Resolutely implement the central decision-making and deployment

——Comments on the series of activities for in-depth study and practice of the scientific outlook on development

Recently, the Party Central Committee and the State Council have made decisions to implement proactive fiscal policies and moderately loose monetary policies, and introduce policies and measures to more effectively promote economic development. This is an important measure for our country to maintain stable and rapid economic development, safeguard and develop the interests of the masses, improve social and people's livelihood, and promote social harmony under the complex economic situation. Proper implementation of the central government's decisions and arrangements is the top priority of the current work of the party and the state, and is an inevitable requirement for promoting scientific development under the new situation. To this end, the Central Leading Group for Studying and Practicing the Scientific Outlook on Development has issued a special "Notice" requiring in-depth study and practice of the Scientific Outlook on Development, actively responding to the current economic situation, and ensuring stable and rapid economic development. All localities and units must follow the requirements of the "Notice" and regard the resolute implementation of the central government's decision-making and deployment as an important part of learning and practice activities, do a solid job in all current tasks, strive to maintain stable and rapid economic growth, and firmly grasp the initiative in development.

We must scientifically analyze the situation and unify our ideological understanding into the central government’s judgment and decision-making. On the basis of in-depth study, all localities and units must carefully study and analyze new situations and new problems that have emerged under the current economic situation, and unify the thoughts of party members and cadres, especially leading cadres at all levels, to the central spirit. Carry out in-depth and detailed ideological work, educate and guide party members and cadres to fully understand the seriousness, complexity, and long-term nature of various adverse factors at home and abroad, fully understand that these adverse factors have not changed the basic situation of my country's economic development, fully understand that our country's economy has a strong ability to withstand risks and a strong driving force for sustainable development, so as to further strengthen confidence, proactively plan countermeasures, and actively respond to challenges.

We must do a good job in current economic work based on our respective realities. Guided by the Scientific Outlook on Development, we must conduct an in-depth search for outstanding problems in preventing international financial risks, resisting external shocks, and maintaining stable and rapid economic development in our regions, departments, and units, and have a deep understanding of the new issues and challenges we face under the current economic situation. Deeply implement the spirit of the 17th National Congress of the Communist Party of China and the Third Plenary Session of the 17th Central Committee of the Communist Party of China, and in accordance with the unified deployment and requirements of the Central Committee, focus on the ten measures to further expand domestic demand and promote economic growth, and combine local realities and the functions of this department and unit to propose specific measures to respond to the current economic situation, solve outstanding problems, and maintain stable and rapid economic development. In the work, we must pay attention to conducting investigations and research, listening to the opinions of the masses, making scientific decisions, and striving to accomplish some practical and good things that the masses expect and are beneficial to scientific development.

We must do a careful job in ensuring development, people's livelihood, stability, and the implementation of the central government's guidelines and policies based on changes in local economic and social development conditions. It is now the end of the year. Under the circumstances of very heavy work tasks, we must pay close attention to the changes in the economic and social development of the local unit, pay attention to the new difficulties and problems encountered by the masses in production and life, enhance the predictability of work, see things early and act quickly. It is necessary to strengthen overall planning and coordination, form a synergy of work, promote the work of responding to the current economic situation with the solid development of learning and practical activities, and promote further in-depth development of learning and practical activities with the actual results of responding to the current economic situation. We must thoroughly study and implement the Scientific Outlook on Development, and in the work of expanding domestic demand, we must prevent duplication of construction and blindly develop projects with high energy consumption, high pollution, and waste of resources; we must prevent blindly paving the way for projects that violate laws and regulations; we must pay attention to preventing social instability caused by economic problems.

The units participating in the first batch of study and practice activities are mainly provincial and ministerial-level party and government agencies and centrally managed financial institutions. These units occupy an important position in the country's economic and social construction and are responsible for comprehensively implementing the party's line, principles, and policies and promoting sound and rapid economic and social development. It is necessary to transform the political enthusiasm inspired by study and practice activities into a powerful driving force for the implementation of the central government's decisions and deployments. With a more high-spirited mental state, a more solid work style, and more powerful policies and measures, we must be realistic and pragmatic, and work hard to ensure rapid and stable economic growth, ensure the stability of people's lives, ensure social harmony and stability, and lay a solid foundation for a new round of leap forward in my country's economic and social development.
