Seriously implement the rectifications
——Commentary No. 16 of the series of activities on in-depth study and practice of the Scientific Outlook on Development
Performing the rectification and implementation is a concentrated expression of the practical characteristics of learning and practice activities. It is the key to ensuring that the activities achieve practical results, and it is also an inevitable requirement for the activities to win the satisfaction of the masses. At present, the first batch of learning and practice activities have all entered the rectification and implementation stage. This stage is the stage where the entire activity is most fruitful, most effective, and attracts the most attention from party members, cadres, and the masses. In the face of the current complex economic situation, all units must further raise awareness, inspire spirit, strengthen confidence, focus on the greatest practice of maintaining stable and rapid economic development, and go all out to carry out rectification and implementation work to ensure that learning and practice activities produce results and practical results, so that the people can truly feel the new changes and new atmosphere brought about by learning and practice activities, and win the trust of the people with visible and tangible practical results in promoting scientific development.
We must carefully formulate a rectification and implementation plan. The rectification and implementation plan is a "road map" for solving problems and improving the system. Whether it is well formulated directly determines the direction, intensity and effect of the rectification and implementation. All units must closely focus on the general requirements of "party members and cadres receiving education, scientific development at a high level, and the people benefiting from benefits", based on better fulfilling departmental responsibilities, ensuring and promoting scientific development, and researching and formulating a rectification and implementation plan with clear goals, specific measures, responsibilities in place, and practical implementation. It is necessary to achieve "four clarifications": clarify the rectification and implementation projects, conduct a comprehensive analysis and classification of the problems identified by soliciting opinions and analysis, and propose rectification and implementation projects by category; clarify the rectification implementation goals and time limit requirements, and clarify what goals will be achieved by when according to the priority and difficulty of the problems. There are both short-term goals and short-term goals. Medium and long-term arrangements; clarify the rectification and implementation measures, study and analyze the problems that need rectification and implementation one by one, and come up with effective measures and specific methods to solve the problems; clarify the rectification and implementation responsibilities, and clarify the responsible leaders and undertaking departments one by one for the listed rectification and implementation specific matters, break down the tasks into details, assign responsibilities to the people, and make public commitments to the masses.
We must solve outstanding problems in a down-to-earth manner. For learning and practical activities to "bear fruit", the key is to solve problems. On the one hand, we must focus on solving outstanding problems that affect the overall situation and people's livelihood in current practical work. Provinces, autonomous regions and municipalities should focus on solving issues such as ideas and major measures related to the economic and social development of the region, and do a few practical and good things that the masses generally expect in solving issues such as the employment and entrepreneurship of returning migrant workers, employment of college students, schooling, medical treatment, housing, social security, and the production and living difficulties of some people. Central and state agencies must focus on serving the grassroots and promoting scientific development, focusing on solving outstanding issues at the macro policy level and within the scope of their own departments' functions. In particular, they must closely follow the current economic situation, actively respond to the economic crisis, and ensure the implementation of the central government's guidelines and policies to ensure development, people's livelihood, stability, and the central government's policies. On the other hand, efforts should be made to solve outstanding issues concerning party spirit, work style and party discipline that are strongly reflected by the masses. All units must place an important position on solving the problems of party members and cadres such as weak awareness of the overall situation, sense of responsibility, and low awareness of the masses, procrastination, and low work efficiency. They must vigorously change their ideological concepts and work styles, effectively enhance the execution ability of promoting scientific development, and at the same time conscientiously resolve issues related to the vital interests of service objects and work objects. When solving problems, we must distinguish priorities and degrees of difficulty. If there are problems, we should solve them. If there are outstanding problems, we should focus on solving them. If there are problems that have the conditions for rectification and implementation, we should solve them in a timely manner. We must persist in doing our best within our capabilities, be proactive and enterprising, and be grounded in reality and focus on results; we must avoid fear of difficulties and inaction, and avoid formalism, short-term behavior, and "achievement projects."
We must actively improve the system and mechanisms. Institutional mechanisms are the fundamental guarantee for scientific development. Most of the units participating in the first batch of learning and practice activities are responsible for macro management, policy management, and direction management. It is very important to do a good job in the system and mechanism. We must adhere to reform and innovation, adhere to the principle of "be precise and be effective", and proceed from actual needs and the will of the people, establish and improve institutional mechanisms to guarantee and promote scientific development, policies and regulations to promote scientific development, and rules and regulations that meet the requirements of scientific development, solve problems such as institutional deficiencies and institutional obstacles, and form a correct orientation conducive to scientific development. In accordance with the requirements of implementing the Scientific Outlook on Development, we must systematically clean up existing policies, measures, opinions, methods, and rules and regulations on the basis of an in-depth understanding of the operation of the system and a good performance evaluation. Those that should be abolished should be abolished in a timely manner, those that need to be improved should be revised and improved in a timely manner, and those that need to be newly constructed should be accurately selected and introduced as soon as possible, and strive to achieve a number of institutional results during the activity. It is necessary to adhere to sunshine operation, extensively solicit opinions and suggestions from all walks of life, fully conduct research and demonstration, take into account the interests of all parties as much as possible, enhance the scientific nature, pertinence and long-term nature of system construction, and ensure that various systems are feasible, manageable, well used and sustainable.
A dozen programs are not as good as one step of practical action. The implementation of rectification and reform is the final stage of learning and practice activities, and it is also the most critical stage. It must be serious, practical, and head-on. The main leading cadres of each unit must insist on seeking truth and being pragmatic, take the lead in overcoming difficulties, conduct in-depth investigations and studies, and strive to find effective ways to solve problems and improve systems. It is necessary to clarify responsibilities, pay close attention to implementation, establish an effective supervision, inspection and accountability system, urge responsible departments and responsible units to concentrate their time and energy on the implementation of rectifications, and achieve more practical and institutional results.(People’s Daily2009Year2month16People’s Daily, Page 3)
