Based on actual situation, classification guidance
——Comments on the series of activities for in-depth study and practice of the scientific outlook on development
On the basis of accurately grasping the profound changes in world conditions, national conditions, and party conditions, and starting from the current development and changes of the international and domestic situation and the state of party building, the Party Central Committee has put forward clear goal requirements for the in-depth study and practice of the Scientific Outlook on Development activities carried out throughout the party. This goal requirement is based on the stage characteristics of my country's development and the new situations, new problems, and new requirements it faces, and is put forward in response to the practical problems existing in some places and departments in terms of thinking, work, and development. It is highly targeted, instructive, and practical. Throughout our learning and practice activities, we must follow this goal and implement this goal.
We should deeply realize that the goal requirements put forward by the central government are overall and are the overall requirements for learning and practical activities. Specific to a place, a department, or a unit, the actual state of the thinking and work style of its cadres, the level of ideological understanding of the scientific outlook on development, the outstanding issues that influence and restrict scientific development, the outstanding issues that the masses have strongly responded to, etc., may not be the same, and the characteristics and reality of its development are also different. This requires us to, while adhering to the overall requirements for learning and practice activities, insist on proceeding from reality in everything, and put forward specific requirements for learning and practice activities in different regions, different departments, and different units according to local conditions, and provide guidance in hierarchical classifications.
Combined with actual practice and classified guidance are inevitable requirements for learning and practicing activities to further highlight the characteristics of practice. The Scientific Outlook on Development is put forward on the basis of summarizing my country's development practices. Practicality is the essential feature of the Scientific Outlook on Development. The problems and contradictions existing in the development of some localities, departments and units all demonstrate the importance and urgency of implementing the Scientific Outlook on Development. A distinctive feature of this study and practice activity is that it highlights practical requirements. We emphasize that guidance should be combined with reality and classified. An important purpose is to implement this practical requirement. In the study and practice activities, the closer the scientific outlook on development is connected with the ideological reality, work reality and development reality of different regions, different departments and different units, the more realistic the specific requirements put forward and the classified guidance provided, and the more fully the practical characteristics are reflected in determining the carrier, finding gaps, formulating measures, solving problems, testing results, etc., the more we can form a broad consensus on scientific development to the maximum extent and gather a strong synergy to promote scientific development.
Insisting on combining reality and classified guidance in learning and practice activities means that we must pay attention to highlighting different key points, including education, employment, entrepreneurship, social security, income distribution, medical and health, transportation, drinking water, cultural facilities, housing, production safety, social security, etc. Units in various fields put forward targeted requirements; that is, specific requirements for learning and practice activities must be put forward for different regions such as the east, middle and west, different industries such as government agencies, schools, enterprises and institutions, rural areas, streets and communities, and different levels of party members and leading cadres, party members, etc., and provide guidance in hierarchical classifications. Specific to the units participating in the first batch of study and practice activities, the specific requirements we put forward and the classified guidance we provide must be in line with the characteristics and realities of different units such as central state agencies, local provincial and ministerial-level party and government agencies, centrally managed financial institutions, and different regions such as the east, middle and west, party members and leading cadres, party members of agencies, etc., and highlight their respective practical characteristics. In this way, the first batch of learning and practice activities can achieve tangible results and play an important role in demonstrating and guiding the second and third batches of learning and practice activities.
Combined with reality and classified guidance are the basic working methods of our party in carrying out study and education activities. It has been repeatedly proven to be effective through practice and is a concrete embodiment of the ideological line of seeking truth from facts in study and practice activities. Only by adhering to the scientific method of proceeding from reality, seeking truth from facts, classifying requirements and guidance, and using the scientific outlook on development to guide learning and practical activities can we ensure that learning and practical activities do not go through the motions or engage in formalism, achieve tangible results, and truly become a project that satisfies the masses.
