We must pay close attention from the beginning

Carrying out in-depth study and practice of the Scientific Outlook on Development is of great significance to better realizing the grand blueprint and action program proposed at the 17th National Congress of the Communist Party of China, and we must pay close attention from the beginning. All regions, departments and units must start from understanding the spirit of the central government, strengthening organizational leadership, formulating implementation plans, etc., to make sufficient ideological preparations, organizational preparations, and work preparations for carrying out learning and practical activities.

Being mentally prepared requires us to deeply understand the spirit of the Central Committee and unify our ideological understanding into the Central Committee’s decision-making and deployment. Carrying out study and practice activities is currently a major political task for the whole party. General Secretary Hu Jintao and other central leaders have delivered important speeches to mobilize and deploy study and practice activities. The central government has issued important documents such as opinions on carrying out study and practice activities and opinions on the implementation of the first batch of study and practice activities. We must conscientiously study and understand the spirit of the Central Committee, deeply understand the importance, urgency and necessity of carrying out study and practice activities throughout the party, comprehensively grasp the guiding ideology, goal requirements, main principles and key issues that need to be solved in carrying out study and practice activities, pay extreme attention to them ideologically, and further form a consensus to carry out study and practice activities in a down-to-earth manner.

Being organizationally prepared requires us to strengthen organizational leadership and implement leadership responsibilities. The key to grasping the study and practice activities lies in the leadership, and the responsibility lies with the team. In order to strengthen the leadership of study and practice activities, the central government has established a central leading group for in-depth study and practice of the Scientific Outlook on Development to carry out work under the leadership of the Party Central Committee. The leading group has an office responsible for specific guidance on learning and practical activities. All regions, departments and units must also establish corresponding leadership agencies and working institutions, making it clear that the main responsible comrades of the party committee (party group) are the first person responsible for carrying out learning and practice activities, and the leaders in charge are the direct responsible persons. Strengthen the leadership of learning and practice activities, so that awareness, organization, measures and work are in place.

Being prepared for work requires us to carefully formulate implementation plans and carry out in-depth ideological mobilization. The formulation of the implementation plan should focus on the theme of in-depth study and practice of the Scientific Outlook on Development, and determine the practical carrier and specific goals of the activities on the basis of extensive solicitation of opinions from all parties and careful investigation and research, so that the plan not only fully embodies the spirit of the central government but also conforms to its own reality and is practical and feasible. Determining the practice carriers should highlight their respective characteristics, and setting specific goals should fully consider the problems to be solved, and prevent setting goals that are too low or too high. This can not only encourage cadres and the masses, create influence in society, but also maximize consensus, concentration, and key breakthroughs. Convening a mobilization meeting for study and practice activities in the region, department and unit is not only an important step in carrying out study and practice activities, but also an important opportunity to unify ideological understanding and mobilize thoughts. The main responsible comrades of the party committee (party group) should make mobilization reports, carry out extensive and in-depth ideological mobilization and deployment, enhance pertinence, pay attention to effectiveness, and fully mobilize the enthusiasm and initiative of the majority of party members and cadres to participate in learning and practical activities.

Being mentally prepared, organizationally prepared, and work prepared is the first step to carry out learning and practical activities. If this first step is taken well, the entire learning and practical activities will have a good start. The units participating in the first batch of study and practice activities are mainly provincial and ministerial-level leading agencies. They bear major leadership responsibilities in scientific development and play an important demonstration and guiding role in study and practice activities. The results achieved are related to whether the whole party's study and practice activities can achieve results. We must make study and practice activities a top priority in party building, and with a serious and responsible attitude, a spirit of reform and innovation, and a truth-seeking and pragmatic style, we must pay close attention from the beginning to ensure that study and practice activities achieve practical results.
