Hold a high-level democratic life meeting
——Comments on the 12th series of activities for in-depth study and practice of the Scientific Outlook on Development
The first batch of learning and practice activities are gradually entering the analysis and inspection stage. This stage is a critical stage for transforming cognitive results into practical results. It plays an important role in connecting the past and the future, and is crucial to ensuring that learning and practice activities achieve practical results. The main tasks of the analysis and inspection stage are to solicit opinions, identify problems, analyze causes, and clarify directions. The focus is on convening a special democratic life meeting of the leadership team, forming an analysis and inspection report of the leadership team, and organizing public review.
Convening special democratic life meetings is the basis for good analysis and inspection. The special democratic life meeting focuses on identifying the problem, analyzing the causes, and clarifying the direction. We must closely focus on the in-depth implementation of the Scientific Outlook on Development and further promote scientific development to determine the theme, closely connect with the practice of scientific development since the 16th National Congress of the Communist Party of China, closely combine the international and domestic situations and their respective specific realities, and carefully search for outstanding issues that affect and restrict scientific development in the region, department, and unit, and outstanding issues that affect social harmony and stability. It is also necessary to deeply analyze the subjective and objective reasons for the existence of these problems, especially the subjective reasons, deeply analyze the ideological roots that affect scientific development, and propose specific measures to solve outstanding problems and promote scientific development. In this way, we can deepen our learning and practice activities in a down-to-earth manner.
The key to holding a high-level special democratic life meeting is to organize it carefully and make full preparations before the meeting. The leadership team must extensively solicit opinions from all parties, listen humbly to the opinions and suggestions of the masses, and carefully summarize and sort them out. Team members should talk to each other, exchange views, and reach consensus on some important issues. It is necessary to check one's own shortcomings and write personal speech materials in accordance with the requirements of the Scientific Outlook on Development. Relevant departments such as the Discipline Inspection Commission at the higher level, the Organization Department of the Party Committee, and the study and practice activity guidance and inspection team should send people to attend, intervene in advance, and strengthen guidance. Only if these tasks are done well and solidly can the Democratic Life Association be able to achieve a high level and high quality. This special democratic life meeting on studying and practicing the Scientific Outlook on Development must not be turned into an ordinary annual democratic life meeting. It must be persisted and achieved. If the problem is not accurately identified, the meeting will not be held. If the cause analysis is not clear, the meeting will not be held. The rectification measures will not be implemented. If the direction of efforts is unclear, the meeting will not be held.
The special democratic life meeting must be held at a high level. The important thing is to talk about real issues and real problems. This requires serious criticism and self-criticism, in-depth search for outstanding problems, and in-depth analysis of the causes. While analyzing the objective causes, we must also focus on finding the causes subjectively and ideologically, and further clarify the direction of efforts. It should be noted that the process of criticism and self-criticism is a process of correctly understanding oneself and strengthening party spirit, a process of consciously adhering to the truth and correcting mistakes, and a process of accepting help and supervision from organizations, comrades, and the masses in normal intra-party life. To carry out criticism and self-criticism, we must not only adhere to principles but also pay attention to methods and methods; we must be serious, touch on thoughts, analyze deeply without getting entangled in historical accounts; we must have strict requirements and improve quality without trying to make everyone pass, and hold individuals accountable; we must affirm what is right and persist in what is good, but also correct what is wrong and adjust deviations; and strive to create a good atmosphere of democratic unity, daring to tell the truth, and pragmatism and innovation. Criticism can be carried out individually before the meeting. Doing so will be more conducive to problem solving, more conducive to the unity of the leadership team, and easier to achieve good results.
It is a good tradition and practice of our party to adhere to the democratic life committee system and pay attention to solving conflicts and problems within the party through active organizational life. The main leading comrades of the party committee (party group) must effectively carry forward democracy and take the lead in soliciting opinions, taking the lead in having heart-to-heart conversations, taking the lead in writing speech materials, and taking the lead in accepting comments from team members. Team members must also actively participate in special democratic life meetings with a serious attitude. In the study and practice activities, if the special democratic life meetings of the leadership team are truly held to a high level, we will be able to better form a new consensus on scientific development, and we will be able to effectively promote profound changes in development concepts, development ideas, development methods, and development systems.
