These experiences and practices are very inspiring for the whole party to carry out study and practice activities, and we must learn from them seriously.
I read the materials about the pilot work and felt that the prominent problems identified by the pilot units are of certain universality and deserve our careful study and analysis. There are mainly the following four aspects: First, some party members and cadres are not very conscious about implementing the Scientific Outlook on Development, and their understanding of the Scientific Outlook on Development is not deep enough. Some have not studied the Scientific Outlook on Development solidly enough, and their understanding is not comprehensive enough, and they have some one-sided understandings and vague understandings; some have problems such as emphasizing "manifest achievements" but not "potential achievements" in the concept of development, emphasizing the present but not the long-term, seeing things but not people, and even creating false political achievements. Second, the ideas, styles, abilities and qualities of some leading cadres are not yet adapted to the requirements of promoting scientific development. Some are not liberated enough in their thinking, have a weak sense of reform and innovation, follow the old ways, and are closed-minded and conservative; some lack the necessary knowledge to promote scientific development and lack the ability to engage in strategic thinking, dialectical thinking, systematic thinking, and innovative thinking; some have unclear development ideas and lack confidence; some have a floating style of caring for the suffering of the masses and solving people's livelihood problems, and are not practical in their work, and there are problems such as formalism, superficiality, and perfunctory performance. Third, some issues affecting and restricting scientific development are still prominent. In some places, structural contradictions in economic development are prominent, and the extensive development model has not yet been significantly transformed. The quality and efficiency of development are not high, and safety accidents occur frequently. There is even a phenomenon of simply pursuing growth speed and sacrificing resources and the environment for temporary economic growth. Development is not comprehensive, coordinated, and sustainable. Some places and departments have not done much in narrowing the urban-rural and regional development gaps and promoting coordinated economic and social development, and have not done enough to coordinate the interests of all parties. Fourth, the system and mechanism to ensure scientific development are not sound enough. Some local and departmental decision-making is not scientific and democratic enough, the work is not systematic and coordinated, the cadre assessment and evaluation system that reflects the requirements of the scientific outlook on development and the correct view of political performance is not yet complete, and the supervision system to promote scientific development is not perfect. These issues reflect the current real situation in some local and departmental work and ideological styles. If these problems are not resolved in time, we will be unable to cope with the new challenges facing the party under the new situation, and it will be difficult to shoulder the lofty mission of leading the people to continue to build a moderately prosperous society in an all-round way and accelerate socialist modernization. In order to effectively solve these problems, we must focus on the following aspects and make unremitting efforts when carrying out learning and practical activities.
First, further understand the significance of implementing the Scientific Outlook on Development.The Seventeenth National Congress of the Communist Party of China emphasized that the Scientific Outlook on Development is the inheritance and development of the important thoughts on development of the three generations of the Party’s central leadership collectives. It is a concentrated expression of the Marxist worldview and methodology on development, and is the same as Marxism-Leninism. Ninthism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "Three Represents" are scientific theories that are both consistent and advance with the times. They are important guidelines for my country's economic and social development and are major strategic ideas that must be upheld and implemented in the development of socialism with Chinese characteristics. To continue to deepen the study and implementation of the spirit of the 17th National Congress of the Communist Party of China, and to implement the major theoretical perspectives, major strategic thoughts, and major work arrangements proposed by the 17th National Congress of the Communist Party of China, strengthening theoretical arming must be placed in a prominent position. We must keep in mind that despite our world-renowned development achievements, our country is still and will be in the primary stage of socialism for a long time. It is still the largest developing country in the world with a large population, a weak foundation, and very uneven development. The contradictions and problems we encounter in development are rare in the world, both in scale and complexity. We still have a long way to go to build a higher-level moderately prosperous society that benefits more than one billion people. We still have a long way to go to realize socialist modernization and achieve common prosperity for all people.
