Strive to form a consensus on scientific development
——Comments on the series of activities for in-depth study and practice of the Scientific Outlook on Development
Forming an analysis and inspection report is the central link in the analysis and inspection stage and a key link in the entire learning and practice activities. On the basis of holding special democratic life meetings, forming a high-quality leadership team to implement the Scientific Outlook on Development situation analysis and inspection report is not only a concentrated reflection of the results of the previous stage of activities, but also the main basis for the implementation of rectification and reform in the later stage. Leadership groups at all levels must adhere to high standards and requirements, write high-quality analysis and inspection reports, and strive to form a consensus on scientific development to provide important guidelines for centralized problem solving and promotion of scientific development.
We must work hard to find the problem in depth. All localities and units must be closely connected with reality, objectively review and analyze the implementation of the Scientific Outlook on Development since the 16th National Congress of the Communist Party of China, and carefully investigate the implementation of the Scientific Outlook on Development on the basis of making full use of the results of previous studies, discussions, soliciting opinions and special democratic life meetings. In particular, it is necessary to conduct an in-depth analysis of the challenges and adverse effects of the international economic environment on the region and industry, and promptly identify tendencies and emerging problems.
We must work hard to analyze the reasons in depth. The leadership team must deeply analyze the subjective and objective reasons for existing problems, especially the subjective reasons, and pinpoint the ideological roots that affect scientific development. It is necessary to distinguish which ones are caused by the incompatibility of ideological concepts and which are caused by the failure to implement work measures; which ones are caused by deviations in decision-making and which are caused by insufficient implementation; which ones are caused by imperfect rules and regulations and which are caused by unscientific working methods; which ones are caused by objective conditions and which are caused by insufficient subjective efforts. The focus of analysis and inspection should be on seeking consensus, summarizing experience, and clarifying directions, striving to communicate ideas and enhance unity, help comrades and educate ourselves, and summarize the past and plan for the future. Only when we understand the root of our thoughts and solve problems can we act consciously and in a targeted manner.
We must work hard to formulate scientific countermeasures. It is necessary to identify the entry points and breakthroughs for the implementation of the scientific outlook on development in this region, department and unit based on the problems identified through analysis, clarify the main direction, overall ideas, work requirements and main measures for future scientific development, and propose specific measures to strengthen the leadership team's own construction. In particular, we must closely integrate with reality to study and propose ideas and measures for the region, department, and unit to implement the Scientific Outlook on Development, respond to the current international financial crisis, and promote stable and rapid economic development.
The analysis and inspection report should highlight the key points of inspection and analysis problems and clarify scientific development ideas, and avoid writing a general work report. To analyze whether the inspection report is well written, firstly, see whether it absorbs the results of study, research and emancipation discussions, and reflects the consensus formed by the leadership team and the majority of party members and cadres on the implementation of the scientific outlook on development; secondly, see whether the outstanding problems that affect and restrict scientific development are identified, and analyze the root causes of the existing problems; thirdly, see whether effective measures have been proposed to solve outstanding problems and clarify the basic ideas for future scientific development. The inspection guidance group must strictly control the quality of the analysis and inspection reports, so that they will not pass if the scope of investigation and research and solicitation of opinions is not extensive, if the search for outstanding problems is not accurate, they will not pass, if the scientific development ideas are unclear, and if the scientific development measures are not true, they will not pass.
The main responsible comrades of the party committee (party group) must preside over the writing of the analysis and inspection report throughout the process. It is necessary to take the lead in promoting democracy, and in a highly responsible attitude towards the development of the local unit, briefly summarize the results achieved, comprehensively sort out the existing problems, and seek truth from facts to analyze the subjective and objective reasons, especially the subjective reasons. After the first draft is formed, opinions from all sides must be widely listened to in an appropriate manner. After full discussion at the enlarged meeting of the Party Committee (Party Group), it shall be published within a certain range and subject to comments from party members and the masses. It shall be revised and improved repeatedly based on the opinions of the masses, and efforts shall be made to make the analysis and inspection report a guiding document for the scientific development of the region, department, and unit.
