Write the analysis and inspection report carefully
——Comments on the series of activities on in-depth study and practice of the scientific outlook on development, No. 15
Doing a good job in analyzing and inspecting the leadership team’s implementation of the Scientific Outlook on Development and forming a high-quality analysis and inspection report are the central government’s phased requirements for learning and practice activities. Currently, the first batch of learning and practice activity units are writing and revising analysis and inspection reports. Generally speaking, the work in this link is solid and progressing smoothly, but judging from the analysis and inspection reports produced by some units, there are also some issues worth noting. Mainly: it talks more about achievements and less about problems; it talks more about the problems of the unit and less about the problems of the leadership team itself; it talks more about actual work problems and less about problems related to party spirit, party style and party discipline; it talks more about objective reasons and less about subjective reasons; it focuses more on generalizations and less on in-depth analysis when analyzing the reasons, etc. The analysis and inspection report is a concentrated reflection of the effect of the learning and practice activities in the previous stage, and is also the main basis and important follow-up for the implementation of rectifications in the later stage. Without a high-quality analysis and inspection report, problem solving will be aimless, and the purpose of the entire activity will easily fail.
The reasons for these problems are: first, the leadership team’s ideological understanding is not high enough, and they do not fully understand the key role of forming high-quality analysis and inspection reports in unifying thinking, forming consensus, guiding rectification, and solving problems. Second, the main responsible comrades did not do it themselves, but handed over the main work to a small number of comrades who were writing materials. Writing materials replaced analysis and inspection. Third, some leading cadres have ideological concerns and engage in "circumstances" and "edge games", and dare not touch on substantive issues. To effectively improve the quality of analysis and inspection reports and prevent them from being turned into general work reports, the leadership team also needs to further improve their ideological understanding and put this work in a more important position.
The main responsible comrades of the party committee (party group) must take the initiative to put themselves in, not only personally grasping and managing, but also personally participating and taking action. You must preside over the entire process of writing the analysis and inspection report. No matter how busy you are, you must take time and concentrate on it. You must not simply cope with it, let alone let it go. It is necessary to work with members of the leadership team and relevant personnel to conduct special research and determine the ideas and framework of the analysis and inspection report. For those who have already produced the first draft, we must fully promote democracy, insist on being open to suggestions, brainstorming, carefully listening to opinions and suggestions from all aspects, and extensively mobilizing the masses to find gaps and deficiencies. It is necessary to effectively fulfill the responsibilities of the first responsible person, adhere to standards, strictly control, analyze issues one by one, repeatedly revise and improve, and strive to make the analysis and inspection report a guiding document that promotes the scientific development of the local unit.
The most important thing in analyzing inspection reports is to identify the problem accurately, understand the root cause, clarify the ideas, and formulate scientific countermeasures. Therefore, whether you dare to touch on substantive issues is the key to writing a good analysis and inspection report. The leadership team must be highly responsible for the cause of the party and the people, have a scientific attitude of seeking truth from facts, and have the courage to self-analyze, carefully investigate the problems, analyze the causes in depth, summarize experience and lessons, and propose practical and effective improvement measures. Through serious rather than vague, profound rather than empty analysis and inspection, we must maximize the consensus on scientific development, clarify development ideas, and continuously deepen learning and practical activities.
