Seize new issues in in-depth research

Compared with previous learning and education activities, this in-depth study and practice of the Scientific Outlook on Development activity has a distinctive feature of highlighting practical characteristics and solving outstanding problems. To focus on practice and problem solving, the premise is to grasp the problem. To grasp the problem, investigation and research is a basic work. We must work hard to conduct in-depth research and identify the correct problems.
It is necessary to clarify the focus of the research. To achieve effective results, investigation and research must be closely linked to the theme of scientific development, closely centered on the goals of "raising awareness, solving problems, innovating mechanisms, and promoting development", closely linked to the actual work and development practices of the region, department, and unit, and carried out in a focused and targeted manner. Provinces (autonomous regions and municipalities), combined with the characteristics of their location and development level, focus on transforming development methods, improving development levels, and improving people's livelihood. The central and state agencies, combined with their respective functional characteristics, focus on establishing and improving systems and mechanisms to ensure and promote scientific development, and providing effective services for scientific development. Through research, we can truly understand the current situation of the implementation of the Scientific Outlook on Development in this region, department, and unit, and identify the main issues that affect and restrict scientific development. At present, in particular, it is necessary to closely integrate the domestic and international economic situation, conduct research on how to deal with various challenges and impacts brought about by the international economic recession, and conduct in-depth searches for the outstanding problems existing in local units in preventing international financial risks, resisting external shocks, maintaining stable and rapid economic development, and maintaining and developing the interests of the masses. We must have a clear understanding of the new situations, new tasks, and challenges we face, and unify the thinking of all party members and cadres, especially leading cadres, to the central spirit. At the same time, we will conduct an in-depth analysis of the underlying causes of these problems, study and propose ideas and measures to effectively respond to international financial turbulence, and strive to maintain stable and rapid economic development and social harmony and stability.
We must have a broad understanding of the will of the masses. Party members and leading cadres at all levels must closely integrate the difficult issues affecting scientific development in their regions, departments, and units, and lead teams to conduct investigations and research at the grassroots level, among the masses, and on the front lines. Through various forms such as questionnaire surveys, issuing opinion solicitation forms, holding symposiums, door-to-door visits, and individual heart-to-heart talks, we extensively solicit opinions and suggestions on promoting scientific development from grassroots units, government officials, party members, experts, scholars, and service recipients. It is necessary to listen to opinions on the development concepts, development ideas, development approaches, and development methods of the region, department, and unit, and on issues that urgently need to be solved in terms of people's livelihood, people's poverty, and disasters. It is also necessary to listen to opinions on the party spirit, style, and discipline of the leadership team and leading cadres. During the research process, attention should be paid to listening to the opinions of some party representatives, people's congress representatives, and CPPCC members.
It is necessary to communicate, analyze and summarize results. Leading cadres must write high-quality research reports with content and insights based on in-depth research, and adopt appropriate methods to organize the exchange of results. Investigation and research should be combined with the analysis of typical cases, carefully sum up the positive and negative experiences and lessons, and strive to improve the ability of the leadership team and leading cadres to analyze and solve practical problems. At the same time, the research results will be summarized and the outstanding issues in the implementation of the Scientific Outlook on Development will be systematically sorted out. In particular, the critical opinions raised by the grassroots and the masses towards the leadership team and team members will be summarized in full.
The process of learning and practicing the scientific outlook on development is a process that combines summarizing and applying practical experience, formulating and improving development measures, and solving outstanding problems faced by development. Each link is inseparable from investigation and research. Leading cadres at all levels must vigorously promote the spirit of truth-seeking and pragmatism and promote the style of investigation and research. It is necessary to arrange enough time, with emotion and responsibility, to put down the airs and pounce, go deep into agencies, schools, enterprises, streets and communities and their respective contact points, have close contact with the masses, communicate face-to-face, listen to the truth, observe the actual situation, and comprehensively understand and grasp new situations, new contradictions and new problems, so as to lay a solid foundation for the entire learning and practice activities to effectively solve problems.
