scientific Outlook on Development will definitely be able to truly achieve the goal of party members and cadres receiving education, scientific development, and teachers, students and staff benefiting in accordance with the requirements of the Party Group of the Ministry of Education and the expectations of our w88 slot’s faculty and staff.
