Strive to solve outstanding problems in party spirit, work style and party discipline

In solving problems and striving for practical results in the activities of learning and practicing the Scientific Outlook on Development, we must not only solve the outstanding problems that affect and restrict scientific development, but also solve the outstanding problems that have a lot of social discussion and strong public reaction in terms of party members and cadres' party spirit, party style and party discipline. Party organizations at all levels must pay attention to the voices of the people, understand public opinion, pay close attention to new trends and new issues in the party spirit, style and discipline of party members and cadres, strive to improve the work style of party members and cadres, achieve results, and seek breakthroughs, win the trust of the people with the actual results of style construction, and provide reliable political and organizational guarantees for the realization of scientific development.

The leadership team and leading cadres are the key to the implementation of the Scientific Outlook on Development. Since the beginning of this year, large-scale mass incidents and major safety accidents have occurred in some places with serious consequences, reflecting that some party members and cadres have a weak sense of party spirit, a weak sense of purpose, a floating work style, and are indifferent and insensitive to the interests of the masses and life safety. The recent incidents of cadres being stranded and not returning from overseas visits in some places, as well as the phenomenon of "naked officials" who immigrated their wives and children abroad and transferred family assets out of the country under various "reasonable" pretexts in some places to serve as domestic officials, show that some places are too lenient and too soft in their cadre management. A large number of facts warn us that the requirements for strict party governance must be reflected in cadre management. Cadres must be subject to strict requirements, strict education, strict management, and strict supervision. Focusing on the strict education and management of party members and cadres, and striving to solve the problems of weak party spirit, unhealthy party style, and lax discipline must be regarded as an important task in study and practice activities, and we must pay close attention to it.
It is necessary to closely integrate the study and practice activities with the promotion of party members and cadres to pay attention to party spirit, conduct and set an example. Party committees at all levels must effectively strengthen the education of ideals, beliefs and political ethics, the party’s fine traditions and style, party discipline regulations and national laws and regulations, educate and guide party members and cadres, especially leading cadres, to firmly establish the Marxist world view, outlook on life and values, adhere to the correct view of power, status and interests, constantly strengthen party spirit cultivation, promote new trends and righteousness, and use good party spirit to promote political conduct and lead the people. Adhere to learning, checking and reforming, strengthen the construction of cadre management systems and mechanisms, continuously improve and improve the system of democratic life meetings, heart-to-heart talks, work reports and integrity reports, major personal matter reports, admonishment talks and letters of inquiry, strictly implement the cadre resignation and accountability system, and place party members and cadres under effective supervision and management. While doing a good job in positive education, we must resolutely correct those cadres who have weak party spirit, poor work style, lax self-discipline, and dissatisfaction with the masses. We must resolutely investigate and deal with corrupt elements who abuse power for personal gain and violate laws and disciplines without condoning them. We will further deepen the reform of the cadre and personnel system, insist on having both ability and political integrity, put morality first, and truly form a correct employment orientation.
The majority of party members and cadres must further improve their understanding, correct their attitudes, position themselves, and actively engage in finding and solving outstanding problems in the party's spirit, style, and discipline. Party members and leading cadres in particular must adhere to the unity of transforming the subjective world and transforming the objective world. In learning and practice activities, they should closely link their respective work realities and ideological realities, and take the lead in finding problems in party spirit, style, and party discipline, especially in terms of ideals and beliefs, clean governance, truth-seeking and pragmatism, and contact with the masses. We must transform the requirements of the Scientific Outlook on Development into conscious actions to enhance party spirit and improve ideological awareness. We must go all out to do whatever is in line with the requirements of the Scientific Outlook on Development, and unequivocally correct anything that does not meet the requirements of the Scientific Outlook on Development. We must strive to become a model practitioner of the Scientific Outlook on Development, and always be at the forefront and strive to be a pioneer in the practice of promoting scientific development.
