Xinhuanet, Beijing, February 28 (Reporter Xu Jingyue) The first summary and second batch of mobilization meetings for in-depth study and practice of the Scientific Outlook on Development were held in Beijing from the 27th to the 28th. Xi Jinping, member of the Standing Committee of the Political Bureau of the CPC Central Committee, member of the Secretariat of the CPC Central Committee, and leader of the Central Leading Group for In-depth Study and Practice of the Scientific Outlook on Development, attended the meeting and delivered an important speech.

Xi Jinping emphasized that the tasks of the second batch of activities to study and practice the Scientific Outlook on Development have been clarified. Party committees (party groups) at all levels must take a solid grasp of study and practice activities as an important task of party building this year, carefully organize, strengthen leadership, pay close attention to implementation, and strive for practical results.

The first batch of learning and practice activities began in September last year and were mainly carried out in provincial and ministerial-level party and government agencies and centrally managed financial institutions. By the end of February this year, they had basically come to an end. The second batch of learning and practice activities began in March this year and basically ended at the end of August. They were mainly carried out in municipal and county agencies, state-owned enterprises, and colleges and universities.

In his speech, Xi Jinping fully affirmed the actual results achieved by the first batch of learning and practice activities. He pointed out that the units that participated in the first batch of learning and practice activities and the second batch of pilot units for learning and practice activities have accumulated valuable experience in learning and practice activities. The main ones are: first, we must firmly grasp the general requirements of party members and cadres receiving education, scientific development, and benefiting the people, and ensure that learning and practice activities are not just a formality. Second, we must highlight the characteristics of practice, take the pursuit of practical results as the starting point and goal of carrying out activities, focus on solving outstanding problems, and improve systems and mechanisms. Third, we must integrate in-depth study and awareness-raising throughout study and practice activities, effectively arm ourselves with theory, and focus on cultivating party spirit and developing style. Fourth, we must take emancipating the mind as the guide, respect the initiative spirit of the grassroots, and innovate the content, methods and carriers of activities according to local conditions. Fifth, we must rely on the masses, fully develop democracy, and regard the satisfaction of the masses as the first criterion for testing the effectiveness of activities. Sixth, we must adhere to classified guidance and put forward specific requirements for learning and practical activities at different levels. Seventh, we must make overall arrangements and handle the relationship between promoting learning and practical activities and doing a good job in various current tasks, so as to promote various tasks with learning and practical activities. Eighth, we must highlight the focus of party members and leading cadres at or above the county level, insist on the leadership team and party member leading cadres taking the lead, strengthen supervision and inspection, and do a good job in public opinion guidance. These experiences have important guiding significance for the second batch of study and practice activities, and all regions and units must use them seriously in light of actual conditions.

Xi Jinping pointed out that based on the characteristics of the second batch of study and practice activity units being moved downwards and having multiple points and wide areas, under the unified leadership of the Central Leading Group for Study and Practice Activities, the study and practice activities of municipal and county agencies, as well as local state-owned enterprises and colleges and universities , the provincial, district and municipal party committees are responsible for the specific leadership and guidance; the learning and practical activities of central enterprises and higher education institutions under the ministry are organized by the leading group for in-depth study and practice of the scientific outlook on development activities for central enterprises and the leading group for in-depth study and practice of the scientific outlook on development activities for subordinate higher education institutions. The party committees (party groups) of all units in various regions must effectively strengthen their leadership responsibilities and be fully responsible for the study and practice activities of their units. The main person in charge must conscientiously perform the duties of the first responsible person.

Xi Jinping emphasized that units participating in the second batch of learning and practice activities must accurately identify the integration point between learning and practice activities and current work, closely connect with the current domestic and international economic situation, actively respond to the difficulties and challenges brought by the international financial crisis, and further enhance confidence by carrying out learning and practice activities, face difficulties, work together, and overcome difficulties together. We must closely connect with the current social stability situation, pay special attention to those places and units with more unstable factors, and better protect people's livelihood and stability through learning and practical activities.

Li Yuanchao, member of the Political Bureau of the CPC Central Committee, member of the Secretariat of the CPC Central Committee, director of the Organization Department of the CPC Central Committee, and deputy leader of the Central Leading Group for In-depth Study and Practice of the Scientific Outlook on Development, pointed out in his concluding speech that units participating in the second batch of study and practice activities must conscientiously implement the spirit of the Central Committee and the spirit of Xi Jinping’s important speeches, and carry out study and practice activities closely around the general requirements for party members and cadres to receive education, scientific development to a high level, and the people to benefit. It is necessary to better grasp the characteristics of the second batch of study and practice activities, closely link the current economic situation and practical tasks, effectively strengthen classified guidance, highlight the focus of leadership groups and leading cadres, solve problems and seek practical results throughout the entire process of study and practice activities, and ensure that obvious results are achieved that are visible and tangible to the people.
