The problems of environmental pollution and ecological destruction are still very prominent, which not only seriously affects economic and social development, but also seriously endangers people's health and public safety. We must vigorously implement the sustainable development strategy, insist on planning economic and social development based on the carrying capacity and endurance of nature, resolutely prohibit all kinds of behaviors that plunder and destroy nature, resolutely abandon the practice of polluting first and then treating, destroying first and then restoring, make great efforts to protect and build the ecological environment, and strive to promote the harmonious development of man and nature. Qinghai is located in the hinterland of the Qinghai-Tibet Plateau. It is the birthplace of the three major rivers, the Yangtze River, the Yellow River, and the Lancang River. It is the main supplier of freshwater resources in my country and one of the areas with the highest concentration of biodiversity. Protecting and building the ecological environment here is not only related to the survival and development of people of all ethnic groups in Qinghai, but also related to the national ecological security and the long-term development of the Chinese nation. Qinghai's ecological environment is very fragile, and it is difficult to recover once it is damaged. It is hoped that the comrades in Qinghai will effectively enhance their sense of responsibility and mission, and consciously shoulder the important task of improving the ecological environment. It is necessary to intensify the prevention and control of environmental pollution, strengthen environmental law enforcement and supervision and management, speed up environmental improvement in key river basins, and promptly solve environmental pollution problems that seriously threaten the health and safety of the people. It is necessary to strengthen ecological construction, continue to promote ecological projects such as returning farmland to forest, returning grazing land to grassland, natural forest protection, soil erosion and desertification control, strengthen ecological protection and management of nature reserves and ecological functional areas, and effectively maintain the safety of the ecological environment, so that the broad masses of the people can drink clean water, breathe clean air, eat safe food, and live in a good environment. The interests of the masses are no small matter. Third, earnestly carry out advanced education activities. Carrying out practice throughout the Party“Three Represents”Educational activities to maintain the advanced nature of Communist Party members with important thoughts as the main content are strategic tasks to implement the spirit of the 16th National Congress of the Party and the Fourth Plenary Session of the 16th Central Committee, and an important measure to strengthen the party's governance capacity and advanced nature construction. Currently, the third batch of advanced nature education activities is underway. In accordance with the deployment of the central government and around the theme of building a new socialist countryside, we must solidly promote the third batch of advanced nature education activities, effectively solve the outstanding problems existing in the party organization and party members, solve the main problems affecting the stability of reform, development, and solve the key issues of greatest concern to the masses, strive for practical results, and truly make the advanced nature education activities a project that satisfies the masses. In the advanced nature education activities, we must attach great importance to strengthening the construction of grassroots organizations, especially the party building work in rural pastoral areas, state-owned enterprises, streets, communities, new economic organizations, and new social organizations, so that grassroots organizations can improve their ability to organize the masses, unite the masses, and serve the masses, improve the level of handling and managing social affairs, improve the ability to resolve social conflicts, and coordinate social interest relationships, so as to provide a strong organizational guarantee for the construction of a harmonious society.
