Achieve new improvements in ideological understanding
——Part 2 of the series of comments on in-depth study and practice of the scientific outlook on development
Study research is the first stage of in-depth study and practice of the scientific outlook on development. The focus is on the three links of study and training, in-depth investigation and research, and emancipating the mind and discussion. The main tasks are to learn the theory well, improve understanding, unify thinking, and change concepts.
Learning research is the foundation of the entire learning and practice activities. To test the effectiveness of learning and practice activities, we must first see whether real efforts have been made to arm the mind with the scientific outlook on development, and whether there has been a new improvement in understanding and grasp of the importance and urgency of promoting scientific development. This requires us to do a good job in study and training so that the majority of party members and cadres can truly understand the scientific concept of development.
Learning and training require careful planning and proper arrangements. It is necessary to take the form of central group study meetings, special training classes, rotating training classes, seminars, and individual self-study to organize the majority of party members and cadres to seriously study the report of the 17th National Congress of the Communist Party of China and the spirit of the Third Plenary Session of the 17th Central Committee of the Communist Party of China. 2. Study time must be adequately arranged. Party members and cadres at different levels must have corresponding concentrated study time, and leading cadres must take the lead in making study reports. It is necessary to enrich learning forms, innovate learning carriers, and strive to improve the effectiveness of learning and training.
The issue of academic style is crucial. We must persist in carrying forward the Marxist style of study that integrates theory with practice, adhere to the unity of transforming the subjective world and transforming the objective world, closely link economic and social development with the reality of building party members and cadres, organically combine in-depth study of the Scientific Outlook on Development with continuing to emancipate the mind, adhere to reform and opening up, promote scientific development, and promote social harmony, organically combine with strengthening and improving party building, and truly understand and master the great significance, scientific connotation, spiritual essence and fundamental requirements of the Scientific Outlook on Development. Learning and training is only an important way for us to study in depth and improve our understanding. The entire study and practice activities must have in-depth learning and raising awareness throughout. We must organize learning and conduct discussions with the Scientific Outlook on Development as the main content. Finding problems and analyzing causes should be based on the Scientific Outlook on Development. Solving problems and improving ideas should be based on the Scientific Outlook on Development as an important guide. Solving problems and innovating mechanisms should serve and promote scientific development as the fundamental purpose.
Achieving the transformation and transformation of ideological concepts is the ultimate goal of learning and training, and it is also an important indicator of whether we have made new improvements in ideological understanding. Through in-depth study, we should effectively transform the ideas and concepts that are inappropriate and incompatible with the requirements of the Scientific Outlook on Development, and further transform the Scientific Outlook on Development into a strong will to promote scientific development, a correct idea for planning scientific development, a practical ability to lead scientific development, and policies and measures to promote scientific development; In this way, we will be able to lay a solid foundation for carrying out good learning and practice activities.
