In this activity of learning and practicing the Scientific Outlook on Development, in order to solve problems in a down-to-earth manner and truly become a project that satisfies the masses, we must adhere to the principle of seeking truth from facts, proceed from reality in everything, act within our capabilities, and do our best, work hard to take practical measures, do practical things, seek practical results, and strive to achieve a number of practical results.
Acting within one's ability means determining work goals reasonably based on how much ability one has to solve the problem. The time for concentrated learning and practical activities is limited and it is impossible to solve all problems, so our goals should be limited and realistic. It is necessary to focus on the goal requirements set by the central government, proceed from the development reality, work reality of the region, department and unit, and the ideological reality of party members and cadres, closely integrate the new requirements of scientific development, new changes in the development stage, and the new expectations of the people, and determine specific goals for learning and practice activities according to local conditions. When setting goals, it is necessary to conduct in-depth investigation and analysis to clarify which problems are ready to be solved and can be solved during learning and practice activities, and which problems are more difficult and will take a longer time to solve. It is necessary to propose limited goals within a limited time, prevent goals from being set too high or too low, and ensure that the established goals can be achieved through hard work. It is necessary to solve problems in a down-to-earth manner so that party members and cadres can receive education and scientific development, and the people can benefit, so that everyone can personally feel the effectiveness of learning and practice activities. In learning and practicing activities, we must pay special attention to preventing being comprehensive, failing to grasp the key points, and not identifying problems accurately, which will affect the effect of the activities; we must not be eager for quick success, ambitious, blind comparison, engage in formalism, short-term behavior and "image engineering", put forward unrealistic slogans, and pursue the grandeur of the scene. Eagerness for success and being flashy will be counterproductive, not only causing work passivity but also arousing resentment among the masses.
To do our best means to exert subjective initiative and mobilize all positive factors to strive to achieve the set work goals. Determining goals should neither be unattainable nor trivial. Only by "jumping up and picking peaches" can we ensure a higher starting point for solving problems. It is necessary to highlight the key points, choose the right breakthrough points, insist on solving any problems when they arise, and focus on solving any problems when they are prominent, so as to do more practical things that are visible and tangible for the people and promote scientific development. We must go all out to solve outstanding problems that affect and restrict scientific development, involve the vital interests of the masses, and have strong reactions from the masses. For those problems that are related to the overall situation and can be solved in the near future through hard work, we must make good plans, integrate resources, and concentrate on solving them. For issues involving systems and mechanisms, we must boldly emancipate our minds, pioneer and innovate, and constantly solve problems. For problems involving multiple regions, departments and units, we must actively explore effective ways to solve problems through interaction between top and bottom and linkage between left and right. It is necessary to avoid staying in general calls or general grasping, so that learning and practical activities are not compromised or go through the motions.
The key to doing our best within our capabilities and doing our best is to grasp the dialectical relationship between "within our capabilities" and "try our best" and to organically unify the two. The core of "measuring our capabilities" is to understand things objectively and comprehensively, analyze problems realistically, and propose practical countermeasures; "try your best", the focus is to use your strength well, fully, and on the edge, and strive to achieve the greatest and optimal results in solving problems. Acting within one's ability is the scientific spirit, and doing one's best is a responsible attitude. The two complement each other and are indispensable. Doing one's best is the foundation, and doing one's best is the guarantee.
