Work harder on in-depth learning
——Comment 4 of the series of activities on in-depth study and practice of the scientific outlook on development
Putting learning throughout is a basic requirement for carrying out activities to learn and practice the Scientific Outlook on Development. At present, the study and research phase of the first batch of learning and practical activities is coming to an end in many units, but we must still study hard and not relax. To achieve greater effectiveness in raising awareness, unifying thinking, and promoting development, learning and practice activities must make greater efforts in in-depth learning.
As the name suggests, the first task of learning and practice activities is learning, and learning is the premise and foundation. The Central Committee proposed that to carry out activities to learn and practice the Scientific Outlook on Development, party members and cadres must first be educated. Through study and practice activities, the Scientific Outlook on Development can take root in the minds of party members and cadres and truly become a solid concept for promoting economic and social development. This is both long-term and fundamental. To test whether study and practice activities have achieved results, we must first see whether party members and cadres have made real efforts to arm their minds with the Scientific Outlook on Development, whether their understanding and grasp of the Scientific Outlook on Development has reached a new height, and whether their ability to promote the Scientific Outlook on Development has been improved. After the previous stage of study, the majority of party members and cadres have a new understanding and mastery of the connotation, essence and requirements of the Scientific Outlook on Development, but the comprehensiveness and systematicness of this understanding and mastery need to be further improved. In actual work, some party members and cadres do not have a deep understanding of the Scientific Outlook on Development and are not yet highly conscious of implementing the Scientific Outlook on Development. The ideological styles, abilities and qualities of some leading cadres are not adapted to the requirements of the Scientific Outlook on Development. To solve these problems, we need to put more effort into strengthening study and education, so that the majority of party members and cadres can truly understand and understand the meaning of the Scientific Outlook on Development, truly understand and understand what the requirements of the Scientific Outlook on Development are, truly understand and understand why scientific development should be achieved, and truly understand and understand what scientific development can bring to us. Only with in-depth study, clear understanding, and clear thinking can we effectively enhance the consciousness and determination to implement the scientific outlook on development and follow the scientific development path.
No matter how hard you work, you still have to study seriously and think carefully. All units must focus on consolidating and improving the results of the study and research phase, closely combine with the actual situation and work requirements at each stage, select learning content in a targeted manner, and further organize party members and cadres to conscientiously study the report of the 17th National Congress of the Communist Party of China, the spirit of the Third Plenary Session of the 17th Central Committee of the Communist Party of China, "Mao Zedong, Deng Xiaoping and Jiang Zemin on Scientific Development" and "Excerpts of Important Essays on the Scientific Outlook on Development", and study General Secretary Hu Jintao's important speech at the mobilization meeting for the party-wide in-depth study and practice of the scientific outlook on development and the special seminar for leading cadres at the provincial and ministerial levels. For key articles, you must read carefully and study them repeatedly to achieve a comprehensive understanding and integration. Every party member and cadre, especially leading cadres, must strive to master the Marxist stance, viewpoints, and methods embodied in the Scientific Outlook on Development, better adhere to emancipating the mind, seeking truth from facts, advancing with the times, and promoting a pragmatic style. We must closely connect with the ideological realities of party members and cadres, carry out in-depth discussions on emancipating their minds, further broaden their horizons, broaden their minds, and broaden their minds, strive to change ideas that are not suitable for and incompatible with the scientific outlook on development, and form consensus on major issues such as whether to develop scientifically and how to achieve scientific development, and effectively enhance the awareness of development, responsibility, and worry.
Leading cadres should learn more and more deeply. Leading cadres at or above the county level bear important leadership responsibilities in implementing scientific development and promoting social harmony. How well they study theoretically and have high levels of understanding play an irreplaceable and important role in implementing the scientific outlook on development and doing a good job in various tasks in a place. Therefore, it is crucial to effectively educate leading cadres at the county level and above and continuously improve their theoretical level. It is necessary to enable leading cadres at all levels to truly understand and appreciate the scientific connotation, spiritual essence, and fundamental requirements of the Scientific Outlook on Development through in-depth study and discussion. They should be based on the actual conditions of various places, strengthen theoretical guidance, further update development concepts, clarify development directions, clarify development ideas, and lay a solid ideological foundation for achieving sound and rapid economic and social development.
The Scientific Outlook on Development is rich in connotation, broad and profound. To grasp the true meaning of the Scientific Outlook on Development, we must study honestly, study hard, and study repeatedly. We must try our best to avoid the idea that we can accomplish something in one go and hope that it will be accomplished in one battle, and the practice of dabbling in superficial knowledge, being satisfied with formalism, and having only half-knowledge. The majority of party members and cadres must further improve their understanding, correct their attitudes, position themselves, and devote themselves to in-depth study with a higher spirit and a more solid style. As long as we truly learn, truly understand, truly believe, and truly apply, we will surely be able to elevate theoretical learning to a new realm, achieve new results in scientific development, and open up new prospects for career development.(2008Year11month11日People’s Daily Page 4)
